All Traffic Safety Commission members, staff, and public will only participate via the Zoom platform using the process described below. The meeting is being conducted in compliance with the Governor’s Executive Order N‐29‐20 suspending certain teleconference rules required by the Ralph M. Brown Act. The purpose of this order was to provide the safest environment for the public, elected officials, and staff while allowing for continued operation of the government and public participation during the COVID‐ 19 pandemic. Members of the public can observe and participate in the meeting by: 1. Using the Zoom website at https://us02web.zoom.us/j/87056515247 or App Webinar ID: 870 5651 5247 and using the tool to raise their hand in the Zoom platform when directed by the Chair to speak on an agenda item; OR 2. Calling 1.408.638.0968 or 1.669.900.6833, entering the Webinar ID: 869 6171 2883 and pressing *9 to raise their hand to speak on an agenda item when directed by the Chair. The public will not be able to participate in the meeting in person. The City would like to collect data on volume and speeds to evaluate the effectiveness of the traffic calming treatments. Please note that the speeding concerns on Mendelsohn Lane were not dismissed. While the TSC did not take an explicit position on the speed tables, the members did give direction for the traffic engineer to evaluate the traffic safety at the corner area where Mendelsohn meets Bonnie Brae Lane and Hill Avenue. The commissioners recognize that speeding is occurring at that corner area and they would like to see a traffic calming plan that addresses the concerns that were raised last night at that location. I agree with your statement below about the traffic deputies’ observations. I will ask Lt. Gonzalez to send his deputies out there at other times over the next several weeks to gather more data. Additionally, City staff does not think that the process was skewed and I am appreciative of the efforts you put in gathering the petition data. However, at this time, the Traffic Safety Commission would like to focus on the corner area and address the traffic safety issues at that location as the next incremental step. I encourage you to continue your efforts. Your passion to make your street more safe for your neighborhood is commendable and I know that with time, the process will result in improving traffic safety on Mendelsohn Lane. I had been warned that this would happen because apparently some people are more important than others, but the fact that we had a petition with TWENTY residents asking for speed tables, but the vocal FIVE (or 6 if you count the man on Rancho Bella Vista) who opposed them got their way is disconcerting. In your email, you clearly told me we would need 2/3 of the residents to sign the petition, and we have that. Why is a minority more important than the majority? Interestingly, of those 5, one couple does walk their dogs, the others I never even see outside. In fact, one doesn’t even live here full time! Their concerns (noise, home values, aesthetics…) have nothing to do with safety. All of us who walk on our street and/or have kids know speeding is a big issue here and has been, hence the many efforts to try to curb it over the years. Just because the officer didn’t give any tickets on the 3 times he was there (over 2+ years) doesn’t mean that people don’t speed, and the fact that the commission took the “noise" and "home value" concerns over people's safety is appalling to say the least. Further, the way the issue was mischaracterized to the commission and my petition basically discarded is troublesome - 20 households on our street believe speeding is an issue, but the commission thinks they know better and they conclude that there is no speeding problem ?! Ridiculous. They implied that my petition results were skewed because it was neighbors asking neighbors? You specifically told me to go door to door...Why would you tell me that is what I needed to do and then dismiss it?! This is not how you run a Traffic Safety Commission. We will continue to push for a safer street, and will hopefully succeed before someone gets hurt. Feel free to share my thoughts with the commissioners. We actually have 24, and all of their parents signed the petition. 1.Traffic Matrix # 465 Name Alec gulesserian 20646 sevilla lane 510-773-0795 alec@carpeteria.com Street name and cross street(s) where the traffic safety concern is occurring: Saratoga Sunnyvale Road from Herriman to Cox AND Vise Versa Description of traffic safety concern: Cars are traveling way above the posted speed limit of 40mph (usually 45 -60MPH). This road was not designed for these speeds. It is very dangerous (especially for residences that have to cross the road) Suggestions to address the traffic safety concern: Can the city install flashing speed limit signs that indicate the speed that cars are going (2 signs south bond + 2 signs north bound). It will be a good start and will slow cars down. Cops are the best, but they are limited by their schedules. 