Teleconference/Public Participation Information to Mitigate the Spread of COVID‐19
This meeting will be entirely by teleconference. All Commission members, staff, and public
will only participate via the Zoom platform using the process described below. The meeting
is being conducted in compliance with the Governor’s Executive Order N‐29‐20 suspending
certain teleconference rules required by the Ralph M. Brown Act. The purpose of this order
was to provide the safest environment for the public, elected officials, and staff while
allowing for continued operation of the government and public participation during the
COVID‐19 pandemic. This meeting can be accessed by:
1. Using the Zoom website https://us02web.zoom.us/j/89659030332 or App (Webinar
ID 896 5903 0332) and using the tool to raise their hand in the Zoom platform when
directed by the Chair to speak on an agenda item; OR
2. Calling 1.408.638.0968 or 1.669.900.6833, enter the Webinar ID 896 5903 0332, and
pressing *9 to raise their hand to speak on an agenda item when directed by the
Chair.
The public will not be able to participate in the meeting in person.
As always, members of the public can send written comments to the Commission prior to
the meeting by commenting online at www.saratoga.ca.us/lc prior to the start of the
meeting. These emails will be provided to the members of the Commission and will become
part of the official record of the meeting. During the meeting the Chair will explain the
process for members of the public to be recognized to offer public comment.

Distinguished Author Series, reopening of libraries, National Library Week, and the
April Joint Powers Authority board meeting.

Recommended Action:

Nichole King, Acting Community Librarian, shared information about story times and
some of the benefits of providing these virtually, such as providing programming in
different languages. She also discussed trends related to the reopening of the
Saratoga Library lobby. She also shared information about the upcoming Friends of
Saratoga Libraries book sale in the parking lot.

Chair Cristina Meiser spoke about the COVID-19 vaccines and some of the questions
she has received as an employer and the difficulty in finding information. She also
spoke about some of the trends that emerged during the pandemic that may
continue, such as virtual programing and activities.

The Santa Clara County Library District’s four-part Distinguished
Author Series concludes in May, bringing together great authors who
spark new thoughts, ideas and deep discussion.
Delve into the minds of celebrated authors Joyce Carol Oates and
Jhumpa Lahiri this month. All talks are virtual and will include an
opportunity for audience Q&A.

Jhumpa Lahiri
Pulitzer Prize-Winning Short Story Writer and Novelist
Jhumpa Lahiri received the Pulitzer Prize in 2000 for Interpreter of Maladies, her
debut story collection that explores issues of love and identity among immigrants
and cultural transplants. Her novel, The Namesake (2003), also received great
acclaim, expanding the perplexities of the immigrant experience and search for
identity. She was awarded the National Humanities Medal, the PEN/Hemingway
Award and an O. Henry Prize, among others. See some of Jhumpa Lahiri's
works.
Lahiri will be in conversation with Author, Meg Clayton.

Asian American and Pacific Islander Heritage Month
May is Asian American and Pacific Islander Heritage
Month, designated to recognize "the contributions
and influence of Asian Americans and Pacific
Islander Americans to the history, culture, and
achievements of the United States." The library will
be celebrating with some delightful and educational
programs and booklists.
Aloha! Learn some hula moves to a chant from the
last monarch of Hawaii -- Queen Lili'uokalani. Watch
and enjoy an olapa performance that takes you to the
islands. Let's spread a little Aloha! This video will be
available from May 1 through May 31.
And, of course, we have our weekly streaming Bilingual Storytimes in Mandarin and English and
our Virtual Yoga for Adults. Attend our Distinguished Author series program on May 22nd with Pulitzer

Campbell Temporary Library Opening May 24
Thanks to Campbell residents voting to pass Measure O,
Campbell can look forward to a fully renovated Library and
a new Campbell Police facility.
The Campbell Library staff is preparing to move library
services to a temporary facility, conveniently located in 1 W.
Campbell Avenue, Building E, Room 46. It is next to the
Orchard City Banquet Hall in the Campbell Community
Center. The last day of service at the Campbell Library to
pick up holds using walkup or curbside service, is Saturday,
May 8. The book drops at the Campbell Library will remain
open until the temporary facility is available.
We will welcome patrons to the new, temporary facility on Monday, May 24 to pick up holds, browse a
limited collection, and use the public computer and printer. Items can be returned through a book drop
at the new temporary facility starting May 24. Contactless curbside service is not available at the
temporary location but is available at the other SCCLD libraries. Patrons are invited to visit
the Cupertino, Saratoga or any other SCCLD library for additional services.

