All Traffic Safety Commission members, staff, and public will only participate via the Zoom platform using the process described below. The meeting is being conducted in compliance with the Governor’s Executive Order N‐29‐20 suspending certain teleconference rules required by the Ralph M. Brown Act. The purpose of this order was to provide the safest environment for the public, elected officials, and staff while allowing for continued operation of the government and public participation during the COVID‐ 19 pandemic. Members of the public can observe and participate in the meeting by: 1. Using the Zoom website at https://us02web.zoom.us/j/87056515247 or App Webinar ID: 870 5651 5247 and using the tool to raise their hand in the Zoom platform when directed by the Chair to speak on an agenda item; OR 2. Calling 1.408.638.0968 or 1.669.900.6833, entering the Webinar ID: 870 5651 5247 and pressing *9 to raise their hand to speak on an agenda item when directed by the Chair. The public will not be able to participate in the meeting in person. As always, members of the public can send written comments to the Commission prior to the meeting by commenting online at www.saratoga.ca.us/tsc prior to the start of the meeting. These emails will be provided to the members of the Commission and will become part of the official record of the meeting. During the meeting the Chair will explain the process for members of the public to be recognized to offer public comment. ADJOURNMENT - 11:01 PM Respectfully Submitted by Emma Burkhalter, Public Works staff for the City of Saratoga #520 Prospect Rd at Maria Ln Date Received: March 8, 2022 Street name and cross street(s) where the traffic safety concern is occurring: Prospect Rd x Maria Ln Description of traffic safety concern: Parker Ranch Trail entrance from Prospect Rd is in the blind spot of down slope traffic. The cars coming down from the slope at full speed does not get warning to slow down nor a stop sign and it poses a safety risk for hikers entering the trail from across. Suggestions to address the traffic safety concern: Add warning to slow down / radar speed tracking / add pedestrians crossing warning signal / stop sign are possible safety measures. #531 Pierce Rd at Houston Ct Date Received: May 11, 2022 Street name and cross street(s) where the traffic safety concern is occurring: Pierce road /Houston Court Description of traffic safety concern: A couple of years ago, myself and many of my neighbors were successful in having speed warning signs installed in an attempt to slow down traffic on Pierce Road. Unfortunately, this has done little to slow the traffic. Not only has traffic increased, but so has the speed of these cars. We have to get our mail across the street, and it is dangerous during certain times of the day to attempt to cross. I have never seen a patrol car on the street to ticket these drivers, so speeding is not curtailed. What, if anything, is the traffic division willing to do to prevent a serious accident from happening on this stretch of Pierce Road from the corner of Houston Court to Surrey Lane? This straight- away section is where all the cars pick up speed !!!!!!!!!!!!!!!!! Suggestions to address the traffic safety concern: install a speed strip and leave it on site for two weeks to monitor the traffic speed.... INSTALL SPEED BUMPS TO SLOW TRAFFIC !!!!!!!!!!!!!!!!!!!!!!!!! #534 Reid Ln Date Received: June 1, 2022 Street name and cross street(s) where the traffic safety concern is occurring: Reid and Lynde Description of traffic safety concern: Traffic is often too fast on Reid Lane. This is dangerous for pedestrians and children who work/bike to and from school. Suggestions to address the traffic safety concern: Speed bumps similar to those on nearby streets like Elva and Herriman will help. Installation of stop signs at the intersection is also an option. #535 Scully Ave Date Received: June 2, 2022 Street name and cross street(s) where the traffic safety concern is occurring: Scully/Northampton and Scully/Prospect Description of traffic safety concern: Kevin Moran park usage has sharply increased. The traffic and parking need better control for safety. I have a few collision near misses. Suggestions to address the traffic safety concern: 1. Prohibit parking within certain distance from the Stop signs near the park. 2. Set up neighborhood restricted parking 3-8pm within 4 blocks of the park. Folks ignoring basic parking and driving ethics. I had a few collision near-misses. Also witnessed police reported accidents near Kevin Moran park. Suggestions to address the traffic safety concern: 1. Require permits for large events. 2. Limit event sizes. 3. Limit permits for non-residents and commercial businesses. 