Teleconference/Public Participation Information to Mitigate the Spread of COVID‐19
This meeting will be held entirely by teleconference. All members of the Commission and
staff will only participate via the Zoom platform using the process described below. The
meeting is being conducted pursuant to recent amendments to the teleconference rules
required by the Ralph M. Brown Act allowing teleconferencing during a proclaimed state of
emergency when local official have recommended social distancing. The purpose of the
amendments is to provide the safest environment for the public, elected off icials, and staff
while allowing for continued operation of the government and public participation during
the COVID-19 pandemic.

Members of the public may comment on any item for up to three (3) minutes. The amount
of time for public comment may be reduced by the Chair or by action of the Commission.

to record a short video at Saratoga Library about what brought t hem to Saratoga. The

Subject: Selection of Chair and Vice Chair
Each Commission elects a Chair and Vice Chair to serve a twelve-month term. No person may
serve as Chair or Vice Chair of the same Commission more than once during a single term
on the Commission. The Library & Community Engagement Commission will be selecting a
new Chair and Vice Chair to serve from October 2022 through S eptember 2023 at the
October 3, 2022 meeting. The new Chair and Vice Chair will assume their duties immediately.
The Chair acts as the presiding officer at all meetings. In the absence o f the Chair, the Vice
Chair presides for that meeting. In the absence of both, the members select a temporary
presiding officer for that meeting until the Chair arrives.

Responsibilities of Chair and Vice Chair
The following is a list of the Chair’s responsibilities:
• Call meeting to order
• Call for the vote, restate all motions submitted for vote, and announce decision
• Decide questions of order (pursuant to the City of Saratoga’s Rules of Parliamentary
Procedure)
• Lead meeting and preserve order
• Represent the Commission at meetings when authorized by a majority of the
Commission (or when requested by the City Council as long as the Chair notes that
the views expressed are personal)
• Work with staff assigned to the Commission to create meeting agendas
• Determine whether Commissioner absences are excused or unexcused
The Chair and staff should be in contact prior to each regularly scheduled meeting to review
and discuss the agenda. If a personality conflict arises between individual Commissioners, it
is the Chair’s responsibility to try to mediate and resolve the problem. If the conflict cannot
be resolved, the Chair should approach the Director of the City Department staffing the
Commission to discuss possible strategies to address the issue.
In regards absences, if a Commissioner is absent without permission of the Chair (or in the
case of the Chair, permission from the Mayor) from three regular Commission meetings
within a 12-month period, the Commissioner’s position becomes vacant and is filled as any
other vacancy. A Commissioner removed from their position in this manner may request
that the vacancy be excused by filing a letter with the City Clerk within 30 days of the effective
date of the vacancy. It should be noted in the minutes if a Commissioner’s absence is
excused.

Jennifer Weeks, County Librarian, shared a report on the Library District, including
expanding services at the library, community resource staff members at libraries, and
library access through student ID numbers.
4. Saratoga Community Library Report
Recommended Action:
Receive Saratoga Community Library report.
Nichole King, Saratoga Community Librarian, shared information on recent library in
person and virtual programs, Saratoga’s summer reading program, outreach events that
the Library has participated in, new furnishings in the library funded by the Friends of the
Saratoga Libraries, and upcoming programs.
5. Friends of the Saratoga Libraries Report
Recommended Action:
Receive Friends of the Saratoga Libraries report.
David Guidry, Friends of the Saratoga Libraries President, reported on Books with
Friends, new Board officers, fundraising efforts, and donations to the Saratoga Library.
6. Library & Community Engagement Commission Chair Report
Recommended Action:
Receive Library & Community Engagement Commission Chair report.
Chair Eric Lewis commented on his service as Chair and encouraged those interested in
serving as Chair or Vice Chair to consider volunteering at the next meeting.

Crystal Bothelio, Assistant City Manager, reported on continuation of virtual Brown Act
meetings, Saratoga Safety Forum, Summer Movie Nights, Saratoga Safety Fair, and

Chair Eric Lewis and Commissioner Bob Gulino shared the Good Neighbor Day
subcommittee recommendation for implementation of the work plan item, including a
communications plan with weekly outreach messages to encourage resident s to develop
closer connections and creation of a webpage with resources and ideas for residents.

objectives.