Praise for the Library
As SCCLD Libraries continuously resumed more services throughout the year, our patrons have
expressed their appreciation and thanks. This past year has been tough on everyone, and the Library
is happy to be supporting our communities and bringing joy to our residents.
Below is an article recently published in the Milpitas Beat. While this particular story is about the
Milpitas Library, the many wonderful messages we receive from patrons shows that this sentiment is
true for all of the Santa Clara County Library District locations. Thank you to our staff, our patrons, and
our stakeholders for your support. Together, we are able to safely and successfully provide library
services to our communities.
Milpitas Library: My family’s journey through the phased re-
opening (yes, it’s OPEN!)

Milpitas Library is my family’s
absolute favorite place in the
community — well-organized,
friendly staff, and great
programs. What’s not to love?
The first thought that occurred
to me last March when I found
out about lockdown was We’d
better get to the library! The
kids and I frantically gathered
up nearly a hundred books (we
have a library book-specific
bookshelf to keep track of them all…that’s how much we frequent the place), and hightailed it down to
the Milpitas Library, already talking strategy: who would go where and get which type of books and
how many we would get to keep us entertained while we hunkered down at home. But to our horror,
we saw the dreaded sandwich board informing us that the library was closed until further notice.
There’s nothing like holding a book in your hand — flipping through the pages, turning it over to read
the summary, and feeling the excitement as you add it to your stack to take home. I don’t care what
anyone says — virtual books are not the same. I can’t stand watching my kids staring at their
computers after another day of online school. I need real life in the real world and I don’t want some
person on the internet reading to the kids…I want to read with them! Or have them read with each
other and point at the pictures and share ideas. Virtual anything these days is starting to give me a sick
feeling. But, you do what you have to. My kids, of course, loved the extra screen time. I, on the other

hand, after refusing to buy a Kindle, started reading my 700-page novel on my phone screen, which
turned it into a 3,000-teeny-page novel, and had a hard time staying engaged.
A month or so later, we discovered we could start reserving books for pick-up. This drastically changed
the way that we selected books. Gone were the days of browsing, meandering through aisles chock full
of familiar favorites and budding authors with new and exciting stories. Now we had to remember
which series we were enjoying before the shutdown (there had been so many!) and which books we
had yet to read. I was impressed with the efficiency and staff through the whole process. I’ve always
been amazed by the organization and efficiency of the library, but even more so now that the books
were all ordered over computer and organized for pickup.
I never knew quite what to choose, so I stuck with a tried and true favorite author. Just as his books
were feeling stale to me, a new, glorious option came to Milpitas: book bundles. The kids excitedly
began expanding their horizons with graphic novel bundles, a genre they hadn’t known existed. And I
started reading the “memoir bundles” and getting to know inspiring women I hadn’t previously
known.
We devoured books. Every week, while returning full bags of them, we would choose new bundles,
along with reservations of tried and true favorites.
Then, one beautiful day about four weeks ago, it happened: the lobby opened up. Now, we had small
tables of books for every age group to choose from. Our visits became even more frequent: twice a
week, with more worlds to explore.
On Monday, April 19th, the kids and I lugged 70 books back to the library, to receive the greatest
surprise of our lives: It was fully open.The excitement in that building was palpable as my kids went
crazy, exploring each aisle — eager learners with endless options once more. I watched smiling parents
taking pictures and videos as children tore books off of shelves and marveled at all there was to see.
My kids are already asking when we will go back. Maybe Milpitas Library will become a thrice-a-week
ritual in our quiet schedule. Until then, I’ve got a stack of Garfields calling my name…

