REGULAR MEETING Teleconference/Public Participation Information to Mitigate the Spread of COVID‐19 This meeting will be held entirely by teleconference. All members of the Commission and staff will only participate via the Zoom platform using the process described below. The meeting is being conducted pursuant to recent amendments to the teleconference rules required by the Ralph M. Brown Act allowing teleconferencing during a proclaimed state of emergency when local official have recommended social distancing. The purpose of the amendments is to provide the safest environment for the public, elected off icials, and staff while allowing for continued operation of the government and public participation during the COVID-19 pandemic. Public Comment Members of the public may comment on any item for up to three (3) minutes. The amount of time for public comment may be reduced by the Chair or by action of the Commission. No person may serve as Chair or Vice Chair of the same Commission more than once during a single term on the Commission. The Library & Community Engagement Commission will be selecting a new Chair and Vice Chair to serve from October 2022 through S eptember 2023 at the October 3, 2022 meeting. The new Chair and Vice Chair will assume their duties immediately. The Chair acts as the presiding officer at all meetings. In the absence o f the Chair, the Vice Chair presides for that meeting. In the absence of both, the members select a temporary presiding officer for that meeting until the Chair arrives. Commissioner Current Term Chair Vice Chair Eric Lewis Oct. 1, 2022 – Sept. 30, 2024 2021/22 Chair Not Eligible 2020/21 Vice Chair Not Eligible Bob Gulino Oct. 1, 2021 – Sept. 30, 2025 Cristina Meiser Oct. 1, 2022 – Sept. 30, 2025 Valerie Nygaard Oct. 1, 2022 – Sept. 30, 2026 Victoria Zhang June 3, 2022 – Sept. 30, 2023 2021/22 Vice Chair Not Eligible 3 Library & Community Engagement Commission October 3, 2022 Responsibilities of Chair and Vice Chair The following is a list of the Chair’s responsibilities: • Call meeting to order • Call for the vote, restate all motions submitted for vote, and announce decision • Decide questions of order (pursuant to the City of Saratoga’s Rules of Parliamentary Procedure) • Lead meeting and preserve order • Represent the Commission at meetings when authorized by a majority of the Commission (or when requested by the City Council as long as the Chair notes that the views expressed are personal) • Work with staff assigned to the Commission to create meeting agendas • Determine whether Commissioner absences are excused or unexcused The Chair and staff should be in contact prior to each regularly scheduled meeting to review and discuss the agenda. If a personality conflict arises between individual Commissioners, it is the Chair’s responsibility to try to mediate and resolve the problem. If the conflict cannot be resolved, the Chair should approach the Director of the City Department staffing the Commission to discuss possible strategies to address the issue. In regards absences, if a Commissioner is absent without permission of the Chair (or in the case of the Chair, permission from the Mayor) from three regular Commission meetings within a 12-month period, the Commissioner’s position becomes vacant and is filled as any other vacancy. A Commissioner removed from their position in this manner may request that the vacancy be excused by filing a letter with the City Clerk within 30 days of the effective date of the vacancy. Saratoga Community Library Report Recommended Action: Receive Saratoga Community Library report. Nichole King, Saratoga Community Librarian, shared information on recent library in person and virtual programs, Saratoga’s summer reading program, outreach events that the Library has participated in, new furnishings in the library funded by the Friends of the Saratoga Libraries, and upcoming programs. 5. Friends of the Saratoga Libraries Report Recommended Action: Receive Friends of the Saratoga Libraries report. David Guidry, Friends of the Saratoga Libraries President, reported on Books with Friends, new Board officers, fundraising efforts, and donations to the Saratoga Library. 6. Library & Community Engagement Commission Chair Report Recommended Action: Receive Library & Community Engagement Commission Chair report. Chair Eric Lewis commented on his service as Chair and encouraged those interested in serving as Chair or Vice Chair to consider volunteering at the next meeting. 7. City of Saratoga Report Recommended Action: Receive City of Saratoga report. Chair Eric Lewis and Commissioner Bob Gulino shared the Good Neighbor Day subcommittee recommendation for implementation of the work plan item, including a communications plan with weekly outreach messages to encourage resident s to develop closer connections and creation of a webpage with resources and ideas for residents. Commissioner Cristina Meiser shared the Parent/Student Collaboration subcommittee recommendation to have Saratoga Library support Project Cornerstone by sharing and displaying program monthly reading materials and books that support monthly program objectives. This is the third year the event has taken place, and to mark the occasion we have a trio of authors who will be appearing in person at local community venues to talk about their works. Topics range from the future of tech, the connections between health, food and agriculture, and the fantastical and sometimes frightening world of fiction. Emily Chang is a television anchor and author. Her book, Brotopia: Breaking Up the Boys’ Club of Silicon Valley, sheds