Teleconference/Public Participation Information to Mitigate the Spread of COVID‐19
This meeting will be held entirely by teleconference. All members of the Commission and
staff will only participate via the Zoom platform using the process described below. The
meeting is being conducted pursuant to recent amendments to the teleconference rules
required by the Ralph M. Brown Act allowing teleconferencing during a proclaimed state of
emergency when local official have recommended social distancing. The purpose of the
amendments is to provide the safest environment for the public, elected off icials, and staff
while allowing for continued operation of the government and public participation during
the COVID-19 pandemic.

Library Stakeholder Report

The Library is the Place for Kids to Play this Month
Looking for a cool place to relax with your kids where they can learn and have fun? SCCLD is rolling out
brand new Burgeon play walls at all of its libraries starting this month. Play tables and toys will also
return to the library for the little ones to enjoy, in addition to our regular storybooks, grade appropriate
readers, and family friendly videos. Check out our Events Calendar for Children’s programming,
including storytimes. Looking for online activities? Try out our Kids’ Online Games selection, including
ABCmouse and CodeCombat, which teaches kids computer coding through a fantasy game format.
Let the Library Help with Your Back to School Plan
School is around the corner and the Library District is here to help
get your students ready. Our 24/7 Online Library has a Kids’ page
or Teens’ page with access to great resources like tutoring through
Brainfuse, homework help with LearningExpress, online resources
from Scholastic, encyclopedias and bios about historic figures,
learning languages through Rosetta Stone, researching journal
articles, and much more. Kids have access to their own OverDrive
collection for eBooks and eMagazines. Our librarians also have
suggested books for each grade.
Students at schools within our services area also automatically receive a digital library membership, or
“eAccount” with their own web portal.
SCCLD also supports parents and caregivers of little ones with the 1000 books before 6 and earn
prizes! Our talented children’s librarians offer book lists, tips, logs and more.

Improving Connections to Community
Services
In an effort to better connect patrons with key services, the
Library District has created a new Community Outreach
Specialist position. Splitting time between Milpitas Library and
the Ochoa Migrant Center in Gilroy, the position will help to
proactively assist patrons with finding a variety of resources
offered by nonprofits and government agencies ranging from
employment to housing, healthcare to food access.
21st Century libraries offer much more than just access to information. They actively engage in the
community and assist where possible to help improve the lives of residents. SCCLD partnerships with
community services such as the Ochoa Migrant Center, BookDash home delivery, free lunch programs,
and community outreach by our library staff are great examples of this commitment. The Community
Outreach Specialist allows the library to be even more specialized in assisting patrons to achieve their

Try it Truck Visits South County Libraries
South County kids were delighted to experience the Bay
Area Discovery Museum’s Try it Truck on July 12 (Gilroy
Library, pictured) and 27 (Morgan Hill Library). Following
its motto of “Think, Make, Try,” visitors were invited to try
their hand at a matchbox racecar ramp, creating
parachutes out of coffee filters and pipe cleaners,
deconstructing electronics, and more interactive STEM
(science, technology, engineering and math) activities
that were both fun and informative.
Closing the Book on Summer Reading
We hope that you had a chance to take part in Summer
Reading this year. Thousands of residents of all ages took
part in the Reading Challenge to log in 5 books of any kind
and took part in the dozens of events that our libraries held
virtually and in person.
If you have not already done so, you have until August 15
to log in your reading on Beanstack. For those who have
completed the challenge, drop by any SCCLD library to
collect your prize during regular hours. Thanks for Reading

Summer Reading Wrap-up:
After 2 years or virtual or hybrid summer reading we returned to more in-person programming for summer 2022.
During this time we had an amazing 60 programs, including outreach events, virtual and in person programs. Over
3500 people attended these programs for children, teens and adults. A big thank you to Saratoga Library staff for all
their hard work and to the Friends of the Saratoga Libraries for their support.

New furniture in the Library:
The Friends of the Saratoga Library continues to support adding new furniture. In addition to the new furniture that
was purchased for the teen area, we are also beginning to receive items for the children’s and adult area. New
alphabet tables and chairs for our littlest patrons can now be seen in the children’s space, as well as new benches The
adult area now has new comfortable arm chairs in the both the reading room and in the bestseller area and some
new tables. We are so grateful to have to new and updated furniture to make our library spaces more comfortable,
relevant and accessible.
Upcoming Fall Programs:

storytime on Friday mornings in September)

Adult/Teen programs include:

