SARATOGA CITY COUNCIL SPECIAL MEETING
Mayor Fitzsimmons called the Special Meeting to order at 9:03 a.m.
ROLL CALL
PRESENT: Mayor Kookie Fitzsimmons, Vice Mayor Yan Zhao, Council Members
Belal Aftab, Chuck Page, Tina Walia
ABSENT: None
ALSO PRESENT: James Lindsay, City Manager
Richard Taylor, City Attorney

The City Clerk reported the agenda for this meeting was properly posted on February 2, 2023.

1. 3-year Forecast Mid-Year Update
Recommended Action:
Receive a mid-year update on the 3-Year Forecast.

2. Budget Balancing Measures and Service Levels
Recommended Action:
Receive report on budget balancing measures and service levels and provide direction to City
staff on preparation of a balanced 2023-24 proposed budget.

AND UP TO A $186,000 REDUCTION IN ADDITIONAL UNFUNDED PENSION
LIABILITY PAYMENT AS NEEDED TO PRESENT A BALANCED FISCAL YEAR 2023-
24 CITY MANAGER'S PROPOSED BUDGET. MOTION PASSED BY THE FOLLOWING

USE OF DISCRETIONARY FUNDS.
Council Member Page requested a friendly amendment to direct staff to also include a line-by-line
listing of the use of required program funding.

3. 2022 Legislative Update
Recommended Action:
Accept staff report and provide direction to staff.
Richard Taylor, City Attorney presented the staff report.

4. American Rescue Plan Act of 2021 (ARPA) funds – Update
Recommended Action:
Receive updates on the American Rescue Plan Act of 2021 (ARPA) funded projects.
Macedonio Nunez, City Engineer presented the staff report.

Mayor Fitzsimmons reconvened the meeting at 1:30 p.m.
5. Capital Improvement Program Review Package
Recommended Action:
Receive the Capital Improvement Program (CIP) Review Package and provide feedback to staff
in preparation for the CIP Prioritization Study Session.
Nick Pegueros, Administrative Services Director and John Cherbone, Public Works Director
presented the staff report.

MARCH 15, 2023 CIP PRIORITIZATION SESSION, INCLUDING SAMPLES OF HOW
OTHER CITIES ARE ADDRESSING OUTDOOR DINING AREAS AND
INFORMATION FOR HOW ADDITONAL FUNDS WILL BE SPENT FOR FY 2023-24
PAVEMENT MANAGEMENT PROGRAM. MOTION PASSED BY THE FOLLOWING
