All Traffic Safety Commission members, staff, and public will only participate via the Zoom platform using the process described below. The meeting is being conducted in compliance with the Governor’s Executive Order N‐29‐20 suspending certain teleconference rules required by the Ralph M. Brown Act. The purpose of this order was to provide the safest environment for the public, elected officials, and staff while allowing for continued operation of the government and public participation during the COVID‐ 19 pandemic. Members of the public can observe and participate in the meeting by: 1. Using the Zoom website at https://us02web.zoom.us/j/87056515247 or App Webinar ID: 870 5651 5247 and using the tool to raise their hand in the Zoom platform when directed by the Chair to speak on an agenda item; OR 2. Description of traffic safety concern: The issue is whether the pedestrians walking along the streets of Parker Ranch are walking safely? The rule is, according to California Code, Vehicle Code VEH §21954, (a) Every pedestrian upon a roadway at any point other than within a marked crosswalk or within an unmarked crosswalk at an intersection shall yield the right-of-way to all vehicles upon the roadway so near as to constitute an immediate hazard. The analysis is that these roadways in the hills of Parker Ranch are not all within a marked or unmarked crosswalk. These roadways are not all at an intersection. In these areas of the roadway, pedestrians are not yielding safely to vehicles, and are in violation of the California Code, Vehicle Code VEH §21954 (a). I drive down Parker Ranch towards Prospect Road every weekday to send my son to school and head to work. Along Parker Ranch, day and night, there are pedestrians walking upon the curbs, pavement, and roadway. Some pedestrians choose cross the street unsafely, by not looking and dashing across the street. Other pedestrians veer off the side curbs towards the middle of the street, perhaps expecting vehicles to yield or drive around them. Sometimes, because pedestrians are traveling in groups, they choose to walk side by side and walk unsafely on the pavement, not yielding to vehicles. Some pedestrians do yield, but the ones that do not yield make driving very unsafe. I have already seen vehicles forced to drive around pedestrians, sometimes crossing into the middle of the street. If there are pedestrians on both sides of the street veering towards the middle, there is no way to get around them, and vehicles must wait until pedestrians notice and choose to yield before vehicles can pass. Drivers have a duty to exercise due care for the safety of any pedestrian on the roadway. Pedestrians also need to follow the rule and yield the right-of-way upon a roadway at any point other than within a marked or unmarked crosswalk at an intersection. In conclusion, the pedestrians walking along the streets of Parker Ranch are in violation of the California Code, Vehicle Code VEH §21954 and are not walking safely. Sooner or later someone will get injured or killed if this lack of pedestrian safety continues. Suggestions to address the traffic safety concern: The City of Saratoga Traffic Safety Commission should discuss this issue and do something to correct the situation, thereby preventing the situation from continuing. 6/30/22: I would like to add the suggestion of adding a pedestrian bicycle zone to the road within Parker Ranch. Pedestrian Bicycle Zone Examples submitted by resident 6/30/22: #520 Prospect Rd at Maria Ln Date Received: March 8, 2022 Street name and cross street(s) where the traffic safety concern is occurring: Prospect Rd x Maria Ln Description of traffic safety concern: Parker Ranch Trail entrance from Prospect Rd is in the blind spot of down slope traffic. The cars coming down from the slope at full speed does not get warning to slow down nor a stop sign and it poses a safety risk for hikers entering the trail from across. Suggestions to address the traffic safety concern: Add warning to slow down / radar speed tracking / add pedestrians crossing warning signal / stop sign are possible safety measures. #523 Scully Ave at Viewridge Dr Date Received: April 7, 2022 Street name and cross street(s) where the traffic safety concern is occurring: Scully and Viewridge Description of traffic safety concern: Since this section of Scully is a straight (and wide) road, cars are constantly speeding up and down Scully. The stop sign at Viewridge and Scully is routinely ignored. Since Kevin Moran park is off Scully, this creates a threat to senior citizens and parents and children who use the park. Since the City has leased out the Kevin Moran fields to soccer teams that are not local, we have drivers unused to Saratoga streets (no