4. Enforce with frequent local police monitoring on surrounding traffic and park permit compliance. Date Received: June 4, 2022 Street name and cross street(s) where the traffic safety concern is occurring: 12538 SCULLY AVE Description of traffic safety concern: Too many cars parking on the street. One day I was driving passing by with the other car coming in other direction and a man walking on the street toward my car. I had to make room for the car and with very little space for the man to walk through. It seems every day a lots cars after schools hours and whole days in the weekends. Suggestions to address the traffic safety concern: Limits numbers of people visiting in the park. Date Received: June 4, 2022 Street name and cross street(s) where the traffic safety concern is occurring: Scully/Northampton & Scully/Prospect Description of traffic safety concern: Personally had a few near missed collisions at above intersections due to high non-resident park usage at Kevin Moran park. People are ignoring no-parking signs near stop signs and ignoring stop signs. Causing lots of safety headaches for residents. I am making detours to avoid the intersections above. Suggestions to address the traffic safety concern: 1. No parking zones near the stop signs. 2, Polic enforcements with tickets. 3. One way parking only. 4. Do something similar to Douglass Ln neighborhood across from West Valley College to restrict non-resident parking. #540 Sobey Road Date Received: July 4, 2022 Street name and cross street(s) where the traffic safety concern is occurring: Sobey Rd (South side near Hwy 9) / Quito Rd up through Sobey Meadows Ct. Description of traffic safety concern: Residents have shared examples of several “Hot Zones” that had a common theme: pedestrian safety at high risk due to vehicles traveling at speeds in excess of what is deemed safe for the terrain: 1. Narrow (limited escape options) 2. Curvy / Undulating 3. Blind turns 4. Long straightaway Please refer to separate Google slide deck (attached) for full details of "Hot Zones": 1. Hot Zone #3 (HZ3): 14475 / 14660 to 14289 Suggestions to address the traffic safety concern: Traffic Safety Commissioners to review and validate remaining Phase 1 and proposed Phase 2 improvements of "Sobey Road Phased Traffic Calming Plan" are indeed sufficient to remedy aforementioned "Hot Zones" and resident concerns and move forward to Implementation Phase. Highest on the priority list are the installation of additional "Speed Humps" and "Speed Feedback Signs". Description of traffic safety concern: The issue is whether the pedestrians walking along the streets of Parker Ranch are walking safely? The rule is, according to California Code, Vehicle Code VEH §21954, (a) Every pedestrian upon a roadway at any point other than within a marked crosswalk or within an unmarked crosswalk at an intersection shall yield the right-of-way to all vehicles upon the roadway so near as to constitute an immediate hazard. The analysis is that these roadways in the hills of Parker Ranch are not all within a marked or unmarked crosswalk. These roadways are not all at an intersection. In these areas of the roadway, pedestrians are not yielding safely to vehicles, and are in violation of the California Code, Vehicle Code VEH §21954 (a). I drive down Parker Ranch towards Prospect Road every weekday to send my son to school and head to work. Along Parker Ranch, day and night, there are pedestrians walking upon the curbs, pavement, and roadway. Some pedestrians choose cross the street unsafely, by not looking and dashing across the street. Other pedestrians veer off the side curbs towards the middle of the street, perhaps expecting vehicles to yield or drive around them. Sometimes, because pedestrians are traveling in groups, they choose to walk side by side and walk unsafely on the pavement, not yielding to vehicles. Some pedestrians do yield, but the ones that do not yield make driving very unsafe. I have already seen vehicles forced to drive around pedestrians, sometimes crossing into the middle of the street. If there are pedestrians on both sides of the street veering towards the middle, there is no way to get around them, and vehicles must wait until pedestrians notice and choose to yield before vehicles can pass. Drivers have a duty to exercise due care for the safety of any pedestrian on the roadway. Pedestrians also need to follow the rule and yield the right-of-way upon a roadway at any point other than within a marked or unmarked crosswalk at an intersection. In conclusion, the pedestrians walking along the streets of Parker Ranch are in violation of the California Code, Vehicle Code VEH §21954 and are not walking safely. Sooner or later someone will get injured or killed if this lack of pedestrian safety continues. The stop sign at Viewridge and Scully is routinely ignored. Since Kevin Moran park is off Scully, this creates a threat to senior citizens and parents and children who use the park. Since the City has leased out the Kevin Moran fields to soccer teams that are not local, we have drivers unused to Saratoga streets (no sidewalks) who race down the street. I have contacted the SC Sheriff's office multiple times and they are unable to address this on a long term basis.