a bright, objective and journalistic light on the issue of gender gaps in Silicon Valley. Silvia Moreno-Garcia is an editor and bestselling author who has been awarded the Locus and British Fantasy awards. Her works include Velvet Was the Night, Gods of Jade and Shadow, Mexican Gothic and the recently released The Daughter of Doctor Moreau. Dr. Daphne Miller is a family physician, science writer, and clinical professor. Encourage them to try our free eResource, Brainfuse HelpNow to get homework help on many subjects with an online tutor from 1 – 10 p.m. any day of the week. Tutors who speak Spanish are also available. Additional services include study resources and test prep, create and share flashcards, virtual study rooms, and more. Our website’s Homework Help page has more information. Bookdrops Coming to SCCLD Libraries Cupertino Library has a new Bookdrop where patrons can return items borrowed from the library without having to leave their cars. This new service, which is available from 10 am to 4 pm seven days a week, excluding holidays, makes using the library even more convenient. Patrons can access the Bookdrop, which is located on Torre Ave., when driving from Pacifica Dr. toward Rodrigues Ave. Thanks to the City of Cupertino for their help in providing this convenient service. A bookdrop has also been installed at Los Altos Library, with another planned for Woodland Library. Check out our website for further details. Helping Patrons Get Registered to Vote September is National Voter Registration Month and September 20 is National Voter Registration Day. Many of our libraries will be hosting events with local nonprofits to help get everyone who wants to be registered to vote signed up. Please look for the tables with voter registration materials at your library. You can also find more information on our website. This year’s theme is “Unidos: Inclusivity for a Stronger Nation.” One of the best examples of the power of unity is the organizing efforts by the United Farm Workers (UFW) beginning in the mid-1960s. SCCLD is proud to announce UFW co-founder Dolores Huerta will be the focus of a new exhibit at Gilroy Library. The exhibit, titled Dolores Huerta: Revolution in the Fields/Revolución en los Campos, was organized by the Smithsonian Institution Traveling Exhibition Service in collaboration with the Smithsonian’s National Portrait Gallery and will be featured in the Gilroy Library from Saturday, November 5, 2022 through Monday, January 23, 2023. This exhibition received federal support from the Latino Initiatives Pool, administered by the Smithsonian Latino Center. In addition to the exhibit, Dolores Huerta will make a special appearance as part of a panel discussion with film director and actor Luis Valdez, and educator Francisco Jimenez. First off, we are celebrating our 50 th anniversary this year, having been founded in 1972. This even caught us a bit off-guard and we are working on doing a number of things to celebrate. - Our organization has also been chosen as the Volunteer Organization of the Year by the City of Saratoga and we have been recognized as such at the State of the City event last Saturday. This is a great honor for us and its due to the amazing work of so many people which do so much to not only raise money for our library, but work to support our community broadly. - So far our Membership numbers are light, but that’s to be expected before we start our October drive. Retail is looking good overall, with a couple of Paperback Sales already done and excellent eBay results so far. - We in planning for the National Friends of the Library week where we have a table celebrating the Friends at the library. This is part of a number of events that we have been involved in recently and we continue to expand our outreach into the community. This included helping the county library to sell signed books at their first Distinguished Authors event, and we got to keep the proceeds! There are more coming up, so we may do this again. - A few of our members met with Friends organizations from around the bay at an event hosted by the Palo Alto Friends of the Library. It was a wonderful opportunity to meet fellow Friends and share ideas for how we can best raise money for our libraries. - We just started a new effort to reach out to our local businesses based on a nice donation we received last year. This state law allows cities to meet remotely based on a state of emergency proclaimed by the Governor when the city determines that either: 1) state or local public health officials have required or recommend social distancing; or 2) the emergency continues to directly impact the ability to meet safely in person. On October 5, 2022, the City Council will consider whether to continue virtual meetings. Alternatives to virtual meetings include: 1) hybrid meetings, providing Council Members, Commissioners, and the public with the choice to participate in meetings in person or remotely; or 2) in-person only meetings, requiring Council Members and Commissioners to be in person to participate in a meeting while offering the public the choice to participate in person or remotely. Should the City Council decide to start hybrid meetings or return to in-person only meetings, staff recommends the City Council provide 30 days advance notice to provide sufficient time to communicate participation options to the public through meeting notices and agendas. Structure Hardening Incentives During wildfires, structures are most often ignited by direct exposure to flames, radiant heat, and flying embers. CAL FIRE has identified roofs as being the most