sidewalks) who race down the street. I have contacted the SC Sheriff's office multiple times and they are unable to address this on a long term basis. The problem definition: how can we slow down traffic on Scully to a reasonable speed (stated limit - 25 mph) Suggestions to address the traffic safety concern: Some sort of traffic calming device such as a speed hump, flashing lights or a radar sign. #524 Aloha Ave at Lomita Ave Date Received: April 13, 2022 Street name and cross street(s) where the traffic safety concern is occurring: Aloha Ave at Lomita Ave Description of traffic safety concern: I am a Saratoga resident and I am writing to see if it is possible to get a stop sign at the intersection of Aloha and Lomita in Saratoga (near the Home of Christ Church). Currently, the left side (when facing the church) has a stop sign but the right side does not. It is a dangerous intersection without it and we would greatly appreciate the consideration. Suggestions to address the traffic safety concern: None. #526 Highway 9 at Congress Springs Ln Date Received: April 18, 2022 Street name and cross street(s) where the traffic safety concern is occurring: HW9 and Congress Spring Ln Description of traffic safety concern: We are residents of Congress Springs Ln, Saratoga, CA 95070. There has been a significant increase in reckless high speed recreational traffic on HWY 9. The reckless driving comes with significant noise levels. Convoys of motorcycles and sports cars with modified exhaust systems have made sleep difficult (if not impossible) in the 10 pm – 2am time slot. The noise levels are beyond the 100dB range and are outright illegal. Both the speeds and noise levels violate vehicle code. Our family and our neighbors have found ourselves waking up in the middle of the night with a racing pulse, finding it hard to fall asleep again. Our son finds it hard to wake up in the morning because of his disturbed sleep. This can be checked against Saratoga Elementary School’s records of the number of times he has been late to school. His attention is wavering and we feel this is impacting his growth and well being, often not being completely attentive at school. It’s just been 18 months since we moved to Saratoga and we are already witnessing debilitating health and feel our quality of life has suffered. There is also significant risk to both motorists and residents of the community and we are concerned that it is a matter of time till someone from the community gets into a fatal accident. Note — the changes in volume, speed and noise levels since 2020 is extreme. We can hear cars with modified exhausts accelerating through the bends of HWY9, spinning and drifting their cars (which is evident by the marks on the road) and not to mention the shrill sound of screeching brakes. The roads were newly paved less than 8 months ago and the damage and breakdown of the road is blatantly visible. Suggestions to address the traffic safety concern: By now, we can tell from the sound of car engines, that it is the same set of folks that drive up and down HWY 9 starting at around 11:15 pm to 2am (sometimes 3am). This activity is extreme during the weekends. We strongly believe that some basic level of law enforcement in this stretch during this period would help tremendously. Ticketing these cars for speed and noise violations will discourage them for assuming this HWY to be their backyard and being respectful of the community. We need to send a message. With every passing day, these groups of motorists are being encouraged to disregard simple civic sense and our concern is that this community will not be habitable. Enforcement efforts are invisible. But there is a very visible presence of emergency response due to the frequent injury accidents. Maybe some incremental enforcement could reduce the need for rescues (and lower the human injuries). I have been told that enforcement is limited to some small number of hours / week that almost all happen during M-F workdays. We need enforcement nights and weekends. #527 McCoy Ave between Paseo Presada and Quito Rd Date Received: April 25, 2022 Street name and cross street(s) where the traffic safety concern is occurring: McCoy Ave between Paseo Presada and Quito Road Description of traffic safety concern: In the 4 years since we have lived here, we have noticed the speed with which people drive down our residential street (McCoy Ave.), as drivers use our street as a cut through from Saratoga Ave. to Quito and vice versa. Even though there is a speed bump shortly after you turn on to McCoy Ave from Quito Rd, that doesn't seem to slow many of these people at all. In addition, the speed with which some of the drivers turn on to McCoy makes it dangerous for