City of Saratoga Virtual Brown Act Meetings
On October 20, 2021 the City Council adopted a Resolution that enabled the City Council and
all Brown Act bodies of the City to continue to meet remotely in accordance with AB 361. This
state law allows cities to meet remotely based on a state of emergency proclaimed by the
Governor when the city determines that either: 1) state or local public health officials have
required or recommend social distancing; or 2) the emergency continues to directly impact
the ability to meet safely in person. On July 20, 2022 the City Council voted to continue virtual
meetings for all of the City’s Brown Act bodies and to continue bringing this item for approval
until further notice. Pursuant to AB 361, staff must bring this item back to the City Council
every 30 days.
School Safety Forum: August 9
With the start of the school year coming up and in response to recent tragedies, the City of
Saratoga and Santa Clara County Sheriff’s Office will be hosting a School Safety Forum on
Tuesday, August 9 from 7:00 p.m. to 8:00 p.m. in the Joan Pisani Community Center at 19655
Allendale Avenue. The community is invited to attend to learn about the school safety
practices of the Santa Clara County Sheriff’s Office in Saratoga and ask questions. For

Summer Movie Nights
The last Summer Movie Night of the year is coming up on Friday, August 19 at El Quito Park
(12855 Paseo Presada)! This month’s event will feature Frozen Sing-a-Long. The movie begins
at sundown, but come early to grab a good spot and visit resource tables hosted by
community partners.
Saratoga Safety Fair: September 15
Register today for the City of Saratoga Safety Fair on Thursday, September 15 from 6:00 p.m.

Commission Recruitments
The City of Saratoga needs knowledgeable and talented residents to advise the City Council
on a wide range of subjects that impact the community. The City is accepting applications for
the Public Art Commission, Library and Community Engagement Commission , Parks and
Recreation Commission, and Traffic Safety Commission . The recruitment for Library and
Community Engagement Commission includes Commissioner Cristina Meiser’s position,
who is eligible for reappointment, and the position previously reserved for the Monte Sereno
nominee that has now been opened to Saratoga applicants. Visit the City website at

At the July 11, 2022 meeting, the Commission approved an implementation schedule for its
work plan items and formed subcommittees to develop recommendations on
implementation of work plan items. The subcommittee for Good Neighbor Day, which
includes Chair Eric Lewis and Commissioner Bob Gulino, met following the July Commission
meeting to prepare a recommended approach. Their recommendation as well as the
description of the Good Neighbor Day item in the Council approved work plan is below.
Based on the recommendation from the Commission, staff has also provided some draft
outreach messages to help illustrate how the committee’s recommendation might be
implemented.
Good Neighbor Day (Council Approved Work Plan Excerpt)
Plan a Good Neighbor Day community building effort, such as an outreach campaign to be
shared through the City’s social media accounts, to be conducted in coordination with
recognition of Good Neighbor Day in September 2022.
Committee Recommendation
Implement a communications plan through the City’s outreach tools (including social media
and newsletters) to encourage Saratoga residents to build stronger neighborhoods through
weekly outreach messages during the month of September in recognition of Good Neighbor
Day and create a Good Neighbor webpage with a variety of ideas about how to bring
neighbors together.

Good Neighbor Day – September 29
September 29 is Good Neighbor Day. Being part of Neighborhood Watch is one of the
best ways to be a good neighbor and build a vibrant neighborhood. Neighborhood
Watch encourages residents to build relationships with one another, learn about
crime prevention, and work collaboratively to report suspicious activity and reduce
crime. Neighborhood Watch groups can maintain strong connections by getting
together at least once per year and reporting their gathering to stay registered.
Neighborhood Watch groups in Saratoga are very creative when it comes to planning
neighborhood events and activities. Here are some examples of get-togethers that
Saratoga groups have organized:
- Ice cream social in a neighbor’s driveway
- Backyard pool party/barbeque
- Holiday cookie exchange
- Block party in a cul-de-sac
- Saturday morning coffee in a neighbor’s driveway or park
- Personal Emergency Preparedness class taught by County Fire
- Weeknight wine and cheese sampling
- Online meetups
Remember that you can use the annual Neighborhood Watch grant to offset costs

Create a new Neighborhood Watch group or connect with your existing group. Visit

watch builds community and prevents crime.
• Public Safety Visit
Invite the Sheriff’s Office or County Fire to meet with your neighborhood in your
driveway, backyard, or local park to share safety tips.

• Neighborhood Garage Sale
Pick a date for a neighborhood-wide garage sale, invite neighbors to participate, and
place an ad in the paper announcing the Neighborhood Garage Sale.

