Teleconference/Public Participation Information to Mitigate the Spread of COVID‐19
This meeting will be entirely by teleconference. All Traffic Safety Commission members, staff,
and public will only participate via the Zoom platform using the process described below. The
meeting is being conducted in compliance with the Governor’s Executive Order N‐29‐20
suspending certain teleconference rules required by the Ralph M. Brown Act. The purpose of this
order was to provide the safest environment for the public, elected officials, and staff while
allowing for continued operation of the government and public participation during the COVID‐
19 pandemic.
Members of the public can observe and participate in the meeting by:
1. Using the Zoom website at https://us02web.zoom.us/j/87056515247 or App Webinar ID:
870 5651 5247 and using the tool to raise their hand in the Zoom platform when directed by
the Chair to speak on an agenda item; OR
2. Calling 1.408.638.0968 or 1.669.900.6833, entering the Webinar ID: 870 5651 5247 and
pressing *9 to raise their hand to speak on an agenda item when directed by the Chair.
The public will not be able to participate in the meeting in person.
As always, members of the public can send written comments to the Commission prior to the
meeting by commenting online at www.saratoga.ca.us/tsc prior to the start of the meeting. These
emails will be provided to the members of the Commission and will become part of the official
record of the meeting.
During the meeting the Chair will explain the process for members of the public to be recognized
to offer public comment.

SUBJECT: TSC Matrix 503 – Resident Survey Results
RECOMMENDED ACTION:
Use Certified Mail to resend the survey to the residents who have not yet responded, and to add
language to the survey that will allow the process to move forward if some residents choose not to
respond.
BACKGROUND:
On December 13, 2021, City Staff mailed surveys to the 29 homes within the Commission-
approved Area of Influence for the proposed speed hump on Pierce Road. This mailing included
the attached cover letter to explain the traffic safety concern, the survey itself, and a map
showing the proposed location of the speed hump. By the deadline provided, 18 of the 29
surveys were returned, representing a 62% response rate.
Two residents have stated that they did not receive the survey, and another reported having
received it, but did not want to answer YES or NO, so they did not respond.
According to the Speed Hump Process, moving to the next step in the resident-led column
requires a 100% response rate with 80% of respondents voting YES, and speed hump adjacent
properties able to veto. At this time, the results of the survey are 18 YES (100%) and 0 NO (0%),
with all speed hump adjacent properties (13240 Pierce Road and 18890 Bella Vina) having
responded YES.
It is therefore recommended that the Commission direct Staff to use Certified Mail to resend the
survey to the residents who have not yet responded, and to add the following language to the
survey: “If a response to this survey is not received by March 1, 2022, it will be considered a
neutral response.” Specifically, a neutral response shall be defined as subtracting from the total
number of homes within the Area of Influence. For example, if four neutral responses are
received for this survey, 25 responses is 100% and 20 YES votes represents 80% approval.

The City of Saratoga Traffic Safety Commission was asked to review the curve on Pierce Road
just south of Bella Vina and to provide a solution for the speeding that was occurring,
particularly in the northbound direction. The Commission recommended minor striping and
signage improvements at the corner, and the installation of a speed hump, contingent on the
approval of the residents in the determined Area of Influence. You are receiving this letter and
survey because you are within the determined Area of Influence for the speed hump. The
proposed location of the speed hump is shown on the included survey.
Please complete and return the survey by January 3, 2022 using the pre-stamped envelope. The
results of the survey will be presented at the next Traffic Safety Commission meeting, on
January 13, 2022 beginning at 6:30 pm and held virtually on Zoom. The Zoom information will
be located on the first page of the meeting agenda, which will be posted a week before the

Cars coming down Chester Ave towards Allendale are speeding down the
slope from Ten Acres towards Allendale (between Apricot Hill and Arcadia
Palms Drive), and there is a blind curve near my driveway at 14050 Chester
Ave. As I am making a left turn towards my driveway coming from the
opposite direction, there is always the possibility of a collision. I have had 3
incidents of near collision in the last 2-3 weeks.
Suggestions to address the
traffic safety concern:
Suggesting that the city put a speed bump on the S-curve on Chester in the
stretch between Apricot Hill and Arcadia Palms drive. There is already a sign
for the S-curve, but traffic does not slow down especially since it is a downhill
stretch of the road. The city has already put two speed bumps on Chester
near Allendale. I am recommending a 3rd one in this spot.