2.Traffic Matrix # 466 From:Jerry Schaaf <jschaaft@yahoo.com> Sent:Monday, November 25, 2019 9:23 AM Hi Mainini, My name is Jerry Schaaf and I live on Chester Avenue off of Allendale in Saratoga. Sometime between Thursday (11/21/19) evening to Friday morning there was an incident in front of my property at 13970 Chester Ave. My gardener reported to me on Friday morning while I was away out of town that the large hedge in front of my home was severely damaged by a car or truck. I have attached photos so that you can see. Upon my return on Sunday, I contacted the sheriff and an officer came out to take a look at what had happened. It is pretty clear that a car or truck jumped the curb while driving either too fast and or erratically. As you may already know, the bottom part of Chester Avenue is a flat straightaway and there are frequently speeders on this road. My immediate neighbors and I share the same view that it is unsafe and irresponsible for individuals to drive so fast. I have two small children who love to play on the driveway and I am concerned every time they are outside. I would like to start the process to request speed bumps to be put on Chester Avenue to deter speeding.If there are other options or suggestions that the city has I will be open to hearing them and discussing the best path forward. The sheriff suggested that I start this process and agreed that it is unsafe where I live when cars come flying down the hill around the corner or down the street away at high-speeds. I have been living at this home for two years now and this is the first incident of somebody damaging my property. However, I see and hear speeding at all hours of the day and night. Name:Henry Coles, 20620 Reid Ln, Saratoga, CA 95070, phone number 408 348 5160 c., 408 867 9258 h. Location:Adjacent to Theater Way on on the east-bound lane of Allendale Ave the bike lane is narrowed with the traffic lane also narrowed to 9 feet.(see attached pictures) Safety Issue:The narrowed section forces cyclists very close to vehicles at the point where cyclists approach and are directed around the island.The space is too small for vehicles to safely pass cyclists. The current posted speed limit on the section of Allendale where the bike safety issue is located is 35MPH. Solution Ideas:Remove the island and reduce the posted speed limit to 25MPH.The speed limit doesn't need to follow the so-called 85% rule because it passes in front of a school.Not far after Theater Way the posted speed limit is changed to 25MPH for the remaining section of Allendale.Changing the posted speed limit in front of the school will improve cyclist safety and provide a uniform speed limit.It might be better to change all of Allendale to a speed limit of 25MPH.I understand that striping is planned for Allendale.However, this critical situation should be addressed while we wait for the striping completion even if the striping project would address the issue I bring up. 4.Traffic Matrix # 463 First Name Vincent Borelli (Coyote Properties IV) 20200 Hill Avenue, 408.472.7892 jenny_coyoteprop@yahoo.com Street name and cross street(s) where the traffic safety concern is occurring: Montalvo/Hill/Boonie Brae-Mendelson Description of traffic safety concern: The street is to narrow and the grading of the street is uneven. The speeds above 15 mph are unsafe. The traffic on Hill Avenue is commonly exceeded 35 mph. This portion of Hill Avenue was considered a "restricted" road. Suggestions to address the traffic safety concern: Install approximately 5-6 speed bumps (100 feet apart). 5.Traffic Matrix # 469 First Name Jenny Hong-Gonzalez Address 14198 Juniper Lane, Saratoga, 4083754783 sertag@hotmail.com Street name and cross street(s) where the traffic safety concern is occurring: Herriman Ave., specifically, the curved portion of Herriman Ave. between Beaumont Ave. and Lannoy Ct. Description of traffic safety concern: When cars turn the corner on Herriman Ave.(going southbound), they tend to hug the curb and as a result, the cars drive into the bike lane. This is extremely dangerous because people, especially kids bike in the bike lane and this can definitely lead to a collision between a car and cyclist. Cars driving in the bike lane around the Herriman Ave. curve is especially prevalent when driving southbound towards Saratoga Ave. Lots of kids do not bike on the sidewalk because there are pedestrians and they do not switch over to the right side of Herriman Ave. (going northbound) because the crosswalk on Saratoga Ave. is located on the left side of Herriman Ave. As such, once the cyclist crosses the crosswalk on Saratoga Ave. and continues on Herriman Ave. (going northbound), they stay on the left side of the