A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SARATOGA
ESTABLISHING THE CITY OF SARATOGA ELECTRIC VEHICLE CHARGING
STATION POLICY
WHEREAS, the City of Saratoga's Electric Vehicle (EV) Charging Station Policy seeks
to reduce greenhouse gas emissions caused by vehicle traffic in Saratoga, California; and
WHEREAS, the EV Charger Policy supports the Saratoga Climate Action Plan 2030,
which has a goal of increasing community usage of zero emission passenger vehicles (ZEVs) in
Saratoga to 25% by 2030; and
WHEREAS, the City of Saratoga seeks to provide community access to EV charging
stations at City -owned and maintained parking lots; and
WHEREAS, this EV Charger Policy provides guidance for staff to continue reviewing
and updating City codes when feasible, to require the installation of EV charging stations at
residential and commercial properties during remodels or new construction; and
WHEREAS, this EV Charger Policy outlines the City Council's priorities for
implementation and installation of electric vehicle chargers and provides guidance for the types
of EV chargers to offer at City -owned and maintained parking lots.
NOW, THEREFORE BE IT RESOLVED, that the City Council of the City of Saratoga
hereby adopts the attached City of Saratoga Electric Vehicle Charging Station Policy.
The above and foregoing resolution was passed and adopted at a regular meeting of the Saratoga
City Council held on the 2nd day of December 2020 by the following vote:

CITY OF SARA TOGA ELECTRIC VEHICLE CHARGING STATION POLICY
Adopted December 2, 2020
I.Purpose
A.The Electric Vehicle (EV) Charging Station Policy seeks to reduce greenhouse gas
emissions caused by vehicle traffic in Saratoga, California. This policy supports the
Saratoga Climate Action Plan 2030, which has a goal of increasing community
usage of zero emission passenger vehicles (ZEVs) in Saratoga to 25% by 2030.
Types of passenger vehicles include plug-in electric vehicles (EV s) and hydrogen
fuel cell electric vehicles. To meet this goal, the City seeks to provide community
access to EV charging stations at City-owned and maintained parking lots that meet
the criteria stated in the general provisions section.
B.This EV Charging Station Policy provides guidance for staff to continue reviewing
and updating City codes when feasible, to require the installation of EV chargers at
residential and commercial properties during remodels or new construction. This
policy outlines the City Council's priorities for implementation and installation of
electric vehicle chargers and provides guidance for the types of EV chargers to offer
at City-owned and maintained parking lots.
II.Background
A.The City developed a Greenhouse Gas Emissions Inventory for community
operations emissions for the years 2005 through 2017. The Inventory quantifies
greenhouse gas emissions from a wide variety of sources, from the energy used to
power heat, and cool buildings, to the fuel used to move vehicles and power off
road equipment, to the decomposition of solid waste and treatment of wastewater.
Based on the data collected, the Inventory states that almost half of Saratoga's
community emissions comes from transportation.
B.According to the Department of Motor Vehicle (DMV) data as of January 2020,
9.9% of the vehicles registered to Saratoga residents are EVs (2,972 vehicles).
C.The different types of EV chargers currently available include:
1.Level 2 Chargers, which require 6.2 kW or greater per connector power
11.Direct Circuit Fast Chargers (DCFC), which require a minimum of 50kW
or greater of power.
D.The City's EV Charger station inventory includes the following locations and
types of stations:
1.Saratoga City Hall at 13 777 Fruitvale A venue
1.Four Level 2 dual-port EV charger stations at the back parking lot,
designated for City of Saratoga vehicles and use by employees to
charge their ZEV.
2.Two Level 2 dual-port EV charger stations infrastructure at the
parking lot immediately adjacent to the Warner Hutton House.

1.One Level 2 dual-port EV charger station and one Direct Circuit
Fast Charger (DCFC) EV station, both designated for public use.

1.One Level 2 dual-port and one Level 2 single-port EV charger
stations.
E.City-owned and maintained parking lots with sufficient power to install DCFC
stations currently include the Saratoga Library and the Saratoga Quarry Park.
F.Many of the City-owned and maintained parking lots have sufficient power to
install Level 2 charger stations.
III.Public ZEV Infrastructure
A.Prioritization of Locations.
1.City-owned parking lots in Saratoga will be the pnmary locations
considered for installation of additional EV chargers.
11.For public charging stations, priority will be given to parking lots that have
the potential to upgrade to a minimum of 50kW or greater to power DCFC.
iii.Charging stations for City-owned vehicles and employee-owned vehicles
will be sited at locations that meet the following criteria:
1.Near a City-owned facility or City park that is convenient for City
employees.
2.Have access to electrical power that has a minimum of 6.2 kW or
greater to power Level 2 stations.
B.Provision of Funding.
1.For City-owned EV Charging Stations, the City shall work with Silicon
Valley Clean Energy (SVCE) and other agencies to find funding
opportunities for the City to purchase/install new EV Charger Stations.
11.The City shall consider opportunities proposed by other entities who wish
to use the public parking lots to offer new EV Charging Stations at no cost
to the City.
iii.The City shall rely on grant funds or rebate programs as the primary source
of funding for City-owned EV charger purchases and if possible, the cost
for upgrades of existing infrastructure.
1v. The City must be able to comply with provisions of the grant funds and
provide any additional funding to meet compliance.

v.When grants are accepted, the City shall set aside funds to pay for upfront
costs for EV chargers installation, as many of the grants are distributed
through rebates or reimbursements.
v1. The City shall set aside annual funds for maintenance and upgrades of
existing EV chargers.
C.Provisions for City Fleet Vehicles
1.The City shall upgrade its fleet and equipment vehicles to ZEV s as existing
vehicles require replacement and pursue the possibility of installing EV
charger stations at the City Corporation Yard pursuant to Part III. Section
A&B.
IV.Private ZEV Charging Infrastructure
A.Provisions for City Codes.
1.The City shall pursue adopting and updating building and other codes as
necessary to require EV-ready infrastructure and charging station
installation above State baseline building requirements for residential and
commercial properties and encouraging new and remodeled gas stations to
provide EV fast chargers.
11.The City shall develop streamlining practices to expedite the approval
process for new EV charger infrastructure and charging station installation
in Saratoga for public and private projects.
B.Provisions for Community Incentives and Outreach
1.Work with SVCE to promote available EV charger rebates and technical
support for multi-family and workplace sites in Saratoga and communicate
information to the community.
11.When possible, and as long as cost recovery is achieved, the City should
offer low-cost charging for ZEV s at City-owned parking lots.
iii.The City shall provide way-finding signage to all public EV chargers
stations.
1v. City should work with SVCE and other agencies to promote ZEV
adoption and other media and outreach campaigns.
