All members of the Commission and staff will only participate via the Zoom platform using the process described below. The meeting is being conducted pursuant to recent amendments to the teleconference rules required by the Ralph M. Brown Act allowing teleconferencing during a proclaimed state of emergency when local official have recommended social distancing. The purpose of the amendments is to provide the safest environment for the public, elected off icials, and staff while allowing for continued operation of the government and public participation during the COVID-19 pandemic. Crystal Bothelio, Assistant City Manager, provided an update on virtual meetings, Commission recruitments, Arbor Day, Safe Routes to School, COVID-19 testing, and Silicon Valley Clean Energy’s teen film competition. 9. Patrons can attend everything from storytime to ESL, participate in crafts, hear from speakers, and much more. Check out our events page or the monthly calendar for details. In celebration of Asian American and Pacific Islander Heritage Month (AAPI), the Library District has an online challenge for all ages with special events, curated booklists, and book displays at our libraries. Visit our website or social media platforms for more details and to register. To celebrate all the moms and motherly figures in our lives, SCCLD has many cookbooks, craft ideas and resources to make her Mother’s Day a special one. Mental Health Awareness Month May is also a time to talk about issues around mental health. From anxiety to depression, mood disorders to addiction, there are many challenges that people face in their lives. The Library is a place to find information and access to resources, such as from our County Department of Behavioral Health Services. We also provide access to computers, where patrons can read about organizations like the National Alliance on Mental Illness and Bring Change to Mind. The Library also offers free access to the mindfulness and meditation app Headspace, which offers a number of calming exercises to help relax the mind and improve focus. Our librarians have created several booklists around mental health topics featuring resources in our collection. These include Handling Anxiety; Dealing with Depression; and Teen Issues: Understanding Suicide and Self Harm. 7 Serving the unincorporated areas of Santa Clara County and the cities of Campbell | Cupertino | Gilroy | Los Altos | Los Altos Hills | Milpitas | Monte Sereno | Morgan Hill | Saratoga Summer Reading signups, Beanstack Summer Reading starts on June 1, but you can get an early start by signing up on our website. If you already have a Beanstack account for yourself or your child, simply register for the new Summer 2022 program. You can also download Beanstack for your iPhone or Android device. South County Park Daypacks Through a grant offered by the California State Library, SCCLD is offering a limited number of free day-use parking passes to select California State Parks. This is a great opportunity to enjoy the natural majesty of the Golden State. While there is a lengthy waiting list, if you are interested, put your name in now and plan for the future. Morgan Hill and Gilroy libraries are also lending backbacks with parking passes, maps and other information about Santa Clara County parks. Patrons can check one out at the Morgan Hill or Gilroy Library, as supplies allow. With Great Outdoors Month coming in June, Parks and Recreation Month in July, and our Summer Reading theme of Read Beyond the Beaten Path, the Library is there to help everyone enjoy nature. Digital Coaching Classes in Milpitas and Gilroy Do you know someone who would benefit from help with using computers? SCCLD libraries are partnering with Community Tech Networks to offer unique, on-site digital literacy training for those who need a bit of help with technology. Librarians at Milpitas and Gilroy libraries can enroll individuals for free 45-minute training sessions using Library computers. Tutors are available in English, Spanish, and Mandarin. Participants can get help logging online, using productivity tools like Microsoft Office, navigating the internet, and other computer-related tasks. 8 Serving the unincorporated areas of Santa Clara County and the cities of Campbell | Cupertino | Gilroy | Los Altos | Los Altos Hills | Milpitas | Monte Sereno | Morgan Hill | Saratoga Unveiling of Cupertino Library Expansion The Cupertino Expansion Project was officially unveiled on Friday, April 29. An additional 5,600 square feet has been added to the busy library above the previously one floor Children’s area. Patrons can now enjoy new 140- seat capacity presentation spaces, on both the first and second floors, which can also be divided and used for multiple programs simultaneously. The new design for this southern wing of the library will soon provide access to a revamped courtyard, which will connect to the Memorial Grove. This creates a true heart of the library, where visitors can commune with nature and appreciate the beauty of the surrounding area. With the additional space, Cupertino is now just under 60,000 square feet, making it one of the largest libraries in the District. National Small Business Week The first week of May is National Small Business Week. The Library District is partnering with SCORE Silicon Valley to offer three online courses this month to help those who are thinking about or have started a small business. Online registration required. • Friday, May 13, 10 am. Should I Start a Small Business? You have an idea for your own business. Now what? Could it work in the