REGULAR MEETING Teleconference/Public Participation Information to Mitigate the Spread of COVID‐19 This meeting will be held entirely by teleconference. All members of the committee and staff will only participate via the Zoom platform using the process described below. The meeting is being conducted pursuant to recent amendments to the teleconference rules required by the Ralph M. Brown Act allowing teleconferencing during a proclaimed state of emergency when local official have recommended social distancing. The purpose of the amendments is to provide the safest environment for the public, elected officials, and staff while allowing for continued operation of the government and public participation during the COVID-19 pandemic. Written Communications Comments can be submitted in writing at www.saratoga.ca.us/publicart. Written communications received by 5:00 p.m., eight (8) calendar days before the meeting will be included in the committee’s agenda packet. Anything received after that time and up to the end of the public comment period for that item will be provided to the members of the committee and included in supplemental meeting materials. Public Comment Members of the public may comment on any item for up to thr ee (3) minutes. The amount of time for public comment may be reduced. The law generally prohibits the committee from discussing or taking action on such items. However, the committee may schedule the item for discussion at a future meeting. AGENDA ITEMS: 1. Online Art Challenge Recommended Action: Consider options for an online art challenge and finalize an implementation recommendation to be considered by the Public Art Commission at the July 18, 2022 meeting. If needed, additional meetings may be scheduled to finalize the recommendation to the Commission. [28 CFR 35.102-35.104 ADA title II] CITY OF SARATOGA Memorandum To: Public Art Commission Online Art Challenge Subcommittee From: Crystal Bothelio, Assistant City Manager Date: June 27, 2022 Subject: Online Art Challenge At the May 16, 2022 Public Art Commission meeting, the Commission approved a process for implementing its ambitious Fiscal Year 2022/23 Work Plan. One of the key elements of the implementation process included formation of subcommittees that would meet outside of the Commission’s regular meetings to schedule to develop a recommended plan or program to be presented to the Commission and if necessary, to Council, prior to implementation. One of these committees was formed to develop a recommended approach to the Online Art Challenge in the Commission’s work plan. The City Council approved description of the work effort as well as the implementation schedule approved by the Commission is below. Online Art Challenge Challenge the community to submit and share artwork at regular intervals over a designated amount of time (such as once a week for one month). Participants would be invited to select one medium for all submissions over the course of the challenge (such as dance or photography). Selected artwork could be featured by the City in different ways, such as being shared online. • May – June 2022: Subcommittee to develop a recommended program • July 18, 2022: Commission consideration of committee recommendation • August – September 2022: Implementation of program Implementation Options Based on the description of the Online Art Challenge in the work plan and similar efforts managed by other organizations, staff prepared options below for implementing this work effort. The committee may pick one of these options, modify options, or come up with an entirely different proposal. Format Name Details Single Theme, Seasonal Challenge Falling for Saratoga Outreach Period: September Challenge Period: October • Residents submit artwork that reflects why they fell in love with Saratoga. One submission per resident. • Submissions accepted October 1 – 31. • Allowable mediums: painting, drawing, photography, mixed media, video. • Public Art Commission to select top 3 submissions to be recognized with prize and feature on City social media at November meeting. Subcommittee may meet in advance to review all artwork and make recommendation to Commission. Weekly Themes, Month Challenge ARTStober Outreach Period: August – September Challenge Period: October • Residents register to participate and select preferred medium for length of challenge. • Weekly themes announced Monday, submissions through online form due by Sunday 11:59 p.m. • Weekly themes to be determined by subcommittee. • City to share small number of weekly submissions on social media each Monday. • Each week, an artist that submitted weekly art to be selected at random to win a prize.
