Regular Meeting
Minutes
DATE: Tuesday, March 9, 2021
TIME: 6:30 p.m.
LOCATION: Via Zoom
Call to Order: Chair Paquier called the virtual Regular Session to order at 6:33 p.m. via teleconferencing
through Zoom.
Prior to Roll Call, the Chair and Staff Liaison explained that the meeting was conducted pursuant to provisions
of the Brown Act and a recent Executive Order issued by the Governor to facilitate teleconferencing t o reduce
the risk of COVID-19 transmission at public meetings. Ordinarily the Brown Act sets strict rules for
teleconferencing. The Governor’s Executive Order has suspended those rules. The Executive Order does
require that public agencies continue to notice meetings in advance and provide members of the public an
opportunity to observe the meeting and offer public comment. The Commission met all of the applicable
notice requirements and the public is welcome to participate in this meeting. Information on how the public
can observe the meeting and provide public comment was also shared. Additionally, the Chair explained that
votes would be taken through roll call.
Roll Call: Chair Renee Paquier, Vice Chair Rick Pearce, Commissioner Anna Huang, Commissioner Ping
Li, Commissioner Michelle Wang. All present. Also in attendance were John Cherbone, Public
Works Director, Lauren Pettipiece, Public Information Officer and Kristin Borel, Staff Liaison. (All
appearing via Teleconference)
Staff Liaison, Kristin Borel confirmed all the Commission members could hear the meeting proceedings
and no doubts were expressed regarding the identities of the individuals representing themselves as
Parks and Recreation Commissioners.
Report on Posting of the Agenda: Kristin Borel reported that the Agenda for this meeting was properly
posted on March 4, 2021.

Approval of Parks and Recreation Commission Draft Minutes.
Commissioner Li / Pearce moved to Approve the Parks and Recreation Minutes for the Regular
Meeting on January 12, 2021. Passed by a verbal roll call: Ayes: Huang, Li, Paquier, Pearce
and Wang. Noes: None. Abstain: None. Absent: None.

Agenda:
1. Review Final Park Map
Commissioners reviewed final map presented by Lauren Pettipiece. The Commissioners were
happy with the result and thanked staff for their efforts.

2. Pickleball Discussion
Commissioners discussed the high-level tennis activity on the existing courts and recommended
to staff that Pickleball lines not be added to the tennis court at Azule Park. Staff mentioned that
the City would be receiving “park in-lieu fees” sometime this year and some of the funds could
be used to build a dedicated Pickleball court. The Commission supported this and will develop
the idea at a future meeting. In the meantime, staff will investigate if there are any possible
locations for a temporary court and report back at the next meeting.

3. Update on “Let’s Work”
Commissioners Li talked about the volunteer program at Quarry Park and how it is managed
with Covid restrictions. She asked if another Commissioner would be interested in helping with
the program. Commissioner Huang and Commissioner Wang volunteered to help
Commissioner Li.

4. Update on the Historical Plaque Program
The program is mostly on hold because of Covid. Commission Pearce talked about the progress
of the Historical Preservation’s creation of signs in the downtown area. Staff asked for another
Commissioner to join this program since Commissioner Pearce’s term ends in September.
Commissioners Huang and Wang stepped up to help the program.

5. Update on City Plans for Summer Programs
Staff Liaison, Borel gave the update on City programs which are on hold due to Covid . The City
is in a holding pattern and following the State and County’s direction regarding community
events. Since the County moved into the Red Tier, there will be more activity on the sports
fields which can operate safely outside. Staff will give an update at the next meeting.

6. Garbage Solutions at Quarry Park
Commissioner Li gave an overview of the garbage issue and possible solutions to removing
garbage cans in Quarry Park. Also discussed were several sign option s.

Ayes: Huang, Li, Paquier, Pearce and Wang. Noes: None. Abstain: None. Absent: None.
