REGULAR MEETING Teleconference/Public Participation Information to Mitigate the Spread of COVID‐19 This meeting will be entirely by teleconference. All Commission members, staff, and public will only participate via the Zoom platform using the process described below. The meeting is being conducted in compliance with the Governor’s Executive Order N‐29‐20 suspending certain teleconference rules required by the Ralph M. Brown Act. The purpose of this order was to provide the safest environment for the public, elected officials, and staff while allowing for continued operation of the government and public participation during the COVID‐19 pandemic. This meeting can be accessed by: 1. Using the Zoom website https://us02web.zoom.us/j/89659030332 or App (Webinar ID 896 5903 0332) and using the tool to raise their hand in the Zoom platform when directed by the Chair to speak on an agenda item; OR 2. Calling 1.408.638.0968 or 1.669.900.6833, enter the Webinar ID 896 5903 0332, and pressing *9 to raise their hand to speak on an agenda item when directed by the Chair. The public will not be able to participate in the meeting in person. As always, members of the public can send written comments to the Commission prior to the meeting by commenting online at www.saratoga.ca.us/lc prior to the start of the meeting. These emails will be provided to the members of the Commission and will become part of the official record of the meeting. During the meeting the Chair will explain the process for members of the public to be recognized to offer public comment. Saratoga Community Library Report Recommended Action: Receive Saratoga Community Library report. Nichole King, Acting Community Librarian, shared information about story times and some of the benefits of providing these virtually, such as providing programming in different languages. She also discussed trends related to the reopening of the Saratoga Library lobby. She also shared information about the upcoming Friends of Saratoga Libraries book sale in the parking lot. 5. Chair Cristina Meiser shared a summary of the Work Plan Study Session with the City Council. Vice Chair Eric Lewis proposed a future agenda item on how the Commission can work on highlighting the diverse cultural heritages in Saratoga. 7. Community News & Trends Recommended Action: Share news and trends within the community. 4 Saratoga Library & Community Engagement Commission Minutes - Page 3 of 3 Chair Cristina Meiser spoke about the COVID-19 vaccines and some of the questions she has received as an employer and the difficulty in finding information. She also spoke about some of the trends that emerged during the pandemic that may continue, such as virtual programing and activities. 9. Housing Element Update Recommended Action: Receive an informational presentation on the Housing Element Update. Crystal Bothelio, Assistant City Manager, shared a presentation on the Housing Element Update. Campbell Temporary Library Opening May 24 Thanks to Campbell residents voting to pass Measure O, Campbell can look forward to a fully renovated Library and a new Campbell Police facility. The Campbell Library staff is preparing to move library services to a temporary facility, conveniently located in 1 W. Campbell Avenue, Building E, Room 46. It is next to the Orchard City Banquet Hall in the Campbell Community Center. The last day of service at the Campbell Library to pick up holds using walkup or curbside service, is Saturday, May 8. The book drops at the Campbell Library will remain open until the temporary facility is available. We will welcome patrons to the new, temporary facility on Monday, May 24 to pick up holds, browse a limited collection, and use the public computer and printer. Items can be returned through a book drop at the new temporary facility starting May 24. Contactless curbside service is not available at the temporary location but is available at the other SCCLD libraries. Patrons are invited to visit the Cupertino, Saratoga or any other SCCLD library for additional services. This past year has been tough on everyone, and the Library is happy to be supporting our communities and bringing joy to our residents. Below is an article recently published in the Milpitas Beat. While this particular story is about the Milpitas Library, the many wonderful messages we receive from patrons shows that this sentiment is true for all of the Santa Clara County Library District locations. Thank you to our staff, our patrons, and our stakeholders for your support. Together, we are able to safely and successfully provide library services to our communities. Milpitas Library: My family’s journey through the phased re- opening (yes, it’s OPEN!) ByVanessa Dueck April 27, 2021 Milpitas Library is my family’s absolute favorite place in the community — well-organized, friendly