real world, or do you need to retool your idea first? Learn the fundamentals of what it means before you start your own business. • Tuesday, May 17, 11:30 am. Understanding credit and how to improve your credit score. Good credit is important to both your personal and business needs. Lenders can look at how you have handled your past obligations. Many business owners have had credit issues because of the pandemic. This one (1) hour presentation covers aspects of becoming an educated credit user. • Thursday, May 19, 12 pm. Using Google My Business to boost your SEO. Whether you're just getting started with Google My Business (GMB) or you have claimed your business, we'll explore some ways to use this free and easy tool to give your SEO a jumpstart and bring in new customers and clients. Our plan will describe where the library will be focusing over the next several years, and we want to be sure we reflect the community's priorities and expectations in the plan. SCCLD is offering four 90-minute virtual town halls for community members to share their thoughts and input. As a result, many preventable diseases go untreated due to a reluctance to do routine health screenings. Advocates for men’s health have chosen June as the month to encourage everyone to talk about health topics that particularly affect men, such as heart disease and prostate cancer. Those who wish to draw attention to these concerns wear blue the Friday before Father’s Day, June 17 this year. There are many resources available around men’s health issues, including national nonprofits like the Men’s Health Network and Movember. The Library has a number of titles around men’s health, including magazines, journals, and books. The 24/7 Online Library’s Health & Wellness section has many to explore. Teen Bookmark Contest Youth ages 12 – 18 are invited to submit a design for their most creative bookmarks. Entry forms can be found at all of our libraries or submit online by July 31. Winning designs will be shared at our libraries. Do you know someone who is artistic who might be interested? We encourage creativity and out of the box thinking! Herstory 2 Exhibit Comes to Milpitas Library The Herstory 2 exhibit is now on display at Milpitas Library. Based on the works by Dr. Chang C. Chen, Herstory 2: the Legal History of Chinese American Women focuses on the fight for rights by Chinese American women in the U.S. Supreme Court and State Supreme Courts. The book discusses landmark cases from 1912-2020, and covers topics including racial discrimination, sexual discrimination, and gender inequality. The exhibit offers a rare look at the stories of the women behind the evolution of law that affects the rights of all of us. It will be on display until August 28. Every June, people celebrate the impact and contributions of the LGBTQ+ community with parades, commemorations and more. Many SCCLD libraries have book displays on LGBTQ+ topics. Librarians also have created topical booklists, like this one on recent adult fiction. To learn more about the LGBTQ+ community and upcoming events throughout Santa Clara County, visit the official Office of LGBTQ Affairs website. Election Time is Here - State Primary Election The State Primary Election is on Tuesday, June 7, and SCCLD libraries will be playing a major role. All of our libraries are offering 24-hour ballot drop- off boxes with two exceptions: Cupertino has a drop-off spot at nearby City Hall and the Campbell Express has a box by the Campbell Avenue parking lot. There are dozens of other drop-off sites. Registered County voters should have all received their mail in ballots by now. If anyone has not, they can phone the Registrar of Voters toll free at 866-430-8683 or request a duplicate ballot online. With our success in Membership and overall fundraising, we approved a $150,000 grant to the Saratoga library for the fiscal year 2021- 2022 which is up from our historical level of $141,000. Note, though, $41,000 is actually a rollover from last year’s grant so we will only use $109,000 of this years’ funds.  Overall, the Friends had a very successful fundraising year, with Membership Income well above expectations and retail sales likely to be close to expectations. Member donations are over $50,000 (versus budget of $35,000) and corporate matching over $7,000 which was double our expectations. We continue to do well on e-Bay and at our Café.  We will hold the June 22 General Meeting in person at the Library Community Center. Members will vote on the proposed slate for the 2022-23 Friends of the Saratoga Libraries Board. This will be my last year as President, but we have some exciting new board members joining what is already a very strong team so I am looking forward to this coming year. Kristin, Jennifer, and I went out there with a big truck and cars and took our fill which was still only a small percentage of their inventory, but gave us lots to sell. Respectfully submitted, David Guidry President, Friends of the Saratoga Libraries 35 Library & Community Engagement Commission June 13, 2022 CITY OF SARATOGA Memorandum To: Library & Community Engagement Commission From: Crystal Bothelio, Assistant City Manager Date: June 13, 2022 Subject: Commission Report City of Saratoga Virtual Brown Act Meetings On October 20, 2021 the City Council adopted a Resolution that enabled the City Council and all Brown Act bodies of the City to continue to meet remotely in accordance with AB 361. This state law allows cities to meet remotely based on a state of emergency proclaimed by the Governor when the city determines that either: 