All Traffic Safety Commission members, staff, and public will only participate via the Zoom platform using the process described below. The meeting is being conducted in compliance with the Governor’s Executive Order N‐29‐20 suspending certain teleconference rules required by the Ralph M. Brown Act. The purpose of this order was to provide the safest environment for the public, elected officials, and staff while allowing for continued operation of the government and public participation during the COVID‐ 19 pandemic. Members of the public can observe and participate in the meeting by: 1. Using the Zoom website at https://us02web.zoom.us/j/87056515247 or App Webinar ID: 870 5651 5247 and using the tool to raise their hand in the Zoom platform when directed by the Chair to speak on an agenda item; OR 2. Calling 1.408.638.0968 or 1.669.900.6833, entering the Webinar ID: 870 5651 5247 and pressing *9 to raise their hand to speak on an agenda item when directed by the Chair. The public will not be able to participate in the meeting in person. As always, members of the public can send written comments to the Commission prior to the meeting by commenting online at www.saratoga.ca.us/tsc prior to the start of the meeting. These emails will be provided to the members of the Commission and will become part of the official record of the meeting. During the meeting the Chair will explain the process for members of the public to be recognized to offer public comment. Leah Cabute To: Subject:Pierce Road PGE Pole- located in front of 12848 Pierce Road Date:Thursday, May 19, 2022 5:25:27 PM Attachments:image.png image.png image.png In May 2018, the property owner of 12848 Pierce Road, Antoinette Romeo, reached out to the City regarding traffic issues on Pierce Road. Her written complaints focused on 1) construction parking in front of her house, which she directed to Debbie Pedro and 2) restricted parking across the street which she thought was permanent restricted parking--- which she was not notified about. She was also interested about traffic count and volumes on Pierce Road which staff provided her. In May 2019, the property owners of 12840 Pierce Rd, Mike and Diane Overhulse, stated that they were experiencing a sight distance issue possibly caused by a PGE power pole(# 120038197) located in front of 12848 Pierce Road. The TSC heard the issue and below was the recommendation: In 2019, staff reached out to to Diane Overhulse and informed her that PGE confirmed that the power pole provides service to surrounding homes. Additionally, the City offered to install restricted parking adjacent to the pole because cars parked on Pierce Road along the PGE pole worsens the visibility. The City's traffic engineer also noted that the driveway columns at the entrance of the driveway cause sight distance issues and if removed, can improve visibility. Diane Overhulse did not respond to my inquiry about installing restricted parking or modifying the columns. Staff reached out directly to Mrs. Overhuse and the item was not revisited at the TSC. In March 2022, Ms. Romeo met with the City Manager, James Lindsay, to let him know that the power pole in front of her home should be removed because it does not serve a function. I provided James Lindsay with background about the power pole. James advised staff to bring this item back to the TSC to report the findings and for TSC to determine next steps. In March 2022, I reached out to PGE Regional Office and received written confirmation that the pole is functional. Causing nuisance to us. Parents should not be allowed to park on shadow oaks way and should park in Redwood middle assigned parking. Structures/beams have bee installed near our home without permission from residents. I have tripped on it several times and hit my car against it during night times. it is too small a street for this beam. Our spot to put the garbage cans on Mondays has also been taken by the beams. Suggestions to address the traffic safety concern: block shadow oaks for parents at school drop off and pick up times. Remove structures/beams near our home. #516 Beauchamps Lane Date Received: December 3, 2021 Street name and cross street(s) where the traffic safety concern is occurring: Beauchamps Lane Description of traffic safety concern: Cars park regularly between the Beauchamps entrance to Burnett on both sides of the street creating a traffic hazard and blight. The street narrows in front of my house with a curve which makes it hard for two cars to pass each other. Also hard for me to see cars coming in both directions when I pullout of my driveway. I suggest no parking or permit parking from the Beauchamps entrance to Burnett to remedy problem. Suggestions to address the traffic safety concern: See above #517 Bellgrove Cir Date Received: January 11, 2022 Street name and cross street(s) where the traffic safety concern is occurring: Intersection of entrance to Bellgrove Circle from Saratoga Ave., with main Bellgrove Circle Description of traffic safety concern: After entrance to Bellgrove, it is difficult to see oncoming traffic when making a right turn onto Bellgrove Circle if there is a vehicle parked at the corner. Note: the Belgrove covenants conditions and restrictions do not allow owners to park their own vehicles on the street overnight. They must be parked in the garage or driveway. However, a few Bellgrove owners do not follow this. Suggestions to address the traffic safety concern: Prohibit parking on Bellgrove Circle near that corner. #518 Williams Ave Date Received: February 5, 2022 Street name and cross street(s) where the traffic safety concern is occurring: Williams Ave Description of traffic safety concern: High school parents and students park