HomeMy WebLinkAboutCity Council Resolution 21-058 Amending Youth Commission dutiesRESOLUTION NO.21-058 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SARATOGA AMENDING THE YOUTH COMMISSION ADMINISTRATION, RESPONSIBILITIES, AND DUTIES POLICY WHEREAS on November 15, 1972 the City Council of the City of Saratoga adopted Resolution No. 542-2 relating to the terms of office, meeting time, and other matters concerning the Youth Commission and amended the policy in 2012 through resolution No. 12-008 on February 1, 2012, in 2016 through resolution No. 16-063 on November 16, 2016 and in 2018 through resolution No. 18-056 on November 7, 2018; and WHEREAS, the City Council wishes to provide the public with the option to remotely participate in City Council, Council Committee, and Commission meetings to the extent possible and has called for regular meeting schedules to be adjusted as needed to allow a remote public participation meeting option; and WHEREAS, the Resolution establishing Youth Commission Administration, Responsibilities, and Duties currently states that the Youth Commission will hold regular meetings on the 2" d and 4"' Tuesday of the month from September to May; and WHEREAS, to avoid conflicts with the regular meeting schedules of other Commissions, this Resolution would revise the Youth Commission's regular meeting schedule; and WHEREAS, the Resolution would also amend Commissioner attendance requirements to align with those established in City Code Section 2-12.040. NOW, THEREFORE BE IT RESOLVED, that the City Council of the City of Saratoga does hereby adopt the amended policy pertaining to the Youth Commission Administration, Responsibilities, and Duties (attached) and declares that this Resolution shall supersede all prior resolutions, policies, and understandings relating to the Youth Commission. PURPOSE This policy outlines the Youth Commission Administration, Responsibilities and Duties. The Youth Commission shall consist of eleven (11) members to be appointed by resolution of the City Council. II. RESPONSIBILITIES The powers of the Youth Commission are advisory only, and it shall render all reports and recommendations directly to the City of Council, unless otherwise directed by the Council. The Commissioners' powers and duties, in such advisory capacity to the City Council, shall include the following: A. To develop and recommend guidelines involving the concerns of youth and the programming and implementation thereof, to the Council; B. Advise the Council generally on matters which concern youth and specifically on the various aspects of the city matters related to youth as may be requested by Council. III. ATTENDANCE The City Council appoints members of the Youth Commission to serve a term of 2 years: A. Members shall be appointed to a term of 2 years. No Commissioner may serve more than 1 term. B. Commissioners are subject to attendance requirements described in City Code Section 2-12.040. IV. MEETING SCHEDULE The Youth Commission shall hold regular meetings once a month from September through May. The date and time of these regular meetings shall be established by a resolution adopted by the Commission. The Commission may cancel a regular meeting due to lack of business. The Commission may also meet at such other times as the Commission desires and shall follow the City of Saratoga Rules of Parliamentary Procedure with respect to matters addressed by those rules.