2022 Distinguished Authors Series Lineup
The coming of fall brings many great things, including the Santa Clara County Library District’s
Distinguished Author Series. This is the third year the event has taken place, and to mark the occasion
we have a trio of authors who will be appearing in person at local community venues to talk about their
works. Topics range from the future of tech, the connections between health, food and agriculture,
and the fantastical and sometimes frightening world of fiction.
Emily Chang is a television anchor and author. Her book, Brotopia: Breaking Up the Boys’ Club of
Silicon Valley, sheds a bright, objective and journalistic light on the issue of gender gaps in Silicon
Valley. Silvia Moreno-Garcia is an editor and bestselling author who has been awarded the Locus and
British Fantasy awards. Her works include Velvet Was the Night, Gods of Jade and Shadow, Mexican
Gothic and the recently released The Daughter of Doctor Moreau. Dr. Daphne Miller is a family
physician, science writer, and clinical professor. She has written two books: The Jungle Effect: The
Science and Wisdom of Traditional Diets and Farmacology: Total Health from the Soil Up.

The new school year is underway, and the Library is ready to
help your students with homework and tutoring.
Encourage them to try our free eResource, Brainfuse
HelpNow to get homework help on many subjects with an online
tutor from 1 – 10 p.m. any day of the week. Tutors who speak
Spanish are also available. Additional services include study
resources and test prep, create and share flashcards, virtual
study rooms, and more.

Bookdrops Coming to SCCLD Libraries
Cupertino Library has a new Bookdrop where patrons can return
items borrowed from the library without having to leave their cars.
This new service, which is available from 10 am to 4 pm seven
days a week, excluding holidays, makes using the library even
more convenient. Patrons can access the Bookdrop, which is
located on Torre Ave., when driving from Pacifica Dr. toward
Rodrigues Ave. Thanks to the City of Cupertino for their help in
providing this convenient service.
A bookdrop has also been installed at Los Altos Library, with another planned for Woodland Library.

Helping Patrons Get Registered to Vote
September is National Voter Registration Month
and September 20 is National Voter Registration
Day. Many of our libraries will be hosting events
with local nonprofits to help get everyone who
wants to be registered to vote signed up. Please
look for the tables with voter registration materials
at your library. You can also find more information
on our website. The County Registrar of Voters
also has information about how and where you can
get registered to vote, including doing so online.

A Visit from a Civil Rights Icon
The Library District is continuing to celebrate Hispanic Heritage Month with special booklists,
displays, and events. This year’s theme is “Unidos: Inclusivity for a Stronger Nation.” One of the
best examples of the power of unity is the organizing efforts by the United Farm Workers (UFW)
beginning in the mid-1960s. SCCLD is proud to announce UFW co-founder Dolores Huerta will be the
focus of a new exhibit at Gilroy Library.
The exhibit, titled Dolores Huerta: Revolution in the Fields/Revolución en los Campos, was
organized by the Smithsonian Institution Traveling Exhibition Service in collaboration with the
Smithsonian’s National Portrait Gallery and will be featured in the Gilroy Library from Saturday,
November 5, 2022 through Monday, January 23, 2023. This exhibition received federal support from
the Latino Initiatives Pool, administered by the Smithsonian Latino Center.
In addition to the exhibit, Dolores Huerta will make a special appearance as part of a panel discussion
with film director and actor Luis Valdez, and educator Francisco Jimenez. Spanish translation will be
provided for those who wish it. Aztec Dance group Danza Conchera Nauhcampa will perform at 1 pm
before the event, with Mariachi Tapatio slated to perform after the panel presentation at 3:30 pm. The
event is fully booked, but you can join the waitlist.

Distinguished Authors Series
Dr. Daphne Miller will be the third and final author featured
as part of SCCLD’s 2022 Distinguished Authors Series,
following the October 1 talk by Silvia Moreno-Garcia. Dr.
Miller will be in conversation with County Supervisor, Joe
Simitian about the connections between health, food, and
agriculture with the goal of building a healthier and more
resilient food system.
Miller is a family physician, science writer, and clinical
professor. She has written two books: The Jungle Effect:
The Science and Wisdom of Traditional Diets and Farmacology: Total Health from the Soil Up.

Important Staff Announcements
SCCLD recently appointed a second Deputy County Librarian. Marlene
Iwamoto, who previously has served as the Community Librarian for Los Altos
and Woodland and mostly recently as the Library Service Manager for
Organizational Development, will be responsible for Strategy and Staff
Development. Iwamoto has worked for SCCLD for over 20 years and served at
each library at one point in a variety of frontline and management positions.
Nichole King, who is the Community Librarian for Saratoga, is returning to the
Campbell Express Library effective October 17 as its new Community Librarian
following the retirement of Community Librarian Peggy Tomasso. King had served as the Children’s
Supervising Librarian for many years at Campbell Library before her promotion to Community Librarian.