New Health Order = Expanded Access at SCCLD
On May 19, Santa Clara County moved to the Yellow Tier based on
the State Blueprint for a Safer Economy. This has allowed SCCLD to
lift our COVID-19 imposed safety occupancy limits as well as visitor
time limits. Patrons are welcome to visit our library locations anytime
during open hours to browse our full collection, use the public
computers and printers for up to three hours, utilize library resources
and services, and reserve a small or medium meeting room at the
Cupertino, Gilroy, Milpitas or Saratoga Library.
SCCLD has completed one full year of in-person library services
since we began offering curbside service in June 2020.

Social distancing protocols including maintaining a 6-ft distance from others and wearing a face
covering remain in place for all library visits until the health order mandate is no longer required.
SCCLD will continue to modify library services based on the health order guidelines, as well as
available staffing levels. The happy return of Disaster Service Workers in June or July will allow us to
expand hours and open up Woodland Library later this Summer. We will keep you informed on next
steps.
Tell Us How We’re Doing
During the pandemic, SCCLD modified and adapted
many of the resources and services to safely and
efficiently serve our communities. To inform our
future plans, we want to hear from our patrons.
From May 24 - June 30, SCCLD is asking our
patrons to provide feedback on which library
resources and services were most important to
them during the pandemic, and which they would be
likely to use post-pandemic.
The survey is online and should take less than 10
minutes to complete. We hope to gain direct
feedback from our communities to help advise our future plans.

Express Library, conveniently located in 1
W. Campbell Avenue, Building E, Room

FSL President's Report for Library and Community Engagement Commission June 2021
1. We held regular Friends Sharing Book sessions via Zoom this year and have even managed to
hold a couple of one day Paperback Sales in the parking lot.
2. We held our April and May board meetings via Zoom. We approved a $141,000 grant to the
Saratoga library for the fiscal year 2021-2022, though $108,000 is actually a rollover from last year’s
grant and the remaining $33,000 is from this year’s funds.
3. Overall, the Friends had a very successful fundraising year, with Membership Income well above
expectations and retail sales only down about 20% due to not having the Café open all year and the
store being shut down and with limited opening for most of the year.
4. We will hold the June 23 General Meeting via Zoom.
The members will vote on the proposed slate for the 2021-22 Friends of the Saratoga Libraries
Board.

5. We have a Publicity committee which is working on improvements to the Book-Go-Round sign, an
updated brochure and many other ideas to raise visibility in our organization and the store. This group
also organized a Book-Go-Round promotion table at the library during the month of March which
brought in new members and sold a few books in addition to letting our library patrons know about the
store.
6. Our eBay and Book-Go-Round sales have been very strong over the past few months. The store is
now fully open and running well.

City Commission Recruitments
The City is currently accepting applications for several City Commissions, including the Parks
and Recreation Commission and the Library and Community Engagement Commission. The
terms of Commissioners Steven White and Robert Gulino expire at the end of September
2021. Both are eligible to apply. Applications are due August 18. Additional information is
available on the City website at www.saratoga.ca.us/comvac
Public Art Commission
The City Council will consider forming a new Public Art Commission at the June 16, 2021
meeting. If the new Commission is created, public art-related duties that the Library and
Community Engagement Commission has assumed would likely be handled by the Public Art
Commission.
Remote Public Participation at Commission Meetings
In March 2020, the Governor signed an executive order suspending certain teleconference
rules associated with the Brown Act to allow local governments to continue their business
while also reducing the spread of the novel coronavirus (COVID-19). As a result, Saratoga City
Council Members, Commissioners, staff, and the public were able to participate in meetings
through a virtual meeting platform. Since then, the City has received several requests from
community members to continue providing an option for the public to participate in
meetings through a tool like Zoom. The City Council will consider a new remote public
participation policy at the June 16, 2021 meeting to create guidelines and practices for
remote participation in City Council, Council Committee, and Commission meetings. If
adopted, the policy may require moving Library & Community Engagement Commission
meetings to City Hall.
Community Meetings: 1,700+ New Homes in Saratoga
The next series of community meetings on the Housing Element update start this month.
These meetings will include conversations about community values and priorities and time

to answer questions. Before the meetings, please take our survey on housing in Saratoga,
which will be used as the foundation for future discussions about possible solutions and