road and they bike in the bike lane. Unfortunately, the kids are biking against traffic and it becomes dangerous when they reach the curved portion of Herriman Ave. (between Beaumont Ave. and Lannoy Court because the cars are speeding southbound on Herriman Ave. and driving in the bike lane. This can definitely lead to a head on collision! Adults are either speeding around the corner because they think this curve is some type of raceway or they are on their phones and they swerve into the bike lanes (I've seen it all!). My biggest concern is Herriman Ave curve going northbound but I'm sure there are issues of Herriman Ave curve going southbound as well. Keep our roads clear in the interest of public safety and access for safety vehicles The use of the Preserve has been steadily increasing yearly and the traffic is becoming unbearable on the weekends..I kid you not… we regularly have to get out of our cars and direct traffic, asking people to move so myself, family and neighbors can just get home. (unknown if any further discussions were held) I asked at the time to please consider a lower posted limit since it is at most a 25 foot wide undivided road with pedestrians, bicycles, baby strollers and large families are walking on the blind corners and all over the road…this fell on deaf ears. Many many more people are now parking up and down Prospect and Rolling Hills Road and just walking in on the 1/3 mile undivided road with blind corners. As I approached the bend in Saratoga Avenue at Shadow Oaks Way, a car that was behind me approached fast then suddenly entered the oncoming lane and passed me. This was very dangerous, as it must have been a blind curve for the other driver--i.e., the driver likely could not be certain whether or not a car was approaching from the other direction. Fortunately, one wasn't. But if one had been, there could have been a head on collision with either the driver who passed me or me, if the oncoming car veered into my lane. Suggestions to address the traffic safety concern: With the center of the road broken line in the zone I am talking about (on the Village side of where Shadow Oaks intersects Saratoga Avenue), it would seem that the car that passed me did so legally--but dangerously. At Shadow Oaks, there is a double yellow line that starts there and extends down Saratoga Avenue. My suggestion is to have the double yellow lane start some distance further up Saratoga Avenue (toward the Village) so that it is illegal to pass into the blind curve. More detailed description: There is a Class II bike lane leaving downtown all the way to Fruitvale, possibly further. There are a few specific short stretches where the width might be enough to allow parking to the right of the bike lane. The current no-parking signage does not clearly delineate where these sections start and stop. The R26(CA) sign specifies a location - it is not a good sign to define a specific range. This is per CA DOT CAMUTCD expert. More importantly, in other stretches where there is clearly not enough room to park and provide enough room for cyclists in the bike lane, the current no-parking signage does not appear to be in effect. A pickup truck speeded down Pierce road, hit an oak tree on the side and then fell off to a ditch. I feel really sorry for the driver of that truck (hope he is doing fine by now) as well as all the commuters that day due to the long hours of blocking traffic. As a resident living very close to where the above accident happened, I want to point out that this actually is not a single "random" event (maybe slightly exaggerated). The 13700-13900 block of Pierce road is supposed to have a speed limit at 25MPH. But this session of the road is sloped down, narrow and windy w/o shoulder areas on the road. To make it worse, this part of the road is shared by cars, trucks, bicycles (it IS very popular among bicyclers) and joggers. It is very typical for me to observe cars/trucks/bicycles speeding downhill and losing control on this session of curvy roads. Since there is little shoulder area, the overspeed downhill vehicles are at even more risks of hitting trees or going out of the curbs. This is particularly concerning as it is a main thoroughfare to Argonaut Elementary, and many children walk or bike along this road as they are on their way or returning home from school. Children who attend Redwood Middle School also can be seen walking on this road as they make their way to Saratoga Ave. Residents on this street have put out signs in their front yards telling drivers to slow down, but to no avail. I believe the speeding is likely because this section of Scotland is very straight, and additionally, many drivers use this road to get to Saratoga Avenue. Suggestions to address the traffic safety concern: I think some signage on the street would help (there are no signs currently that indicate speed limit).