vulnerable part of a structure, particularly those made of wood or shingles. Another vulnerability is single -pane windows that can break as a result of heat, allowing embers to enter a structure. Installing a Class A roof and multi-paned tempered glass windows are two of the low-cost structure hardening retrofits recommended by CAL FIRE. As requested at the August 8 meeting, an update on the work plan effort has been included as part of the October 3 meeting agenda. Starting the week of August 29, the City has shared weekly messages about Good Neighbor Day through the City’s newsletter, Nextdoor, and Facebook. The last message will be shared after Good Neighbor Day (September 28). The table below shows the number of views of the Good Neighbor Day webpage and Good Neighbor Day messaging shared through one of these three communication platforms as well as engagement for messaging (such as click, reaction, share). Community Event Grant Program For many years, the City has funded a Community Event Grant Program. This program includes a fixed allocation of funds to support traditional community events, such as the Blossom Festival and July 4 Celebration, as well as competitive funds that other event organizers can apply for. Per the direction of the Council, the Commission will review qualified applications for competitive funding and make funding recommendations to the City Council. 2. Saratoga Library and Library District Surveys (Ongoing) The Saratoga Library and Santa Clara County Library District periodically conduct patron surveys. The Commission would provide input on questions, where appropriate, and review the results of library patron surveys to provide recommendations on opportunities to enhance services and programs. 6. Serve as Saratoga Library Ambassador (Ongoing) Attend and volunteer for Saratoga Library events, share information about programs and resources with friends and family in the community, encourage friends and family to obtain a library card, provide Saratoga Library staff with insights that can help shape Library services or programs, and attend the Santa Clara County Library District’s Annual Library Forum as well as Library District Joint Powers Authority meetings, when appropriate. 7. Serve as City of Saratoga Ambassador (Ongoing) Attend and volunteer for City of Saratoga events, share information about City efforts and activities with friends and family in the community, encourage friends and family to engage with the City, encourage fellow residents to serve on a City Commission, and provide City staff with insights about community concerns or interests to help shape City outreach and engagement efforts. RESPONSIBILITIES, DUTIES, & RELATIONSHIPS Adopted via Resolution 20-055 Responsibilities The Library & Community Engagement Commission shall serve as an advisory and liaison body. Its basic responsibilities shall include the following: 1. Provide counsel and recommendations on Library policies, budgets, plans and procedures to the Saratoga City Council and the Santa Clara County Library. Identify and bring to the attention of the City Council, the City staff, and the Santa Clara County Library staff (as appropriate) current and prospective issues and questions relating to Library policies and activities. 2. Provide counsel and recommendations to the Saratoga City Council on increasing 51 Library & Community Engagement Commission Agenda Planner – October 2022 Page 5 public engagement in City government, supporting cultural and artistic programs in the community, and fostering a stronger, more inclusive community. 3. As directed by the City Council, evaluate and assess community concerns, support City engagement programs, and perform such other activities as may be directed by the Saratoga City Council. Duties In carrying out its basic responsibilities, the Library & Community Engagement Commission shall perform the following duties: 1. Hold formal meetings as required (see preceding Section on "Administration”). 2. Maintain communications with the City Council, City staff, Santa Clara County Library staff, and the Saratoga Community Librarian. 3. Serve in an advisory capacity on major engagement initiatives or policies to help create a more inclusive and engaged community, including providing support in identifying and connecting with different groups in the community (such as other governmental, educational, and non-profit organizations). 4. Maintain within the Commission a continuity of knowledge of Library operations and City community engagement policies and strategies. 5. Keep generally informed on technical developments that could have a bearing on the Library's policies or strategies. 6. Provide support and/or advice on events related to the Library and City. 7. Work with and engage "Friends of the Saratoga Libraries", the Saratoga Teen Advisory Board, and other support groups as may be desirable concerning the Library. Relationships 1. The Library & Community Engagement Commission shall report to and be responsible to the Saratoga City Council. The City Manager is authorized to appoint a City staff member to serve as a liaison representative between the Council, staff and the Library & Community Engagement Commission on administrative matters. 2. The Library & Community Engagement Commission shall have no administrative authority over Library or City operations, activities, or staff. 3. The Library Commission & Community Engagement shall have authority to call meetings, conduct hearings, perform analysis, and make contacts with various interested parties in carrying out its basic responsibilities. 52
