Teleconference/Public Participation Information to Mitigate the Spread of COVID‐19
This meeting will be held entirely by teleconference. All members of the Commission and
staff will only participate via the Zoom platform using the process described below. The
meeting is being conducted pursuant to recent amendments to the teleconference rules
required by the Ralph M. Brown Act allowing teleconferencing during a proclaimed state of
emergency when local official have recommended social distancing. The purpose of the
amendments is to provide the safest environment for the public, elected off icials, and staff
while allowing for continued operation of the government and public participation during
the COVID-19 pandemic.

Recommended Action:

Ahana Chakraborty and Ayushi Chakraborty from the Saratoga Library Teen Advisory
Board reported on recent activities and upcoming events, including College Day, Trade
and Talk, SED Talks with the Saratoga Youth Commission, and Coffeehouse.
2. Allocation of Community Event Grant Program FY 2022/23 Funds
Recommended Action:
Review the competitive Community Event Grant Program applications for Fiscal Year
2022/23 and provide a recommendation including recipients and funding allocations for
City Council consideration.
Kayla Nakamoto, Administrative Analyst, provided a report on the Community Event
Grant Program.
Judy spoke on behalf of the application for Community Art Exhibition of Winning Artworks
of a children’s art contest themed as “Peace Love Unity.”

Crystal Bothelio, Assistant City Manager, provided an update on virtual meetings,
Commission recruitments, Arbor Day, Safe Routes to School, COVID-19 testing, and
Silicon Valley Clean Energy’s teen film competition.

Commissioner Gulino commented on the growing popularity wearables.

Chair Lewis shared that he may request a different start time for the June 13 meeting, if that
would work well for the rest of the Commission.
Commissioner Gulino discussed travel plans near the next meeting.
The Commission agreed to discuss implementation of the work plan, including possible
subcommittee assignments, at the next meeting.

Library Stakeholder Report

May Brings More Reasons to Visit SCCLD
May is a busy time of year at SCCLD with in-person
events for all ages at our libraries. Patrons can attend
everything from storytime to ESL, participate in crafts,
hear from speakers, and much more. Check out our
events page or the monthly calendar for details.
In celebration of Asian American and Pacific Islander
Heritage Month (AAPI), the Library District has an online challenge for all ages with special events,
curated booklists, and book displays at our libraries. Visit our website or social media platforms for more
details and to register.
To celebrate all the moms and motherly figures in our lives, SCCLD has many cookbooks, craft ideas
and resources to make her Mother’s Day a special one.
Mental Health Awareness Month
May is also a time to talk about issues around mental health.
From anxiety to depression, mood disorders to addiction,
there are many challenges that people face in their lives. The
Library is a place to find information and access to resources,
such as from our County Department of Behavioral Health
Services. We also provide access to computers, where
patrons can read about organizations like the National
Alliance on Mental Illness and Bring Change to Mind. The
Library also offers free access to the mindfulness and meditation app Headspace, which offers a
number of calming exercises to help relax the mind and improve focus.
Our librarians have created several booklists around mental health topics featuring resources in our
collection. These include Handling Anxiety; Dealing with Depression; and Teen Issues: Understanding
Suicide and Self Harm.

Summer Reading signups, Beanstack
Summer Reading starts on June 1, but you can get an
early start by signing up on our website. If you already
have a Beanstack account for yourself or your child,
simply register for the new Summer 2022 program. You
can also download Beanstack for your iPhone or Android
device.
South County Park Daypacks
Through a grant offered by the California State Library, SCCLD is offering a
limited number of free day-use parking passes to select California State
Parks. This is a great opportunity to enjoy the natural majesty of the Golden
State. While there is a lengthy waiting list, if you are interested, put your
name in now and plan for the future.
Morgan Hill and Gilroy libraries are also lending backbacks with parking
passes, maps and other information about Santa Clara County parks.
Patrons can check one out at the Morgan Hill or Gilroy Library, as supplies
allow. With Great Outdoors Month coming in June, Parks and Recreation
Month in July, and our Summer Reading theme of Read Beyond the
Beaten Path, the Library is there to help everyone enjoy nature.
Digital Coaching Classes in Milpitas and Gilroy
Do you know someone who would benefit from help with using
computers? SCCLD libraries are partnering with Community Tech
Networks to offer unique, on-site digital literacy training for those
who need a bit of help with technology. Librarians at Milpitas and
Gilroy libraries can enroll individuals for free 45-minute training
sessions using Library computers. Tutors are available in English,
Spanish, and Mandarin.
Participants can get help logging online, using productivity tools like
Microsoft Office, navigating the internet, and other computer-related
tasks.