1. There are many traffic going from Prospect rd to Via Roncole, and the other
way too.
2. Also I have been seeing pedestrians & bikers going across
Prospect rd at Via Roncole. Right now there is no stop sign, so it is dangerous.
3. Many cars driving in prospect rd are still speeding, although there is radar
speed warning device in prospect road. If you need, I have some videos
showing cars speeding at Prospect rd.

Given 1 & 2 & 3, it is very necessary to add stop sign to Prospect road, at Via
Roncole I think, for safety purpose.

My son crosses this intersection everyday on his way to school and was
almost hit by a car coming out of Montalvo road recently. The car in the
opposite direction had stopped for him and there was no oncoming traffic
when he went into the crossing. The driver out of Montalvo was speeding and
just drove through the crossing without paying heed.
Suggestions to address the
traffic safety concern:
1. FIX the crossing lights. They are constantly broken and are currently out of
order.
2. Have a lighted sign connected to the crossing lights over by Montalvo road
so that drivers are more vigilant when they make that left turn
3. A speed bump would be really helpful to get the attention of those drivers
that drive recklessly.

Description of traffic safety
concern:
The issue is whether the pedestrians walking along the streets of Parker
Ranch are walking safely?
The rule is, according to California Code, Vehicle Code VEH §21954, (a) Every
pedestrian upon a roadway at any point other than within a marked
crosswalk or within an unmarked crosswalk at an intersection shall yield the
right-of-way to all vehicles upon the roadway so near as to constitute an
immediate hazard.
The analysis is that these roadways in the hills of Parker Ranch are not all
within a marked or unmarked crosswalk. These roadways are not all at an
intersection. In these areas of the roadway, pedestrians are not yielding
safely to vehicles, and are in violation of the California Code, Vehicle Code
VEH §21954 (a).
I drive down Parker Ranch towards Prospect Road every weekday to send my
son to school and head to work. Along Parker Ranch, day and night, there are
pedestrians walking upon the curbs, pavement, and roadway. Some
pedestrians choose cross the street unsafely, by not looking and dashing
across the street. Other pedestrians veer off the side curbs towards the
middle of the street, perhaps expecting vehicles to yield or drive around
them. Sometimes, because pedestrians are traveling in groups, they choose
to walk side by side and walk unsafely on the pavement, not yielding to
vehicles. Some pedestrians do yield, but the ones that do not yield make
driving very unsafe.
I have already seen vehicles forced to drive around pedestrians, sometimes
crossing into the middle of the street. If there are pedestrians on both sides
of the street veering towards the middle, there is no way to get around them,
and vehicles must wait until pedestrians notice and choose to yield before
vehicles can pass. Drivers have a duty to exercise due care for the safety of
any pedestrian on the roadway. Pedestrians also need to follow the rule and
yield the right-of-way upon a roadway at any point other than within a
marked or unmarked crosswalk at an intersection.
In conclusion, the pedestrians walking along the streets of Parker Ranch are in
violation of the California Code, Vehicle Code VEH §21954 and are not
walking safely. Sooner or later someone will get injured or killed if this lack of
pedestrian safety continues.
Suggestions to address the
traffic safety concern:
The City of Saratoga Traffic Safety Commission should discuss this issue and
do something to correct the situation, thereby preventing the situation from
continuing.

Description of traffic safety
concern:
parents parking on shadow oaks for pick up and drop off. Causing nuisance to
us. Parents should not be allowed to park on shadow oaks way and should
park in Redwood middle assigned parking. Structures/beams have bee
installed near our home without permission from residents. I have tripped on
it several times and hit my car against it during night times. it is too small a
street for this beam. Our spot to put the garbage cans on Mondays has also
been taken by the beams.
Suggestions to address the
traffic safety concern:
block shadow oaks for parents at school drop off and pick up times. Remove
structures/beams near our home.

Description of traffic safety
concern:
Cars park regularly between the Beauchamps entrance to Burnett on both
sides of the street creating a traffic hazard and blight. The street narrows in
front of my house with a curve which makes it hard for two cars to pass each
other. Also hard for me to see cars coming in both directions when I pullout
of my driveway. I suggest no parking or permit parking from the Beauchamps
entrance to Burnett to remedy problem.