staff, and great programs. What’s not to love? The first thought that occurred to me last March when I found out about lockdown was We’d better get to the library! The kids and I frantically gathered up nearly a hundred books (we have a library book-specific bookshelf to keep track of them all…that’s how much we frequent the place), and hightailed it down to the Milpitas Library, already talking strategy: who would go where and get which type of books and how many we would get to keep us entertained while we hunkered down at home. But to our horror, we saw the dreaded sandwich board informing us that the library was closed until further notice. There’s nothing like holding a book in your hand — flipping through the pages, turning it over to read the summary, and feeling the excitement as you add it to your stack to take home. I don’t care what anyone says — virtual books are not the same. I can’t stand watching my kids staring at their computers after another day of online school. I need real life in the real world and I don’t want some person on the internet reading to the kids…I want to read with them! Or have them read with each other and point at the pictures and share ideas. Virtual anything these days is starting to give me a sick feeling. But, you do what you have to. My kids, of course, loved the extra screen time. I, on the other 10 Serving the unincorporated areas of Santa Clara County and the cities of Campbell | Cupertino | Gilroy | Los Altos | Los Altos Hills | Milpitas | Monte Sereno | Morgan Hill | Saratoga hand, after refusing to buy a Kindle, started reading my 700-page novel on my phone screen, which turned it into a 3,000-teeny-page novel, and had a hard time staying engaged. A month or so later, we discovered we could start reserving books for pick-up. This drastically changed the way that we selected books. Gone were the days of browsing, meandering through aisles chock full of familiar favorites and budding authors with new and exciting stories. Now we had to remember which series we were enjoying before the shutdown (there had been so many!) and which books we had yet to read. I was impressed with the efficiency and staff through the whole process. I’ve always been amazed by the organization and efficiency of the library, but even more so now that the books were all ordered over computer and organized for pickup. I never knew quite what to choose, so I stuck with a tried and true favorite author. Just as his books were feeling stale to me, a new, glorious option came to Milpitas: book bundles. The kids excitedly began expanding their horizons with graphic novel bundles, a genre they hadn’t known existed. And I started reading the “memoir bundles” and getting to know inspiring women I hadn’t previously known. We devoured books. Every week, while returning full bags of them, we would choose new bundles, along with reservations of tried and true favorites. Then, one beautiful day about four weeks ago, it happened: the lobby opened up. Now, we had small tables of books for every age group to choose from. Our visits became even more frequent: twice a week, with more worlds to explore. On Monday, April 19th, the kids and I lugged 70 books back to the library, to receive the greatest surprise of our lives: It was fully open.The excitement in that building was palpable as my kids went crazy, exploring each aisle — eager learners with endless options once more. I watched smiling parents taking pictures and videos as children tore books off of shelves and marveled at all there was to see. My kids are already asking when we will go back. Maybe Milpitas Library will become a thrice-a-week ritual in our quiet schedule. New Health Order = Expanded Access at SCCLD On May 19, Santa Clara County moved to the Yellow Tier based on the State Blueprint for a Safer Economy. This has allowed SCCLD to lift our COVID-19 imposed safety occupancy limits as well as visitor time limits. Patrons are welcome to visit our library locations anytime during open hours to browse our full collection, use the public computers and printers for up to three hours, utilize library resources and services, and reserve a small or medium meeting room at the Cupertino, Gilroy, Milpitas or Saratoga Library. SCCLD will continue to modify library services based on the health order guidelines, as well as available staffing levels. The happy return of Disaster Service Workers in June or July will allow us to expand hours and open up Woodland Library later this Summer. We will keep you informed on next steps. Tell Us How We’re Doing During the pandemic, SCCLD modified and adapted many of the resources and services to safely and efficiently serve our communities. To inform our future plans, we want to hear from our patrons. From May 24 - June 30, SCCLD is asking our patrons to provide