Unveiling of Cupertino
Library Expansion
The Cupertino Expansion Project was
officially unveiled on Friday, April 29.
An additional 5,600 square feet has
been added to the busy library above
the previously one floor Children’s
area. Patrons can now enjoy new 140-
seat capacity presentation spaces, on
both the first and second floors, which can also be divided and used for multiple programs
simultaneously.
The new design for this southern wing of the library will soon provide access to a revamped courtyard,
which will connect to the Memorial Grove. This creates a true heart of the library, where visitors can
commune with nature and appreciate the beauty of the surrounding area. With the additional space,
Cupertino is now just under 60,000 square feet, making it one of the largest libraries in the District.
National Small Business Week
The first week of May is National Small
Business Week. The Library District is
partnering with SCORE Silicon Valley to offer
three online courses this month to help those
who are thinking about or have started a small
business. Online registration required.
• Friday, May 13, 10 am. Should I Start a Small Business? You have an idea for your own business.
Now what? Could it work in the real world, or do you need to retool your idea first? Learn the
fundamentals of what it means before you start your own business.
• Tuesday, May 17, 11:30 am. Understanding credit and how to improve your credit score. Good
credit is important to both your personal and business needs. Lenders can look at how you have
handled your past obligations. Many business owners have had credit issues because of the
pandemic. This one (1) hour presentation covers aspects of becoming an educated credit user.
• Thursday, May 19, 12 pm. Using Google My Business to boost your SEO. Whether you're just
getting started with Google My Business (GMB) or you have claimed your business, we'll explore
some ways to use this free and easy tool to give your SEO a jumpstart and bring in new customers
and clients.

Virtual Town Halls on SCCLD Strategic Plan
As the Santa Clara County Library District develops its new strategic plan,
it is essential that we hear from our community members. Our plan will
describe where the library will be focusing over the next several years,
and we want to be sure we reflect the community's priorities and
expectations in the plan.
SCCLD is offering four 90-minute virtual town halls for community
members to share their thoughts and input. These town halls are scheduled for:
• Wednesday, May 4 at 9 am, Zoom registration link
• Wednesday, May 4 at 6 pm, Zoom registration link
• Thursday, May 5 at 6 pm, Zoom registration link
• Saturday, May 7 at 10 am, Zoom registration link
Registration is required. This is an opportunity to share your thoughts with the Library District and your fellow
residents. There is no pre-work necessary to participate. Please feel free to share the town hall dates with
friends and neighbors, inviting them to take part.
If you have already taken the survey, you are more than welcome to take part in the community town halls as
well. For those who have not taken the survey yet, it only takes a few minutes to complete.
The survey is available in English, Spanish, Vietnamese, and Chinese (Simplified and Traditional).

Summer Reading is Here; Take a Book With you Off the Beaten Path
June is the month for Camping and the Great Outdoors. Here in the Bay Area, it’s a great time to enjoy
our natural surroundings, be it at a local green space, state park, or just our own yards and
neighborhoods. June 1-July 31 is also the time for our communities to join us at the Library for Summer
Reading activities, including reading challenges with prizes, special events, and more.
From now until the end of July, you can find programs, events, and fun activities taking place at SCCLD
libraries for kids, teens and adults. Read 5 books, complete an activity and collect an award starting