FSL President's Report for Library Commission October 2022
- Let me start with a couple of big, exciting pieces of news! First off, we are celebrating our 50 th
anniversary this year, having been founded in 1972. This even caught us a bit off-guard and we are
working on doing a number of things to celebrate.
- Our organization has also been chosen as the Volunteer Organization of the Year by the City of
Saratoga and we have been recognized as such at the State of the City event last Saturday. This is a
great honor for us and its due to the amazing work of so many people which do so much to not only
raise money for our library, but work to support our community broadly.
- So far our Membership numbers are light, but that’s to be expected before we start our October
drive. Retail is looking good overall, with a couple of Paperback Sales already done and excellent
eBay results so far.
- We in planning for the National Friends of the Library week where we have a table celebrating the
Friends at the library. This is part of a number of events that we have been involved in recently and
we continue to expand our outreach into the community. This included helping the county library to
sell signed books at their first Distinguished Authors event, and we got to keep the proceeds! There
are more coming up, so we may do this again.
- A few of our members met with Friends organizations from around the bay at an event hosted by the
Palo Alto Friends of the Library. It was a wonderful opportunity to meet fellow Friends and share
ideas for how we can best raise money for our libraries.
- We just started a new effort to reach out to our local businesses based on a nice donation we
received last year. Nothing so far, but the effort is ongoing and we discussed several ideas for how to
proceed at our meeting.

City of Saratoga Virtual Brown Act Meetings
On October 20, 2021 the City Council adopted a Resolution that enabled the City Council and
all Brown Act bodies of the City to continue to meet remotely in accordance with AB 361. This
state law allows cities to meet remotely based on a state of emergency proclaimed by the
Governor when the city determines that either: 1) state or local public health officials have
required or recommend social distancing; or 2) the emergency continues to directly impact
the ability to meet safely in person.
On October 5, 2022, the City Council will consider whether to continue virtual meetings.
Alternatives to virtual meetings include: 1) hybrid meetings, providing Council Members,
Commissioners, and the public with the choice to participate in meetings in person or
remotely; or 2) in-person only meetings, requiring Council Members and Commissioners to

Should the City Council decide to start hybrid meetings or return to in-person only meetings,
staff recommends the City Council provide 30 days advance notice to provide sufficient time
to communicate participation options to the public through meeting notices and agendas.
Consequently, the earliest recommended start o f hybrid or in-person meetings is the
November 2 City Council Meeting.
Art Judges Needed
Always wanted to be an art critic? The City is looking for volunteer art judges that can review
submissions and select prize winners in the categories of fine arts, photography, video, or
poetry. Applicants must be at least 18 years or older and may not be considered for contest

Pizza and Politics
In collaboration with the cities of Campbell and Cupertino, the Saratoga Youth Commission
will host Pizza & Politics on Friday, October 21 at Cupertino Community Hall. This event is a
political forum coordinated by teens, for teens to attend. The event will feature political
speakers and free pizza! Teens can register online to attend.
Structure Hardening Incentives
During wildfires, structures are most often ignited by direct exposure to flames, radiant heat,
and flying embers. CAL FIRE has identified roofs as being the most vulnerable part of a
structure, particularly those made of wood or shingles. Another vulnerability is single -pane
windows that can break as a result of heat, allowing embers to enter a structure. Installing a
Class A roof and multi-paned tempered glass windows are two of the low-cost structure
hardening retrofits recommended by CAL FIRE. To encourage property owners in the City of
Saratoga Wildland Urban Interface, the City is offering rebates for replacing non-Class A roofs
with a Class A roof and for replacing non-tempered glass windows with multi-pane,

On August 8, the Commission approved a recommendation from the Good Neighbor Day
subcommittee (Bob Gulino, Eric Lewis) to work with City staff to implement a
communications plan through the City’s outreach tools (including social media and
newsletters) to encourage Saratoga residents to build stronger neighborhoods through
weekly outreach messages during the month of September in recognition of Good Neighbor
Day and create a Good Neighbor webpage with a variety of ideas about how to bring
neighbors together. As requested at the August 8 meeting, an update on the work plan effort
has been included as part of the October 3 meeting agenda.
Starting the week of August 29, the City has shared weekly messages about Good Neighbor
Day through the City’s newsletter, Nextdoor, and Facebook. The last message will be shared
after Good Neighbor Day (September 28). The table below shows the number of views of the
Good Neighbor Day webpage and Good Neighbor Day messaging shared through one of
these three communication platforms as well as engagement for messaging (such as click,
reaction, share). The table below does not include data for the week of September 26 for the
fifth and final Good Neighbor Day message. This information will be shared during the
October 3 meeting. On September 21, the Saratoga City Council Meeting presented the Good
Neighbor Day proclamation to the Library & Community Engagement Commission.