1) state or local public health officials have required or recommend social distancing; or 2) the emergency continues to directly impact the ability to meet safely in person. On March 2, 2022 the City Council voted to continue virtual meetings for all of the City’s Brown Act bodies and to continue bringing this item for approval until further notice. Pursuant to AB 361, staff must bring this item back to the City Council every 30 days. The City Council may reaffirm that meetings should be conducted virtually due to either social distancing requirements or guidance from a state or local public health official or a state of emergency that impacts the ability for meetings to be conducted safely in person; and/or provide direction to staff to resume in -person meetings. Findings for virtual meetings are scheduled for reaffirmation on June 15, 2022. Commission Recruitments The City of Saratoga needs knowledgeable and talented residents to advise the City Council on a wide range of subjects that impact the community. The City is currently seeking volunteers to serve on the Youth Commission, Public Art Commission, and Library and Community Engagement Commission. The recruitment for Library and Community Engagement Commission includes Commissioner Cristina Meiser’s position, who is eligible for reappointment, and the position previously reserved for the Monte Sereno nominee that has now been opened to Saratoga applicants. Spaces are very limited, register by July 7 at www.saratoga.ca.us/yig Initial Draft of Housing Element Available for Public Review The initial draft of the City’s 2023-2031 Housing Element is now available for public review on the City website. California jurisdictions are required by the State to update their Housing Element, a blueprint for future housing development, every 8 years to plan for projected housing needs. The draft Housing Element for the City of Saratoga would allow for over 1,700 new homes to be built in Saratoga between 2023 and 2031 based on State housing projections. A public comment period on the initial draft is required before the City can submit the Housing Element to the California Department of Housing and Community Development (HCD) for preliminary review. An updated draft along with the Environmental Impact Report will both be available for public comment in late fall/early spring 2022. Once the draft Housing Element has been updated to address HCD comments, Planning Commission and City Council hearings will be scheduled for final review and adoption. Due to Brown Act limitations, Commissioners assigned to a subcommittee on a specific work plan may only discuss that work plan item at an agendized meeting with their fellow members. Staff will support committees be initiating scheduling of meetings, preparing and posting agendas as required by the Brown Act, and preparing committee meeting minutes. Additionally, staff will provide information and guidance to committees to help them develop their recommendations. RESPONSIBILITIES, DUTIES, & RELATIONSHIPS Adopted via Resolution 20-055 Responsibilities The Library & Community Engagement Commission shall serve as an advisory and liaison body. Its basic responsibilities shall include the following: 1. Provide counsel and recommendations on Library policies, budgets, plans and procedures to the Saratoga City Council and the Santa Clara County Library. Identify and bring to the attention of the City Council, the City staff, and the Santa Clara County Library staff (as appropriate) current and prospective issues and questions relating to Library policies and activities. 2. Provide counsel and recommendations to the Saratoga City Council on increasing public engagement in City government, supporting cultural and artistic programs in the community, and fostering a stronger, more inclusive community. 3. As directed by the City Council, evaluate and assess community concerns, support City engagement programs, and perform such other activities as may be directed by the Saratoga City Council. Duties In carrying out its basic responsibilities, the Library & Community Engagement Commission shall perform the following duties: 1. Hold formal meetings as required (see preceding Section on "Administration”). 2. Maintain communications with the City Council, City staff, Santa Clara County Library staff, and the Saratoga Community Librarian. 3. Serve in an advisory capacity on major engagement initiatives or policies to help create a more inclusive and engaged community, including providing support in 45 Library & Community Engagement Commission Agenda Planner – June 2022 Page 5 identifying and connecting with different groups in the community (such as other governmental, educational, and non-profit organizations). 4. Work with and engage "Friends of the Saratoga Libraries", the Saratoga Teen Advisory Board, and other support groups as may be desirable concerning the Library. Relationships 1. The Library & Community Engagement Commission shall report to and be responsible to the Saratoga City Council. The City Manager is authorized to appoint a City staff member to serve as a liaison representative between the Council, staff and the Library & Community Engagement Commission on administrative matters. 2. The Library & Community Engagement Commission shall have no administrative authority over Library or City operations, activities, or staff. 3. The Library Commission & Community Engagement shall have authority to call meetings, conduct hearings, perform analysis, and make contacts with various interested parties in carrying out its basic responsibilities. 46