Men’s Health Month
Typically, men are less inclined to seek
medical attention for their personal health. As
a result, many preventable diseases go
untreated due to a reluctance to do routine
health screenings.
Advocates for men’s health have chosen June
as the month to encourage everyone to talk about health topics that particularly affect men, such as
heart disease and prostate cancer. Those who wish to draw attention to these concerns wear blue the
Friday before Father’s Day, June 17 this year.
There are many resources available around men’s health issues, including national nonprofits like the
Men’s Health Network and Movember. The Library has a number of titles around men’s health, including
magazines, journals, and books. The 24/7 Online Library’s Health & Wellness section has many to
explore.
Teen Bookmark Contest
Youth ages 12 – 18 are invited to submit a design for their most
creative bookmarks. Entry forms can be found at all of our
libraries or submit online by July 31. Winning designs will be
shared at our libraries. Do you know someone who is artistic
who might be interested? We encourage creativity and out of
the box thinking!
Herstory 2 Exhibit Comes to Milpitas Library
The Herstory 2 exhibit is now on display at Milpitas Library.
Based on the works by Dr. Chang C. Chen, Herstory 2: the
Legal History of Chinese American Women focuses on the
fight for rights by Chinese American women in the U.S.
Supreme Court and State Supreme Courts. The book
discusses landmark cases from 1912-2020, and covers topics
including racial discrimination, sexual discrimination, and
gender inequality.
The exhibit offers a rare look at the stories of the women behind the evolution of law that affects the
rights of all of us. It will be on display until August 28. We also invite you to an upcoming event with Dr.
Chen at Milpitas Library on Saturday, June 18 from 1:30-3 pm.

Marking LGBTQ+ Pride Month
Pride Month is a month-long celebration that honors the
1969 Stonewall uprising in New York. Every June, people
celebrate the impact and contributions of the LGBTQ+
community with parades, commemorations and more. Many
SCCLD libraries have book displays on LGBTQ+ topics.
Librarians also have created topical booklists, like this one
on recent adult fiction.
To learn more about the LGBTQ+ community and upcoming events throughout Santa Clara County, visit
the official Office of LGBTQ Affairs website.
Election Time is Here - State Primary Election
The State Primary Election is on Tuesday, June 7, and SCCLD libraries will
be playing a major role. All of our libraries are offering 24-hour ballot drop-
off boxes with two exceptions: Cupertino has a drop-off spot at nearby
City Hall and the Campbell Express has a box by the Campbell Avenue
parking lot. There are dozens of other drop-off sites.
Registered County voters should have all received their mail in ballots
by now. If anyone has not, they can phone the Registrar of Voters toll
free at 866-430-8683 or request a duplicate ballot online. Voters can
also go to the County Registrar of Voters building to vote in person from
May 9 through Election Day, or one of the many Voting Centers across the
County from May 28 until June 6, including Milpitas and Saratoga libraries.

Happy Independence Day; Summertime is in Full Swing
Summer is officially here and the library has a lot cooking, including our second month of Summer
Reading (article following). The 4th of July is about independence and the Library provides its patrons
with the freedom to access our materials in multiple formats, both digital and physical. Our libraries are
closed on the 4th then will be open on Tuesday, July 5, and our online library is available to you
24/7/365.
Looking for something good to read? We have excellent book lists compiled by our talented librarians
and organized by subject for both fiction and nonfiction titles. Planning on having a Summer cookout?
Check out this one on how to make the best BBQ. We also have a diverse selection of streamable TV
shows and movies, plus eBooks and Audiobooks for all ages.

Lunch at the Library in South County
SCCLD is teaming up with Second Harvest of Silicon
Valley and the YMCA to provide free meals at Morgan Hill
and Gilroy libraries this summer for children 0 to 18 years
of age and their accompanying grown ups. Two meals,
breakfast and a lunch, will be provided in each Grab & Go
kit. Supplies are limited and available on a first-come,
first-served basis.

