ADVISORY COMMITTEE
MINUTES
APRIL 20, 2021

1. Call to Order – 4:00 PM
2. Roll Call:
PRESENT: Jim Stallman (Chair), Howard Miller, Ann Waltonsmith
ABSENT: Marianne Swan
STAFF PRESENT: Emma Burkhalter
3. Report on Posting of the Agenda: Pursuant to Government Code Section 54954.2, the
agenda for this meeting was properly posted on April 14, 2021
4. Accept Agenda Items and Order: No additional items may be added pursuant to Government
Code Section 54954.2.
5. Approval of Minutes.
01-19-2021 PEBTAC Minutes – Draft
Recommended Action:
Approve January 2021 Minutes
Miller/Waltonsmith moved to approve minutes for 01-19-2021 meeting. Motion passed by verbal
roll call: AYES: Stallman, Miller, Waltonsmith. NOES: None. ABSTAIN: None. ABSENT: Swan.
6. Oral and Written Communication:
Any member of the public may address the Committee about any matter not on the agenda for
this meeting for up to three minutes. Committee Members may not comment on the matter but
may choose to place the topic on a future agenda.

7. Staff Report
A. Housing Element Update
City Manager James Lindsay presented the Housing Element Update.
B. Pending Trails Update
Watched video prepared by Shawn Gardner from the Parks Department.
C. Traffic Safety Update
Saratoga Avenue Striping Plan with bike lane improvements announced.
Committee members requested that when the Caltrans bridge on Hwy 9 is replaced, City
should encourage Caltrans to make it more bike, ped, and car friendly.
D. Announcements
Reminder that Toga Trails registration closes on Friday.
Committee members requested Blue Hills RR Crossing Update on future agendas.
8. Old Business
A. Trails & Walkways Master Plan
Recommended Action:
Review draft Trails Master Plan and assist Staff with completing the map and trail details. This
will be an ongoing effort over the next year to prepare a Trails Master Plan for the latest
General Plan Update.
Chair invited public comment on the item.

Chair invited William Brooks to join as a panelist.
Committee discussed the Trails & Walkways Master Plan.