• Cookie Exchange
Invite neighbors to a party to exchange their favorite homemade cookies. Make sure

At the July 11, 2022 meeting, the Commission approved an implementation schedule for its

which includes Commissioner Cristina Meiser, met following the July Commission meeting to
prepare a recommended approach. The recommendation as well as the description of the

Identify opportunities for parent and/or student collaboration, such as support for Project
Cornerstone, engagement with West Valley College, or partnering with Saratoga Youth
Commission and Saratoga Library Teen Advisory Board to develop a program geared

As an initial action, partner with the Saratoga Library to display information about Project
Cornerstone during the school year, including monthly book selection as well as other books
that support monthly Project Cornerstone themes, and programing or activities that align
with goals of Project Cornerstone.

LIBRARY & COMMUNITY ENGAGEMENT COMMISSION WORK PLAN
Fiscal Year 2022/23, Approved March 28, 2022
1. Community Event Grant Program
For many years, the City has funded a Community Event Grant Program. This program
includes a fixed allocation of funds to support traditional community events, such as the
Blossom Festival and July 4 Celebration, as well as competitive funds that other event
organizers can apply for. Per the direction of the Council, the Commission will review
qualified applications for competitive funding and make funding recommendations to
the City Council.
2. Celebrate Saratoga’s Diversity
Review current efforts in Saratoga to celebrate dive rsity to identify opportunities and
then work with Saratoga Library or other community organizations to develop diverse
and inclusive programs or activities.

3. Parent/Student Collaboration
Identify opportunities for parent and/or student collaboration, such as support for
Project Cornerstone, engagement with West Valley College, or partnering with Saratoga

5. Saratoga Library and Library District Surveys (Ongoing)
The Saratoga Library and Santa Clara County Library District periodically conduct patron
surveys. The Commission would provide input on questions, where appropriate, and
review the results of library patron surveys to provide recommendations on
opportunities to enhance services and programs.
6. Serve as Saratoga Library Ambassador (Ongoing)
Attend and volunteer for Saratoga Library events, share information about programs and
resources with friends and family in the community, encourage friends and family to
obtain a library card, provide Saratoga Library staff with insights that can help shape
Library services or programs, and attend the Santa Clara County Library District’s Annual
Library Forum as well as Library District Joint Powers Authority meetings, when
appropriate.
7. Serve as City of Saratoga Ambassador (Ongoing)
Attend and volunteer for City of Saratoga events, share information about City efforts
and activities with friends and family in the community, encourage friends and family to
engage with the City, encourage fellow residents to serve on a City Commission, and
provide City staff with insights about community concerns or interests to help shape City
outreach and engagement efforts.
RESPONSIBILITIES, DUTIES, & RELATIONSHIPS

Responsibilities
The Library & Community Engagement Commission shall serve as an advisory and liaison
body. Its basic responsibilities shall include the following:
1. Provide counsel and recommendations on Library policies, budgets, plans and
procedures to the Saratoga City Council and the Santa Clara County Library. Identify
and bring to the attention of the City Council, the City staff, and the Santa Clara County
Library staff (as appropriate) current and prospective issues and questions relating to
Library policies and activities.
2. Provide counsel and recommendations to the Saratoga City Council on increasing
public engagement in City government, supporting cultural and artistic programs in
the community, and fostering a stronger, more inclusive community.

3. As directed by the City Council, evaluate and assess community concerns, support
City engagement programs, and perform such other activities as may be directed by
the Saratoga City Council.
Duties
In carrying out its basic responsibilities, the Library & Community Engagement Commission
shall perform the following duties:
1. Hold formal meetings as required (see preceding Section on "Administration”).
2. Maintain communications with the City Council, City staff, Santa Clara County Library
staff, and the Saratoga Community Librarian.
3. Serve in an advisory capacity on major engagement initiatives or policies to help
create a more inclusive and engaged community, including providing support in
identifying and connecting with different groups in the community (such as other
governmental, educational, and non-profit organizations).
4. Maintain within the Commission a continuity of knowledge of Library operations and
City community engagement policies and strategies.
5. Keep generally informed on technical developments that could have a bearing on the
Library's policies or strategies.
6. Provide support and/or advice on events related to the Library and City.
7. Work with and engage "Friends of the Saratoga Libraries", the Saratoga Teen Advisory
Board, and other support groups as may be desirable concerning the Library.
Relationships
1. The Library & Community Engagement Commission shall report to and be
responsible to the Saratoga City Council. The City Manager is authorized to appoint a
City staff member to serve as a liaison representative between the Council, staff and
the Library & Community Engagement Commission on administrative matters.
2. The Library & Community Engagement Commission shall have no administrative
authority over Library or City operations, activities, or staff.
3. The Library Commission & Community Engagement shall have authority to call
meetings, conduct hearings, perform analysis, and make contacts with various
interested parties in carrying out its basic responsibilities.