in front of people's driveways and block the roads for residents, even though SHS has explicitly sent emails telling students not to park on Williams Ave or in front of the Parent Nursery School. Not only does this prevent residents from safely backing out of their driveway, it also poses a safety hazard for students walking to school, as the unorganized flow of cars is dangerous and prone to accidents. Additionally, attached is a message from an email sent by SHS principal Greg Louie, telling people not to park on Williams, but it has been continually ignored to the point where police officers are sent to Williams to ticket people parking in front of houses, but even this has been ineffective. The messy traffic congestion on Williams is a safety hazard, and prevents residents from leaving their own driveways safely and in a timely manner. "Now that we completed the first grading period, it is important to consider how we can improve. One thing for sure is traffic safety around school and in our neighborhoods. Given the congestion, a lot of parents and guardians are dropping students on near-by streets. With the help of one of our parents, here is a quick read for everyone to be aware of various things: The Sheriff's department will ticket drop-offs and pick-ups that are done in a way that violates traffic rules. When pulling over to drop off on side streets such as Reid Lane, please be careful if you are suddenly blocking a pedestrian or a bicyclist--remember they have the right of way. When pulling out, be careful of pedestrians, bicyclists, and other vehicles. Twice already this year, a bicyclist was injured. Do not drop-off or pick-up in front of the Saratoga Parent Nursery School on Williams Ave. Cross streets at the crosswalks only. Where possible, walk on the side-walks. If you're driving to and from school, adhere to the speed limit and look out for your peers. Please be careful, follow traffic rules, and be alert... This is a Google traffic map taken at 8:27am that shows various hot- spots" Suggestions to address the traffic safety concern: Please impose some type of "No Parking Sign" or rule on Williams Ave, the entire street — if it's just for the very front of the street people will simply divert traffic to the back of the street by Walnut, which doesn't solve the problem, it just moves it. #519 Douglass Ln Date Received: February 27, 2022 Street name and cross street(s) where the traffic safety concern is occurring: Douglass Lane and Fruitvale Description of traffic safety concern: Cars are parking along the west side of Fruitvale, close to the corner of Fruitvale. When at the corner of Douglass at the stop, it is very difficult to see around these parked cars to see the oncoming traffic coming down Fruitvale on the east side toward Douglass. It is now a dangerous intersection with parked cars and speeding traffic, making it very hard to cross, in a car. Suggestions to address the traffic safety concern: NO PARKING signs need to be put on Fruitvale at the Douglass intersection on the west side. #520 Prospect Rd at Maria Ln Date Received: March 8, 2022 Street name and cross street(s) where the traffic safety concern is occurring: Prospect Rd x Maria Ln Description of traffic safety concern: Parker Ranch Trail entrance from Prospect Rd is in the blind spot of down slope traffic. The cars coming down from the slope at full speed does not get warning to slow down nor a stop sign and it poses a safety risk for hikers entering the trail from across. Suggestions to address the traffic safety concern: Add warning to slow down / radar speed tracking / add pedestrians crossing warning signal / stop sign are possible safety measures. #521 Prospect Road at Prospect Center Date Received: March 16, 2022 Street name and cross street(s) where the traffic safety concern is occurring: Prospect Road at Prospect Center Description of traffic safety concern: The Prospect Center exit driveway does not allow drivers to make a left turn, however drivers make illegal left turns out of that driveway frequently, particularly when Prospect Center is busy after services have gotten out. This has resulted in several near-misses with residents turning left from Clarkspur Ln. A resident recently witnessed a driver drive through the gap in the median islands at Clarkspur and drive on the left side of the road for a stretch to enter Prospect Center using the entrance driveway (which is not accessible to westbound traffic due to the median). Suggestions to address the traffic safety concern: None. #522 Glen Brae Dr and Cox Ave Date Received: March 16, 2022 Street name and cross street(s) where the traffic safety concern is occurring: Glen Brae and Cox Intersection at pedestrian crosswalk. Description of traffic safety concern: Not safe to cross at night as there is no streetlight. Suggestions to address the traffic safety concern: None. #523 Scully Ave at Viewridge Dr Date Received: April 7, 2022 Street name and cross street(s) where the traffic safety concern is occurring: Scully and Viewridge Description of traffic safety concern: Since this section of Scully is a straight (and wide) road, cars are constantly speeding up and down Scully. The stop sign at Viewridge and Scully is routinely ignored. Since Kevin Moran park is off Scully, this creates a threat to senior citizens and parents and children who use the park. Since the City has leased out the Kevin Moran fields to soccer teams that are not local, we have drivers unused to Saratoga streets (no sidewalks) who race down the street. I have contacted the SC Sheriff's office multiple times and they are unable to address this on a long term basis. The problem definition: how can we slow down traffic on Scully to a reasonable