feedback on which library resources and services were most important to them during the pandemic, and which they would be likely to use post-pandemic. The survey is online and should take less than 10 minutes to complete. We hope to gain direct feedback from our communities to help advise our future plans. The Campbell Library staff have been hard at work and opened the new Campbell Express Library, conveniently located in 1 W. Campbell Avenue, Building E, Room 46. This bright, cheerful facility with a park-like setting offers Campbell patrons expanded hours Monday-Thursday 10am-9pm and Friday-Saturday from 10am-6pm. We held regular Friends Sharing Book sessions via Zoom this year and have even managed to hold a couple of one day Paperback Sales in the parking lot. 2. We held our April and May board meetings via Zoom. We approved a $141,000 grant to the Saratoga library for the fiscal year 2021-2022, though $108,000 is actually a rollover from last year’s grant and the remaining $33,000 is from this year’s funds. 3. Overall, the Friends had a very successful fundraising year, with Membership Income well above expectations and retail sales only down about 20% due to not having the Café open all year and the store being shut down and with limited opening for most of the year. 4. We will hold the June 23 General Meeting via Zoom. The members will vote on the proposed slate for the 2021-22 Friends of the Saratoga Libraries Board. If the new Commission is created, public art-related duties that the Library and Community Engagement Commission has assumed would likely be handled by the Public Art Commission. Remote Public Participation at Commission Meetings In March 2020, the Governor signed an executive order suspending certain teleconference rules associated with the Brown Act to allow local governments to continue their business while also reducing the spread of the novel coronavirus (COVID-19). As a result, Saratoga City Council Members, Commissioners, staff, and the public were able to participate in meetings through a virtual meeting platform. Since then, the City has received several requests from community members to continue providing an option for the public to participate in meetings through a tool like Zoom. The City Council will consider a new remote public participation policy at the June 16, 2021 meeting to create guidelines and practices for remote participation in City Council, Council Committee, and Commission meetings. If adopted, the policy may require moving Library & Community Engagement Commission meetings to City Hall. Community Meetings: 1,700+ New Homes in Saratoga The next series of community meetings on the Housing Element update start this month. These meetings will include conversations about community values and priorities and time 20 to answer questions. COVID-19 Vaccinations Vaccines represent a clear path out of the pandemic. More and more people are getting vaccinated every day, and case rates are dropping. There are multiple opportunities for community members to get vaccinated throughout Santa Clara County, including expanded drop-in clinics with evening and weekend hours, same-day appointments, and mobile and in-home vaccine clinics. Anyone age 12 and older is eligible for vaccination. Information on how to schedule an appointment or for drop-in vaccinations sites for the upcoming week is available on the County’s website at sccfreevax.org and residents without internet access or who need additional assistance can call 211 for assistance in multiple languages. 21 CITY OF SARATOGA Memorandum To: Library & Community Engagement Commission From: Kayla Nakamoto, Administrative Analyst Date: June 14, 2021 Subject: Community Harvest 2021 The Saratoga Heritage Orchard is approximately 14-acres which includes plum, apricot, and cherry trees. On April 21, 2021, the City Council authorized a 1-year agreement with Orchard Keepers for maintenance of the Saratoga Heritage Orchard. Since Orchard Keepers does not have a need for the fruit produced from the orchard, staff has been working with Orchard Keepers to identify opportunities for the community to enjoy the fruit in a manner consistent with the Heritage Orchard Master Plan. One way to ensure that the community benefits from the fruit and has a chance to learn about the rich agricultural history of Saratoga is through Community Harvest days. Apricots are ripening now and a Community Harvest is scheduled for Saturday, June 19. During the event, the community will learn how to pick fruit safely and responsibly before filling a City-provided bucket with fruit and exploring various resource tables to learn about the history of the orchard and the City. If the Library and Community Engagement Commission is interested in participating in the Community Harvest, they could host a resource table near.