Meetings will be held on different days and at different times to accommodate a variety of
community members’ schedules, but the content presented at all three meetings will be the
same. The first meeting took place on Thursday, June 10. Future meetings will be held on
Tuesday, June 15 from 7:00 p.m. to 9:00 p.m. and Saturday, June 26 from 9:00 a.m. to 11:00

Youth in Government
There are still a few spots available in the City of Saratoga's Youth in Government Program –
apply today! The Youth in Government program invites high school students who live in
Saratoga to spend 2 weeks during the summer learning about local government, meeting
their elected representatives, and gaining hands-on experience in City government. All class
sessions this summer will be virtual. The program costs $50, and participants also earn

Saratoga Power Lunch
Join the Mayor of Saratoga for the Saratoga Power Lunch! Learn about Saratoga in bite -sized
pieces during this monthly webinar on the 2nd Tuesday of the month from 12:00 p.m. to
12:30 p.m. The July 13 webinar will feature a presentation from Santa Clara County Fire

#SaratogaTogether Business Grants
The COVID-19 pandemic has been challenging for local businesses, so the City Council made
$15,000 of grant funding available to help the community move forward stronger, better,
#SaratogaTogether. Businesses can now apply for the #SaratogaTogether Business Renewal
and Beautification Grant Program to receive support for aesthetic enhancements. To learn

COVID-19 Vaccinations
Vaccines represent a clear path out of the pandemic. More and more people are getting
vaccinated every day, and case rates are dropping. There are multiple opportunities for
community members to get vaccinated throughout Santa Clara County, including expanded
drop-in clinics with evening and weekend hours, same-day appointments, and mobile and
in-home vaccine clinics. Anyone age 12 and older is eligible for vaccination.
Information on how to schedule an appointment or for drop-in vaccinations sites for the
upcoming week is available on the County’s website at sccfreevax.org and residents without
internet access or who need additional assistance can call 211 for assistance in multiple
languages.

Subject: Community Harvest 2021
The Saratoga Heritage Orchard is approximately 14-acres which includes plum,
apricot, and cherry trees. On April 21, 2021, the City Council authorized a 1-year
agreement with Orchard Keepers for maintenance of the Saratoga Heritage
Orchard. Since Orchard Keepers does not have a need for the fruit produced from
the orchard, staff has been working with Orchard Keepers to identify opportunities
for the community to enjoy the fruit in a manner consistent with the Heritage
Orchard Master Plan.
One way to ensure that the community benefits from the fruit and has a chance to
learn about the rich agricultural history of Saratoga is through Community Harvest
days. Apricots are ripening now and a Community Harvest is scheduled for
Saturday, June 19. During the event, the community will learn how to pick fruit
safely and responsibly before filling a City-provided bucket with fruit and exploring
various resource tables to learn about the history of the orchard and the City.
If the Library and Community Engagement Commission is interested in
participating in the Community Harvest, they could host a resource table near.
Alternatively, the Commission could help support the event by sharing the outreach
materials.

Subject: Saratoga Movie Nights 2021
For many years, movie nights have been hosted in El Quito Park on the 3rd Friday of
June, July, and August. This family-friendly event is free and open to the public. The
movie nights were canceled last year due to COVID-19.
The City plans to host two movie nights which will be held on July 16 and August 20.
On May 11, 2021, the Parks & Recreation Commission selected the movies and
event themes. The July event theme will be Get Outside & Play, featuring Moana.
The August event theme will be #SaratogaTogether, featuring Wizard of Oz. Each
movie night will also include a variety of resource tables who are encouraged to
provide an activity in line with the theme or movie for the families to engage in
prior to the movie starting.
If the Library and Community Engagement Commission is interested in
participating in the Saratoga Movie Nights, the Commission could host a resource
table at the event alone or in partnership with the Saratoga Library and/or Friends
of the Saratoga Libraries.