As a special treat for children visiting these libraries during Lunch at the Library, the Bay Area Discovery
Museum’s Try It Truck will be making two special appearances on July 12 in Gilroy and July 27 in
Morgan Hill. The truck offers fun, hands-on stations designed for kids in grades preK-5 where they can
build creative problem solving skills around various STEAM topics.
Helping Homebound Patrons Access Library Items
Do you know anyone who is unable to physically visit one of our
libraries and would like to have library materials delivered to them?
Our BookDash home delivery service has recently been expanded
to cover the entire SCCLD District, including unincorporated
County.
This free service is available to patrons with temporary or long-term
illnesses, injuries, medical conditions, disabilities, or other impairments. Those who are
immunocompromised, expectant mothers having difficult pregnancies, new mothers who are still
recovering, and those without transportation are also eligible.
To apply, patrons can either sign up online at sccld.org/bookdash or call (408) 883-6959 from Monday
to Friday, 8:30 a.m. to 5 p.m. Deliveries are contactless. Library staff will schedule a window for delivery.

FSL President's Report for Library and Community Engagement Commission June 2022
We held our April and May board meetings via Zoom. With our success in Membership and
overall fundraising, we approved a $150,000 grant to the Saratoga library for the fiscal year 2021-
2022 which is up from our historical level of $141,000. Note, though, $41,000 is actually a rollover
from last year’s grant so we will only use $109,000 of this years’ funds.
Overall, the Friends had a very successful fundraising year, with Membership Income well above
expectations and retail sales likely to be close to expectations. Member donations are over
$50,000 (versus budget of $35,000) and corporate matching over $7,000 which was double our
expectations. We continue to do well on e-Bay and at our Café.
We will hold the June 22 General Meeting in person at the Library Community Center. Members
will vote on the proposed slate for the 2022-23 Friends of the Saratoga Libraries Board. This will
be my last year as President, but we have some exciting new board members joining what is
already a very strong team so I am looking forward to this coming year.

The Publicity committee continues its hard work with another round of Blind Date with a Book and
new issue of Shop-with-Us newsletter planned for this summer. We are also now very active at all
city events, plus had a successful Kinder Walk this year.
We had a good Paperback Sale in April and are back inside for two days. A large used book store
recently closed in Gilroy and offered us lots of free books. Kristin, Jennifer, and I went out there
with a big truck and cars and took our fill which was still only a small percentage of their inventory,
but gave us lots to sell.

City of Saratoga Virtual Brown Act Meetings
On October 20, 2021 the City Council adopted a Resolution that enabled the City Council and
all Brown Act bodies of the City to continue to meet remotely in accordance with AB 361. This
state law allows cities to meet remotely based on a state of emergency proclaimed by the
Governor when the city determines that either: 1) state or local public health officials have
required or recommend social distancing; or 2) the emergency continues to directly impact
the ability to meet safely in person. On March 2, 2022 the City Council voted to continue
virtual meetings for all of the City’s Brown Act bodies and to continue bringing this item for
approval until further notice. Pursuant to AB 361, staff must bring this item back to the City
Council every 30 days. Findings for virtual meetings are scheduled for reaffirmation on July
20, 2022.
Commission Recruitments
The City of Saratoga needs knowledgeable and talented residents to advise the City Council
on a wide range of subjects that impact the community. The City is accepting applications for
the Public Art Commission, Library and Community Engagement Commission , Parks and
Recreation Commission, and Traffic Safety Commission . The recruitment for Library and
Community Engagement Commission includes Commissioner Cristina Meiser’s positio n,
who is eligible for reappointment, and the position previously reserved for the Monte Sereno
nominee that has now been opened to Saratoga applicants. Visit the City website at

Summer Movie Nights
Mark your calendars for free, family-friendly movie nights in El Quito Park (12855 Paseo
Presada) every third Friday this summer! Movies will be played at sundown, but come early
to grab a good spot and visit resource tables hosted by community partners. The July 15
movie night will feature Luca and the August 19 event will feature Frozen Sing-a-Long.