In July 2022, the Commission formed three subcommittees to meet outside of regular
Commission meetings to develop a recommended plan for implementation to be presented
to the Commission for consideration as well as assist with implementation with work plan
items, if needed, once authorized by the Commission. With the addition of new
Commissioner Valerie Nygaard, the Commission can adjust subcommittee assignments to
include Commissioner Nygaard.

Subcommittees may be comprised of 1 to 2 Commissioners. Due to Brown Act limitations,
Commissioners assigned to a subcommittee on a specific work plan may only discuss that
work plan item with their fellow subcommittee members. Staff will support committees be

LIBRARY & COMMUNITY ENGAGEMENT COMMISSION WORK PLAN
Fiscal Year 2022/23, Approved March 28, 2022
1. Community Event Grant Program
For many years, the City has funded a Community Event Grant Program. This program
includes a fixed allocation of funds to support traditional community events, such as the
Blossom Festival and July 4 Celebration, as well as competitive funds that other event
organizers can apply for. Per the direction of the Council, the Commission will review
qualified applications for competitive funding and make funding recommendations to
the City Council.

5. Saratoga Library and Library District Surveys (Ongoing)
The Saratoga Library and Santa Clara County Library District periodically conduct patron
surveys. The Commission would provide input on questions, where appropriate, and
review the results of library patron surveys to provide recommendations on
opportunities to enhance services and programs.
6. Serve as Saratoga Library Ambassador (Ongoing)
Attend and volunteer for Saratoga Library events, share information about programs and
resources with friends and family in the community, encourage friends and family to
obtain a library card, provide Saratoga Library staff with insights that can help shape
Library services or programs, and attend the Santa Clara County Library District’s Annual
Library Forum as well as Library District Joint Powers Authority meetings, when
appropriate.
7. Serve as City of Saratoga Ambassador (Ongoing)
Attend and volunteer for City of Saratoga events, share information about City efforts
and activities with friends and family in the community, encourage friends and family to
engage with the City, encourage fellow residents to serve on a City Commission, and
provide City staff with insights about community concerns or interests to help shape City
outreach and engagement efforts.
RESPONSIBILITIES, DUTIES, & RELATIONSHIPS

Responsibilities
The Library & Community Engagement Commission shall serve as an advisory and liaison
body. Its basic responsibilities shall include the following:
1. Provide counsel and recommendations on Library policies, budgets, plans and
procedures to the Saratoga City Council and the Santa Clara County Library. Identify
and bring to the attention of the City Council, the City staff, and the Santa Clara County
Library staff (as appropriate) current and prospective issues and questions relating to
Library policies and activities.
2. Provide counsel and recommendations to the Saratoga City Council on increasing

public engagement in City government, supporting cultural and artistic programs in
the community, and fostering a stronger, more inclusive community.
3. As directed by the City Council, evaluate and assess community concerns, support
City engagement programs, and perform such other activities as may be directed by
the Saratoga City Council.
Duties
In carrying out its basic responsibilities, the Library & Community Engagement Commission
shall perform the following duties:
1. Hold formal meetings as required (see preceding Section on "Administration”).
2. Maintain communications with the City Council, City staff, Santa Clara County Library
staff, and the Saratoga Community Librarian.
3. Serve in an advisory capacity on major engagement initiatives or policies to help
create a more inclusive and engaged community, including providing support in
identifying and connecting with different groups in the community (such as other
governmental, educational, and non-profit organizations).
4. Maintain within the Commission a continuity of knowledge of Library operations and
City community engagement policies and strategies.
5. Keep generally informed on technical developments that could have a bearing on the
Library's policies or strategies.
6. Provide support and/or advice on events related to the Library and City.
7. Work with and engage "Friends of the Saratoga Libraries", the Saratoga Teen Advisory
Board, and other support groups as may be desirable concerning the Library.
Relationships
1. The Library & Community Engagement Commission shall report to and be
responsible to the Saratoga City Council. The City Manager is authorized to appoint a
City staff member to serve as a liaison representative between the Council, staff and
the Library & Community Engagement Commission on administrative matters.
2. The Library & Community Engagement Commission shall have no administrative
authority over Library or City operations, activities, or staff.
3. The Library Commission & Community Engagement shall have authority to call
meetings, conduct hearings, perform analysis, and make contacts with various
interested parties in carrying out its basic responsibilities.
