REGULAR MEETING Teleconference/Public Participation Information to Mitigate the Spread of COVID‐19 This meeting will be held entirely by teleconference. All members of the Commission and staff will only participate via the Zoom platform using the process described below. The meeting is being conducted pursuant to recent amendments to the teleconference rules required by the Ralph M. Brown Act allowing teleconferencing during a proclaimed state of emergency when local official have recommended social distancing. The purpose of the amendments is to provide the safest environment for the public, elected off icials, and staff while allowing for continued operation of the government and public participation during the COVID-19 pandemic. Members of the public can view and participate in the meeting by: 1. Using the Zoom website https://us02web.zoom.us/j/85740764242 (Webinar ID 857 4076 4242); OR 2. Calling 1.408.638.0968 or 1.669.900.6833 and entering the Webinar ID provided above The public will not be able to participate in the meeting in person. As always, members of the public can send written comments to the Commission prior to the meeting by commenting online at www.saratoga.ca.us/lc prior to the start of the meeting. These emails will be provided to the members of the Commission and will become part of the official record of the meeting. Public Comment Members of the public may comment on any item for up to three (3) minutes. The amount of time for public comment may be reduced by the Chair or by action of the Commission. Saratoga Community Library Report Recommended Action: Receive Saratoga Community Library report. Nichole King, Saratoga Community Librarian, reported on the addition of Sunday hours starting in January 2022, upcoming events and activities, school visits, participation in Saratoga’s State of the City, and holiday-related activities. 5. Friends of the Saratoga Libraries Report Recommended Action: Receive Friends of the Saratoga Libraries report. David Guidry, Saratoga Friends of the Libraries, reported on Book-Go-Round retail sales, memberships, recent events, and collaborations with other local organizations. 6. Library & Community Engagement Commission Chair Report Recommended Action: Receive Library & Community Engagement Commission Chair report. Chair Eric Lewis shared his work with staff on development of the draft 2022 work plan. 7. City of Saratoga Report Recommended Action: Receive City of Saratoga report. Community News & Trends Recommended Action: Share news and trends within the community. None 9. 2022 Work Plan Recommended Action: Finalize the proposed 2022 Work Plan for City Council consideration. A special meeting may be scheduled if the Commission would like more time to finalize the proposed 2022 Work Plan. 4 Saratoga Library & Community Engagement Commission Minutes | December 16, 2021 Page 3 of 3 The Commission reviewed the draft 2022 work plan and agreed to finalize the proposed work plan for Council consideration at the February 2022 meeting. Chair Eric Lewis asked each Commissioner to consider work plan items that they would like to act as champion for. 10. Commission Meeting Schedule Recommended Action: Review the Commission’s meeting schedule for the upcoming year, consider whether to cancel or reschedule the October 2022 meeting, and make any other schedule adjustments that may be desired. The Commission agreed to reschedule the February meeting for February 7 and the October meeting for October 3. The Commission also agreed to hold the February meeting at an earlier time if desired by Chair Eric Lewis. We’re starting off 2022 bringing back full service hours. Starting Monday, January 24, all of our community libraries will resume full service hours, 7 days a week. These regular open hours mean you can stop by any day of the week! Our open hours vary by location. See the schedule below. Also on January 24, passport services will resume at Cupertino, Los Altos and Milpitas Libraries. Our passport service facilities are able to issue first passports, replacements, renewals that expired more than 15 years ago or passports issued before the holder was 16 years old. We are also happy to announce you can now reserve our community rooms and large rooms which will be available starting January 24 for educational, cultural, intellectual, civic, or charitable activities that are open to the public. The three fun designs aim to inspire patrons to Create, Dream, and Discover unlimited possibilities, all of which can happen with a free SCCLD library card. These one-of- a-kind library card designs include a lightbulb, cloud and magnifying glass on the front where patrons can draw or write to personalize their card. SCCLD library cards are valid at all of the SCCLD library locations, Bookmobile, as well as the Online Library 24/7. Everyone is invited to get a free library card. When you visit any of our libraries, whether you’re using one of our library computers or our Library WiFi (SCCL), apply online at sccld.org/card for a full use library card. After you submit your form, visit the accounts desk and let our staff know you’ve applied online so they can issue you a new library card. Current patrons are also welcome to replace their card with one of the new designs. Note: If you already have an SCCLD library card, you will have to get a new account number and PIN. As an added bonus, people who come into the library and get a new card will receive a special gift (magnetic bookmarks shown), while supplies last. Healthy Living: Learn About Nutrition The New Year often starts with a priority on good health. Join us on Wednesday, January 12 for a special virtual event with Calfresh Healthy Living. Learn how to read Nutritional Facts labels and ingredient lists to make healthier food choices for you and your family. Also learn tips to plan and prepare low-cost meals, while applying the MyPlate guidelines. Register for the online event here. There are also in person programs in January to learn about the mental and physical benefits of exercise, participate in breathing exercises, and tai chi. Free and open to the public The 2022 theme is The Power of Kindness, Resilience and Hope. Featured authors Valarie Kaur, Reyna Grande, and Richard Lui offer their unique perspectives about how the power of kindness, resilience and hope can move us forward as a community. Kaur will discuss how "revolutionary love" can heal our world; Lui will share his experience of how compassion impacts individuals and our community; and Grande will reflect on her own journey crossing the US-Mexico border as a child and the resilience she developed during her life. Los Altos Library Book Club Monday, January 31, 12 – 1:30 p.m. (Register for Zoom link) We are discussing Elderhood: Redefining Aging, Transforming Medicine, Reimaging Life by Louise Aronson. 