2022 City Council Election
This November, Saratoga voters will be asked to select 3 candidates to serve on the City
Council, each elected at-large for a term of four-years. To run for City Council, a candidate
must be 18 years and older, a resident of Saratoga, and registered to vote within City limits.
Every election begins with a “nomination period.” Nomination packets, consisting of
information related to running for office and the required forms, are issued to potential
candidates by the City Clerk during the nomination period. The nomination period for the
November 8, 2022 General Municipal Election begins July 18, 2022 and ends at 5:00 p.m. on
August 12, 2022. Additional information about the upcoming election is available on the City

Subcommittees may be comprised of 1 to 2 Commissioners and would be subject to the
Brown Act. Due to Brown Act limitations, Commissioners assigned to a subcommittee on a

Staff will support committees be initiating scheduling of meetings, preparing and posting
agendas as required by the Brown Act, and preparing committee meeting minutes.
Additionally, staff will provide information and guidance to committees to help them develop
their recommendations.
Commission Action
If the Commission would like to proceed with the proposed work plan implementation plan,
staff recommends that the Commission do the following:
• Move to proceed with the work plan implementation plan as proposed by staff or
amended by the Commission
• If desired, move to appoint 1 to 2 Commissioners to serve on subcommittees for each
work plan item and direct subcommittees to work with staff to coordinate meetings
outside of the Commission’s regular meeting schedule to prepare recommendations
to be considered by the Commission based on the schedule approved by the
Commission
Fiscal Year 2022/23 Work Plan
1. Community Event Grant Program
For many years, the City has funded a Community Event Grant Program. This program
includes a fixed allocation of funds to support traditional community events, such as the
Blossom Festival and July 4 Celebration, as well as competitive funds that other event
organizers can apply for. Per the direction of the Council, the Commission will review
qualified applications for competitive funding and make funding recommendations to
the City Council.
2. Celebrate Saratoga’s Diversity
Review current efforts in Saratoga to celebrate diversity to identify oppor tunities and
then work with Saratoga Library or other community organizations to develop diverse
and inclusive programs or activities.
3. Parent/Student Collaboration
Identify opportunities for parent and/or student collaboration, such as support for
Project Cornerstone, engagement with West Valley College, or partnering with Saratoga
Youth Commission and Saratoga Library Teen Advisory Board to develop a program
geared towards students and parents.

4. Good Neighbor Day
Plan a Good Neighbor Day community building effort, such as an outreach campaign to
be shared through the City’s social media accounts, to be conducted in coordination with
recognition of Good Neighbor Day in September 2022.
5. Saratoga Library and Library District Surveys (Ongoing)
The Saratoga Library and Santa Clara County Library District periodically conduct patron
surveys. The Commission would provide input on questions, where appropriate, and
review the results of library patron surveys to provide recommendations on
opportunities to enhance services and programs.
6. Serve as Saratoga Library Ambassador (Ongoing)
Attend and volunteer for Saratoga Library events, share information about programs and
resources with friends and family in the community, encourage friends and family to
obtain a library card, provide Saratoga Library staff with insights that can help shape
Library services or programs, and attend the Santa Clara County Library District’s Annual
Library Forum as well as Library District Joint Powers Authority meetings, when
appropriate.
7. Serve as City of Saratoga Ambassador (Ongoing)
Attend and volunteer for City of Saratoga events, share information about City efforts
and activities with friends and family in the community, encourage friends and family to
engage with the City, encourage fellow residents to serve on a City Commission, and
provide City staff with insights about community concerns or interests to help shape City
outreach and engagement efforts.