speed (stated limit - 25 mph) Suggestions to address the traffic safety concern: Some sort of traffic calming device such as a speed hump, flashing lights or a radar sign. #524 Aloha Ave at Lomita Ave Date Received: April 13, 2022 Street name and cross street(s) where the traffic safety concern is occurring: Aloha Ave at Lomita Ave Description of traffic safety concern: I am a Saratoga resident and I am writing to see if it is possible to get a stop sign at the intersection of Aloha and Lomita in Saratoga (near the Home of Christ Church). Currently, the left side (when facing the church) has a stop sign but the right side does not. It is a dangerous intersection without it and we would greatly appreciate the consideration. Suggestions to address the traffic safety concern: None. #525 Sarahills Dr Date Received: April 15, 2022 Street name and cross street(s) where the traffic safety concern is occurring: 13669 Sarahills Drive Description of traffic safety concern: Sharp turn and people drive very fast around it Suggestions to address the traffic safety concern: Add speed bumps and better signage indicating sharp turn ahead #526 Highway 9 at Congress Springs Ln Date Received: April 18, 2022 Street name and cross street(s) where the traffic safety concern is occurring: HW9 and Congress Spring Ln Description of traffic safety concern: We are residents of Congress Springs Ln, Saratoga, CA 95070. There has been a significant increase in reckless high speed recreational traffic on HWY 9. The reckless driving comes with significant noise levels. Convoys of motorcycles and sports cars with modified exhaust systems have made sleep difficult (if not impossible) in the 10 pm – 2am time slot. The noise levels are beyond the 100dB range and are outright illegal. Both the speeds and noise levels violate vehicle code. Our family and our neighbors have found ourselves waking up in the middle of the night with a racing pulse, finding it hard to fall asleep again. Our son finds it hard to wake up in the morning because of his disturbed sleep. This can be checked against Saratoga Elementary School’s records of the number of times he has been late to school. His attention is wavering and we feel this is impacting his growth and well being, often not being completely attentive at school. It’s just been 18 months since we moved to Saratoga and we are already witnessing debilitating health and feel our quality of life has suffered. There is also significant risk to both motorists and residents of the community and we are concerned that it is a matter of time till someone from the community gets into a fatal accident. Note — the changes in volume, speed and noise levels since 2020 is extreme. We can hear cars with modified exhausts accelerating through the bends of HWY9, spinning and drifting their cars (which is evident by the marks on the road) and not to mention the shrill sound of screeching brakes. The roads were newly paved less than 8 months ago and the damage and breakdown of the road is blatantly visible. Suggestions to address the traffic safety concern: By now, we can tell from the sound of car engines, that it is the same set of folks that drive up and down HWY 9 starting at around 11:15 pm to 2am (sometimes 3am). This activity is extreme during the weekends. We strongly believe that some basic level of law enforcement in this stretch during this period would help tremendously. Ticketing these cars for speed and noise violations will discourage them for assuming this HWY to be their backyard and being respectful of the community. We need to send a message. With every passing day, these groups of motorists are being encouraged to disregard simple civic sense and our concern is that this community will not be habitable. Enforcement efforts are invisible. But there is a very visible presence of emergency response due to the frequent injury accidents. Maybe some incremental enforcement could reduce the need for rescues (and lower the human injuries). I have been told that enforcement is limited to some small number of hours / week that almost all happen during M-F workdays. We need enforcement nights and weekends. #527 McCoy Ave between Paseo Presada and Quito Rd Date Received: April 25, 2022 Street name and cross street(s) where the traffic safety concern is occurring: McCoy Ave between Paseo Presada and Quito Road Description of traffic safety concern: In the 4 years since we have lived here, we have noticed the speed with which people drive down our residential street (McCoy Ave.), as drivers use our street as a cut through from Saratoga Ave. to Quito and vice versa. Even though there is a speed bump shortly after you turn on to McCoy Ave from Quito Rd, that doesn't seem to slow many of these people at all. In addition, the speed with which some of the drivers turn on to McCoy makes it dangerous for pedestrians since we also do not have any sidewalks in our neighborhood. We also have many families with young children that live on this street, and these high speeds make it especially dangerous for them as they are scootering or riding their bikes on the road. We are convinced the upcoming development at Quito village, will only exacerbate this situation as more people try to avoid Cox to get to Saratoga/85. Suggestions to address the traffic safety concern: 1. Add plastic SLOW signs in the middle of the street. Similar signs have been installed on Cox Ave, between Quito and Paseo Presada 2. Add and island on McCoy Ave at the intersection of Paseo Presada and McCoy Ave. Similar islands already exist on McFarland Ave where it Intersects with Paseo Presada. 3. Add a stop sign at Berwick St. and McCoy Ave. 4. Add curved islands on the corners to slow people on the turn.