RESPONSIBILITIES, DUTIES, & RELATIONSHIPS – RESOLUTION 20-055
RESPONSIBILITIES
The Library & Community Engagement Commission shall serve as an advisory and liaison
body. Its basic responsibilities shall include the following:
1. Provide counsel and recommendations on Library policies, budgets, plans and
procedures to the Saratoga City Council and the Santa Clara County Library. Identify
and bring to the attention of the City Council, the City staff, and the Santa Clara County
Library staff (as appropriate) current and prospective issues and questions relating to
Library policies and activities.
2. Provide counsel and recommendations to the Saratoga City Council on increasing
public engagement in City government, supporting cultural and artistic programs in
the community, and fostering a stronger, more inclusive community.
3. As directed by the City Council, evaluate and assess community concerns, support
City engagement programs, and perform such other activities as may be directed by
the Saratoga City Council.
DUTIES
In carrying out its basic responsibilities, the Library & Community Engagement Commission
shall perform the following duties:
1. Hold formal meetings as required (see preceding Section on "Administration”).
2. Maintain communications with the City Council, City staff, Santa Clara County Library
staff, and the Saratoga Community Librarian.
3. Serve in an advisory capacity on major engagement initiatives or policies to help
create a more inclusive and engaged community, including providing support in

identifying and connecting with different groups in the community (such as other
governmental, educational, and non-profit organizations).
4. Maintain within the Commission a continuity of knowledge of Library operations and
City community engagement policies and strategies.
5. Keep generally informed on technical developments that could have a bearing on the
Library's policies or strategies.
6. Provide support and/or advice on events related to the Library and City.
7. Work with and engage "Friends of the Saratoga Libraries", the Saratoga Teen Advisory
Board, and other support groups as may be desirable concerning the Library.
RELATIONSHIPS
1. The Library & Community Engagement Commission shall report to and be
responsible to the Saratoga City Council. The City Manager is authorized to appoint a
City staff member to serve as a liaison representative between the Council, staff and
the Library & Community Engagement Commission on administrative matters.
2. The Library & Community Engagement Commission shall have no administrative
authority over Library or City operations, activities, or staff.
3. The Library Commission & Community Engagement shall have authority to call
meetings, conduct hearings, perform analysis, and make contacts with various
interested parties in carrying out its basic responsibilities.
AGENDA PLANNER
The Commission holds regular meetings on the 2nd Monday of even-numbered months at
7:00 p.m. at the Saratoga Library and may schedule special meetings or cancel meetings as
needed.

TOPICS IN DETAIL
1. Support and promote Library events and programs; engage in information sharing with
and between the Library and the public.
a) Attend Library events as Commissioners and/or participants (e.g. Silicon Valley
Reads programs, trivia events, etc.).
b) Volunteer to assist Library staff with events and outreach programs (for example,
Junior Achievement, Saturday Farmers Market, Movie Nights, Blossom Festival).
c) Invite the City Council to attend and share information with the City Council about
Library and Commission programs, events, and activities.
d) Spread awareness of Library events and offerings and encourage attendance via
Commissioner personal networks (for example, post in Nextdoor Saratoga, post
on Facebook page, inform Book Clubs, etc.).
e) Brainstorm with Santa Clara County Library District and City communications staff
on ways to promote Library events and programs, for example Saratoga Source
(City e-newsletter), Saratoga News, and social media.
f) Provide recommendations to Library staff at Commission meetings. This would
include current trends in the community, ideas for programs that our community
may be interested in (e.g. 3D printing), and upcoming community events where
outreach might occur.
g) Attend the Santa Clara County Library District’s Annual Library Forum.
h) Interact with other County Library Commissions and JPA, when appropriate.
i) Work with Friends of the Saratoga Libraries to promote and cross-promote events
and activities.
j) Encourage residents of both Saratoga and Monte Sereno to obtain library cards,
participate in Library programs and services, and visit the Library.