LIBRARY & COMMUNITY ENGAGEMENT COMMISSION WORK PLAN
Fiscal Year 2022/23, Approved March 28, 2022
1. Community Event Grant Program
For many years, the City has funded a Community Event Grant Program. This program
includes a fixed allocation of funds to support traditional community events, such as the
Blossom Festival and July 4 Celebration, as well as competitive funds that other event
organizers can apply for. Per the direction of the Council, the Commission will review
qualified applications for competitive funding and make funding recommendations to
the City Council.
2. Celebrate Saratoga’s Diversity
Review current efforts in Saratoga to celebrate diversity to identify opportunities and
then work with Saratoga Library or other community organizations to develop diverse
and inclusive programs or activities.
3. Parent/Student Collaboration
Identify opportunities for parent and/or student collaboration, such as support for
Project Cornerstone, engagement with West Valley College, or partnering with Saratoga
Youth Commission and Saratoga Library Teen Advisory Board to develop a program
geared towards students and parents.
4. Good Neighbor Day
Plan a Good Neighbor Day community building effort, such as an outreach campaign to
be shared through the City’s social media accounts, to be conducted in coordination with
recognition of Good Neighbor Day in September 2022.

5. Saratoga Library and Library District Surveys (Ongoing)
The Saratoga Library and Santa Clara County Library District periodically conduct patron
surveys. The Commission would provide input on questions, where appropriate, and
review the results of library patron surveys to provide recommendations on
opportunities to enhance services and programs.
6. Serve as Saratoga Library Ambassador (Ongoing)
Attend and volunteer for Saratoga Library events, share information about programs and
resources with friends and family in the community, encourage friends and family to
obtain a library card, provide Saratoga Library staff with insights that can help shape
Library services or programs, and attend the Santa Clara County Library District’s Annual
Library Forum as well as Library District Joint Powers Authority meetings, when
appropriate.
7. Serve as City of Saratoga Ambassador (Ongoing)
Attend and volunteer for City of Saratoga events, share information about City efforts
and activities with friends and family in the community, encourage friends and family to
engage with the City, encourage fellow residents to serve on a City Commission, and
provide City staff with insights about community concerns or interests to help shape City
outreach and engagement efforts.
RESPONSIBILITIES, DUTIES, & RELATIONSHIPS

Responsibilities
The Library & Community Engagement Commission shall serve as an advisory and liaison
body. Its basic responsibilities shall include the following:
1. Provide counsel and recommendations on Library policies, budgets, plans and
procedures to the Saratoga City Council and the Santa Clara County Library. Identify
and bring to the attention of the City Council, the City staff, and the Santa Clara County
Library staff (as appropriate) current and prospective issues and questions relating to
Library policies and activities.
2. Provide counsel and recommendations to the Saratoga City Council on increasing
public engagement in City government, supporting cultural and artistic programs in
the community, and fostering a stronger, more inclusive community.
3. As directed by the City Council, evaluate and assess community concerns, support
City engagement programs, and perform such other activities as may be directed by
the Saratoga City Council.

Duties
In carrying out its basic responsibilities, the Library & Community Engagement Commission
shall perform the following duties:
1. Hold formal meetings as required (see preceding Section on "Administration”).
2. Maintain communications with the City Council, City staff, Santa Clara County Library
staff, and the Saratoga Community Librarian.
3. Serve in an advisory capacity on major engagement initiatives or policies to help
create a more inclusive and engaged community, including providing support in
identifying and connecting with different groups in the community (such as other
governmental, educational, and non-profit organizations).
4. Maintain within the Commission a continuity of knowledge of Library operations and
City community engagement policies and strategies.
5. Keep generally informed on technical developments that could have a bearing on the
Library's policies or strategies.
6. Provide support and/or advice on events related to the Library and City.
7. Work with and engage "Friends of the Saratoga Libraries", the Saratoga Teen Advisory
Board, and other support groups as may be desirable concerning the Library.
Relationships
1. The Library & Community Engagement Commission shall report to and be
responsible to the Saratoga City Council. The City Manager is authorized to appoint a
City staff member to serve as a liaison representative between the Council, staff and
the Library & Community Engagement Commission on administrative matters.
2. The Library & Community Engagement Commission shall have no administrative
authority over Library or City operations, activities, or staff.
3. The Library Commission & Community Engagement shall have authority to call
meetings, conduct hearings, perform analysis, and make contacts with various
interested parties in carrying out its basic responsibilities.