pedestrians since we also do not have any sidewalks in our neighborhood. We also have many families with young children that live on this street, and these high speeds make it especially dangerous for them as they are scootering or riding their bikes on the road. We are convinced the upcoming development at Quito village, will only exacerbate this situation as more people try to avoid Cox to get to Saratoga/85. Suggestions to address the traffic safety concern: 1. Add plastic SLOW signs in the middle of the street. Similar signs have been installed on Cox Ave, between Quito and Paseo Presada 2. Add and island on McCoy Ave at the intersection of Paseo Presada and McCoy Ave. Similar islands already exist on McFarland Ave where it Intersects with Paseo Presada. 3. Add a stop sign at Berwick St. and McCoy Ave. 4. Add curved islands on the corners to slow people on the turn. Similar islands were very recently installed on the corner of Quito and Aspesi Dr City of Saratoga Speed Hump Prioritization Process Each approved speed hump, either from the City or Resident-led process, will go through the prioritization process below to identify the order in which speed humps will get funded. The locations with the highest total points will be funded first. If two locations have the same point totals, then funding will be allocated in order of which received TSC approval first. (Big Basin way as it leads out of Saratoga and becomes Rt 9 and the T-junction with Springer across from Hakone Gardens. Description of traffic safety concern: Cars and motorcycles leaving Saratoga Village speed up as they proceed through the "S" curve leading out of town to Rt 9 and present a safety threat to cars attempting to leave the Saratoga Oaks HOA complex. Weekends are especially dangerous as organized groups of motorcyclists and car enthusiasts routinely speed by the entrance of the HOA complex at Springer. This has been an ongoing safety issue for years. Suggestions to address the traffic safety concern: Some means of slowing down traffic until it has passed the entrance of both Saratoga Oaks and Hakone Gardens. Possibly a speed bump or some other physical means of slowing traffic that doesn't require police resources to monitor and enforce. I am a resident of Saratoga Oaks. Our Neighborhood Watch representative, Bob LoPresto, has worked closely with the Sheriff's office on other safety issues and I will also make him aware of my concerns. #529 Saratoga Oaks Date Received: May 4, 2022 Street name and cross street(s) where the traffic safety concern is occurring: Big Basin Way at turnabout in front of Saratoga Oaks wooden fence. Description of traffic safety concern: Poor lighting at night caused a speeding stolen car at 2 am to miss a turn to the left to continue on Highway 9. It caused destruction of our wooden fence with repair costs of $12,000. Suggestions to address the traffic safety concern: Improve lighting at turnabout so speeding drivers at night will not miss the sign with an arrow to the left to stay on Big Basin/Highway 9. A lot of people use the crosswalk (both adults and kids). The issue is almost all vehicles driving on Allendale go fast and most don’t even stop if they see someone waiting to cross. My husband and I have had 2-3 incidents where we almost got hit by a WVC student driving at least 50 mph down Allendale. Suggestions to address the traffic safety concern: I don’t know the best way to slow down the racing cars on Allendale but possibly a speed bump should help as there is one further down on Allendale closer to Quito Rd intersection. As for the crosswalk, I like to see one of those traffic warning lights installed (with yellow flashing lights). I have seen them in Saratoga Village and they certainly help grab driver’s attention. #531 Pierce Rd at Houston Ct Date Received: May 11, 2022 Street name and cross street(s) where the traffic safety concern is occurring: Pierce road /Houston Court Description of traffic safety concern: A couple of years ago, myself and many of my neighbors were successful in having speed warning signs installed in an attempt to slow down traffic on Pierce Road. Unfortunately, this has done little to slow the traffic. Not only has traffic increased, but so has the speed of these cars. We have to get our mail across the street, and it is dangerous during certain times of the day to attempt to cross. I have never seen a patrol car on the street to ticket these drivers, so speeding is not curtailed. What, if anything, is the traffic division willing to do to prevent a serious accident from happening on this stretch of Pierce Road from the corner of Houston Court to Surrey Lane? This straight- away section is where all the cars pick up speed !!!!!!!!!!!!!!!!!