14 Serving the unincorporated areas of Santa Clara County and the cities of Campbell | Cupertino | Gilroy | Los Altos | Los Altos Hills | Milpitas | Monte Sereno | Morgan Hill | Saratoga February 2022 Library Stakeholder Report Jennifer Weeks, County Librarian New County Poet Laureate Tapped for 2022-23 Term The County Board of Supervisors appointed Tshaka Campbell to be the seventh County Poet Laureate on January 11. The honorary position is charged with promoting the art form through appearances at local community events and working to instill a passion for poetry among the public. Campbell is a multi-talented individual who has written several books of poetry, performed in multiple poetry contests across the country, and released multiple music albums. He has already leaped into his new role, also taking advantage of social media platforms (Facebook , Instagram, Twitter). SCCLD is working with SVCreates to provide support for the mission of the Poet Laureate. A new page on the Library District’s website contains general information about the Poet Laureate and lists upcoming events featuring Campbell as well as other local poetry groups being hosted at our libraries. Campbell will be formally introduced at the Board of Supervisors meeting at 9:30 on Tuesday, February 8. As part of the invocation, he will also read a selection of his work as part of the online meeting. Silicon Valley Reads Events All February On the heels of its successful January 27 online kickoff, Silicon Valley Reads 2022 has dozens of events scheduled this month. SCCLD has several virtual events planned during the month on topics including a teen workshop on microaggressions, lessons on how to make soul food, a film discussion about slavery, a history of Black American Quilts, and a talk about inventor George Washington Carver. There will also be a special author Q&A next month with James Beard award-winning chef Bryant Terry. Several libraries will be offering a Black History trivia challenge to test your knowledge about important black figures from American history. Look for copies at the Adult Reference Desks. Celebrating Black History Month at SCCLD and Saratoga Library February is Black History Month, an annual observance that celebrates and recognizes the achievements and influence of African Americans in the United States. Originally observed as "Negro History Week," the Civil Rights Movement of the 1960s brought increased awareness of Black identity, and the observance evolved into Black History Month. It has been designated as such for the month of February by every United States President since 1976. Black artists, musicians, sports figures, writers, activists, scientists, politicians, and actors have made important and varied contributions to American culture and society. At SCCLD, we offer a wealth of materials and programs for all ages that are entertaining and informative to help you share and honor the journey of our fellow Black Americans. Every 8 years the State requires all California cities to update their Housing Element to plan for projected housing needs at all income levels. Based on the methodology for distributing projected housing needs in the Bay Area, Saratoga must plan for over 1,700 new housing units to be built between 2023 and 2031. The City Council appealed t his assigned number and was denied. Because of the significant impacts this could have on Saratoga, in January 2021 the City Council directed staff to initiate a community-driven engagement Housing Element update process to ensure community members' voices could be heard. Since then, the City has held numerous meetings to include the community in the discussion of this important process. City of Saratoga Virtual Brown Act Meetings On October 6, the City Council provided direction that the City’s Brown Act bodies (including the City Council and Commissions) would continue to hold virtual meetings under recently adopted changes to State Law that allows cities to continue meeting remotely during proclaimed states of emergency when the city determines that either (1) state or local public health officials have required or recommend social distancing or (2) meeting in person would pose an imminent risk to the health or safety of attendees. As required by State law, the City Council has been evaluating whether to continue holding meetings remotely every 30 days. The State COVID-19 emergency declaration that allows Brown Act bodies to meet virtually is current set to expire at the end of March 2022. Love is in the Air Exhibit & Saratoga Love Notes Visit the Saratoga Historical Foundation's “Love is in the Air” exhibit to learn about the history of Valentine’s Day and traditions celebrated around the world. The exhibit is open from 1:00 p.m. to 4:00 p.m. on Fridays and Sundays, and from 10:00 a.m. to 4:00 p.m. on Saturdays through March. Admission is free. The Saratoga History Museum is located at 20450 Saratoga-Los Gatos Road. While you’re in the Village, be sure to see the many wonderful Love Notes posted on the windows of downtown businesses. The Love Notes will be up through February 21. Commission work plans are usually presented to the City Council for consideration in March. The Commission started a discussion of the proposed 2022 work plan during the August 20 21 meeting, continuing the discussion at