Roll Call: PRESENT: Jim Stallman, Howard Miller, Marianne Swan, Ann Waltonsmith ABSENT: none. STAFF PRESENT: Emma Burkhalter 3. Report on Posting of the Agenda: Pursuant to Government Code Section 54954.2, the agenda for this meeting was properly posted on July 16, 2021. 4. Accept Agenda Items and Order: No additional items may be added pursuant to Government Code Section 54954.2. 5. Approval of Minutes. 04-20-2021 PEBTAC Minutes – Draft Recommended Action: Approve April 2021 Minutes WALTONSMITH/MILLER MOTIONED TO APPROVE THE APRIL 20, 2021 MINUTES. MOTION PASSED (4-0-0-0) BY VERBAL ROLL CALL. AYES: STALLMAN, MILLER, SWAN, WALTONSMITH. NOES: NONE. ABSTAIN: NONE. ABSENT: NONE. 6. Oral and Written Communication: Any member of the public may address the Committee about any matter not on the agenda for this meeting for up to three minutes. Committee Members may not comment on the matter but may choose to place the topic on a future agenda. Resident William Brooks promoted to panelist to join trails master plan discussion. Resident William Brooks requested city staff confirm proposed new driveway off of Mt Eden Road that crosses equestrian route at elevated grade be outfitted with ramp to accommodate equestrian crossing. Staff confirmed. Resident William Brooks requested city staff install an additional city trail sign near the Couch driveway along the Mt Eden Horse Trails. 7. Staff Report A. Pending Trails Update • “No bikes” signs to be installed on Saratoga To The Sea Trail. • Staff to update trail segments labeled 44-48 on Draft Trails Master Plan to fit to existing routes. Staff will also identify gaps in existing trail easements to keep from missing any future opportunities to obtain easement dedications. B. Traffic Safety Update • Saratoga Avenue improvements underway – expected to be completed in August • Similar new striping plans coming to Quito Road by the end of the year • Traffic calming striping added to Cox Avenue between Paseo Presada and Quito Road C. Blue Hills Elementary Pedestrian Crossing at Union Pacific Railroad Update • Fully funded. Committee requested information on proposed start and end dates for this project. D. Saratoga Village to Hakone Gardens Trail Update • City staff waiting for good news regarding federal grant. 8. Old Business A. Trails & Walkways Master Plan Recommended Actions: 1. Review draft Trails Master Plan and assist Staff with completing the map and trail details. This will be an ongoing effort over the next year to prepare a Trails Master Plan for the latest General Plan Update. 2. Advise Staff on Trail Segments 60*, 61*, 41b*, 27*, 24*, and 34-37*. Segment 60*: Trails Committee asked to keep this segment as proposed, in case the opportunity arises to put in this trail. Provides more direct access to Fremont Older than using segment 2* for this purpose, and not redundant. Segment 61*: unknown isolated trail segment, Committee and Staff will investigate. Segment 41b*: Committee Member Swan will investigate and follow up with Staff. Segment 27*: Staff thought this (proposed) segment may be redundant given proposed parallel trail segment along Hwy 9. Committee requested this trail segment remain and be updated to show all sections along public roads as “existing” and only the section along the private road as “proposed” due to its value as a local route. Committee would also like to see the City pursue trail easements along the “proposed” section as opportunities arise. Segment 24*: trail segment identified as Congress Springs Park Access Trail and will be renamed. Potential for Caltrans to build this trail. Segments 34-37*: Staff requested more appropriate name for this trail network. “Saratoga Heights Trail” and “Tollgate Trail” provided as potential names for segments 36-37*, “Pierce Road Trail” still appropriate for segments 34-35*. Committee advised that Staff add proposed trail segments: two potential Highway 9 crossings to connect Quarry Park and Pierce Road Trails, and additional route for the Village To Quarry Park Trail that parallels Highway 9 as was suggested in original CIP project. Committee advised staff to make sure Caltrans either widens Congress Springs/Hwy 9 bridge when it gets replaced or provide a separate ped/bike bridge. This is required to make the original Village To Quarry Park route feasible. 9. New Business None. 10. Member Reports (information only, no actions to be taken) 11. Action Items Summary • Further investigation needed for Mt Eden upper canyon trail connections to County trails and agreement with County Parks • Staff to look into property ownership of various properties that could provide desired trail segments 12. Adjournment – 5:40 PM *Note: the numbers of all trail segments referenced in this meeting are based on the Trails & Walkways Master Plan Working Draft dated July 2021.