the October 2021 and December 2021 meetings. At the October meeting, the Commission asked staff to work with Chair Lewis and Commissioner Gulino to develop a refined work plan draft for the Commission to consider at the December meeting. The updated draft was provided as part of the December 2021 packet. During the December 2021 meeting, the Commission reviewed the draft and agreed to finalize the proposed work plan at the February 2022 meeting. Additionally, Chair Lewis asked each Commissioner to identify an item on the work plan that they would like to act as champion for. Community Event Grant Program (Late Winter/Early Spring 2022) For many years, the City has funded a Community Event Grant Program. This program includes a fixed allocation of funds to support traditional community events, such as the Blossom Festival of July 4 Celebration, as well as competitive funds that other event organizers can apply for. Every year, the City Council provides direction about the amount of funding for the program. This decision is tentatively scheduled for January 2022. If competitive funds are allocated, the Commission would review qualified applications for competitive funding and make funding recommendations to the City Council. 2. Celebrate Saratoga’s Diversity Review current efforts in Saratoga to celebrate diversity to identify opportunities and then work with Saratoga Library to develop diverse and inclusive programs. 3. Parent/Youth Program Partner with Saratoga Youth Commission and Saratoga Library Teen Advisory Board to develop a workshop to help parents and children learn about tools and resources to cope with stress, support each other, foster more positive relationships, and communicate more effectively. 4. City Commission Showcase Plan a Commission showcase event at Saratoga Library or integrate opportunities to showcase Commissions in an existing event to build understanding of the efforts of the City’s Commissions and encourage public participation. For example, the event could include multiple interactive stations hosted by Commissioners that event attendees can visit to learn more about each Commission and ways that community members can engage with those Commissions. 5. Good Neighbor Day (Fall 2022) Develop a Good Neighbor Day community building activity or event, such as a service project or donation drive, to be conducted in coordination with recognition of Good Neighbor Day in September 2022. 6. Saratoga Library and Library District Surveys (Ongoing) The Saratoga Library and Santa Clara County Library District periodically conduct patron surveys. The Commission would provide input on questions, where appropriate, and review the results of library patron surveys to pro vide recommendations on opportunities to enhance services and programs. 27 7. Work with and engage "Friends of the Saratoga Libraries", the Saratoga Teen Advisory Board, and other support groups as may be desirable concerning the Library. RELATIONSHIPS 1. The Library & Community Engagement Commission shall report to and be responsible to the Saratoga City Council. The City Manager is authorized to appoint a City staff member to serve as a liaison representative between the Council, staff and the Library & Community Engagement Commission on administrative matters. 2. The Library & Community Engagement Commission shall have no administrative authority over Library or City operations, activities, or staff. 3. The Library Commission & Community Engagement shall have authority to call meetings, conduct hearings, perform analysis, and make contacts with various interested parties in carrying out its basic responsibilities. Support and promote Library events and programs; engage in information sharing with and between the Library and the public. a) Attend Library events as Commissioners and/or participants (e.g. Silicon Valley Reads programs, trivia events, etc.). b) Volunteer to assist Library staff with events and outreach programs (for example, Junior Achievement, Saturday Farmers Market, Movie Nights, Blossom Festival). c) Invite the City Council to attend and share information with the City Council about Library and Commission programs, events, and activities. d) Spread awareness of Library events and offerings and encourage attendance via Commissioner personal networks (for example, post in Nextdoor Saratoga, post on Facebook page, inform Book Clubs, etc.). e) Brainstorm with Santa Clara County Library District and City communications staff on ways to promote Library events and programs, for example Saratoga Source (City e-newsletter), Saratoga News, and social media. f) Provide recommendations to Library staff at Commission meetings. This would include current trends in the community, ideas for programs that our community may be interested in (e.g. 3D printing), and upcoming community events where outreach might occur. g) Attend the Santa Clara County Library District’s Annual Library Forum. h) Interact with other County Library Commissions and JPA, when appropriate. i) Work with Friends of the Saratoga Libraries to promote and cross-promote events and activities. j) Encourage residents of both Saratoga and Monte Sereno to obtain library cards, participate in Library programs and services, and visit the Library. 2. Identify and recommend strategies to help foster a stronger, more inclusive community. a) Increase understanding of Commission’s contributions to community engagement efforts of the City. b) Support collaborative programs or activities between local organizations and the Library and/or the City. c) Advise the City Council on matters of interest to the Saratoga community, as directed by the City Council. d) Support and provide recommendations to the City Council on City engagement programs and policies, including Community Event Grant Program allocations. e) Respond to requests to support public art programs, including Paint the City and Rainy Day Sidewalk Poetry, as requested by the City’s Public Art Committee. f) Recommend additional programs and policies that will help create a stronger, more inclusive community. 32
