Recommended Action:
Review and approve the minutes from the October 18, 2022 Special Meeting.

2. Saratoga Teen Advisory Board Report
Recommended Action:
Receive Saratoga Teen Advisory Board report.
Manlin Zhang, Teen Advisory Board Co-President, shared that the Teen Advisory Board
has hosted several recent events including Movie Nights and College Day. Another
College Day will be held later in the year. She also shared that the Board is working with
the Youth Commission to host a SED Talks event featuring a local published author to
talk about writing.
The Commission discussed the upcoming College Day event, inquiring about the targeted
age group and offering assistance.

3. Santa Clara County Library District Report
Recommended Action:
Receive Santa Clara County Library District report.
Jennifer Weeks, Santa Clara County Librarian, shared information about a self-service
pilot program at the Woodland Branch, exhibits at the Gilroy and Milpitas libraries, Silicon
Valley Reads, and the annual Friends and Commissioners forum in February. She also
announced that Saralyn Otter would be serving as the interim Saratoga Community
Librarian starting in December.
4. Saratoga Community Library Report
Recommended Action:
Receive Saratoga Community Library report.
Nichole King, Saratoga Community Librarian, noted that Library statistics are looking
good and provided a summary of recent programming. In January, the Library will be
hosting several different bilingual story times. The Library will also continue hosting
Family bingo and trivia for 3rd to 8th graders. Other upcoming programs and events
include ukelele, teen study hall, and a Lunar New Year event.
5. Friends of the Saratoga Libraries Report
Recommended Action:
Receive Friends of the Saratoga Libraries report.
David Guidry, Friends of the Saratoga Libraries President, shared that the Friends do the
majority of sales around the holidays. The recent paperback sale didn’t do as well as
expected and the Friends will be evaluating what may have caused the sale to be le ss
successful than usual. Membership numbers are good and the Membership Chair is
doing a lot of cleanup to the membership database to make it more usable. The Friends
will be hosting a Volunteer Appreciation Day, offering coffee and treats to recognize the
volunteers that help with the Book-Go-Round and other Friends efforts. Facilities
Manager Thomas Scott oversaw lighting updates, which have been much appreciated.
The Board is expected to have discussions about long range plans and efforts of the
Friends in the next year or so.
6. Commission Committees Report
Recommended Action:
Receive Commission Committees (Celebrate Saratoga’s Diversity, Parent/Student
Collaboration, Good Neighbor Day) report on recent efforts and activities.
Chair Victoria Zhang provided an update on the Celebrate Saratoga’s Diversity
Committee, sharing she took note of Commissioner input at the last Commission meeting
on the amount of work needed to edit video files. At this point, it may be best to limit the
scope of the project to something that is achievable and consider expanding in future

years after the foundation of the project has been established. Perhaps the effort could
start with submission of a story and pictures or other visual aids that are used to create
a collage in the library. Chair Zhang shared that she and Vice Chair Cristina Meiser would
continue working on the project.
Vice Chair Cristina Meiser added that the committee took to hear concerns raised by
fellow Commissioners about the scale and scope of the initial project proposal. Doing a
visual project to start with 3 to 5 prompts helps keep the project more defined. Perhaps
the stories and photos could be a tapestry that create an image when combined.
Commissioner Valerie Nygaard commented that the new project scope sounds easier to
produce and consume.
Vice Chair Cristina Meiser agreed the new scope or vision is more contained, but maybe
the project could include something like a catchphrase, slogan, or logo that could be built
upon in future years.
Commissioner Robert Gulino inquired about potential ongoing costs and opportunities
for funding through the Community Event Grant Program.
Assistant City Manager Crystal Bothelio clarified that the project is not eligible for the
Community Event Grant Program, but if ongoing costs or resource needs are identified
then a request can be shared with the City Council for consideration.
Vice Chair Cristina Meiser shared an update from the Parent/Student Collaboration
committee. She shared that she spoke with representatives of West Valley College about
student housing needs and opportunities for the Commission to provide support or
collaborate with the College on other areas of interest or need. Vice Chair Cristina Meiser
shared that she proposed to the Board of Trustees President that perhaps the College
and City could create a program that offers students with below market housing in
exchange for providing household assistance to those who need it, such as older adults.
Commissioner Eric Lewis mentioned that the Good Neighbor Day committee would likely
begin working on plans for 2023 after the work plan is approved.
7. Library & Community Engagement Commission Chair Report
Recommended Action:
Receive Library & Community Engagement Commission Chair report.
Chair Victoria Zhang shared her musings on the service of Speaker Nancy Pelosi, who
started her public service career in her 40s as a Library Commissioner.

8. City of Saratoga Report
Recommended Action:
Receive City of Saratoga report.
Assistant City Manager Crystal Bothelio provided updates on hybrid meetings, the
Housing Element, Celebration of Light, and the City Council reorganization.
9. Community News & Trends
Recommended Action:
Share news and trends within the community.

10. Fiscal Year 2023/24 Work Plan
Recommended Action:
Review the 2022/23 Work Plan and progress to date. Brainstorm revisions or new ideas
for the 2023/24 Work Plan for staff to gather additional information, including feasibility
and resource needs, for the Commission to finalize the proposed 2023/24 Work Plan at
the February 2023 meeting.
Chair Victoria Zhang commended on how different the current year’s work plan is
compared to previous year and also clarified that the “Responsibilities, Duties, and
Relationships” portion of the document is not part of the work plan and only provided as
a reference.
Commissioner Robert Gulino concurred, adding that the Commission may not need to
add much more to the work plan but could capture resource needs for the different work
plan items.
Commissioner Valerie Nygaard inquired about use of metrics to demonstrate progress
towards the Commission’s responsibilities.
Commissioner Robert Gulino commented that metrics would be nice to include in the
work plan.
Chair Victoria Zhang observed that metrics can be helpful when defining a plan but will
be hard to reconcile with some of the more abstract work plan items such as serving as
an ambassador to the library.
Commissioner Valerie Nygaard recalled past discussions on the work plan and identifying
champions for each work effort. She questioned if the Commission may be prepared to
add additional efforts to the work plan.

Vice Chair Cristina Meiser shared information on how the work plan was consolidated
and streamlined.
Commissioner Eric Lewis added that until recently, the Commission has only had 4
members.
Chair Victoria Zhang suggested that keep the current number of work plan items
consistent in the upcoming fiscal year work plan.
Commissioner Eric Lewis proposed that the Commission could review metrics, like
circulation level and participation in Good Neighbor Day, and metrics could be helpful in
evaluating programs but cautioned against using metrics as goals as many of the
programs are new and have potential to grow. He proposed keeping the work plan as is.
Chair Victoria Zhang noted that based on Commission discussion it appears that there is
support for continuing existing programs and efforts in the work plan. She noted that
perhaps the Commission could amend the work plan to identify ways to measure
engagement. She commented on the Parent/Student Collaboration work plan item,
noting that engagement could be measured through something really simple, like a
providing a comment box where the public can leave their thoughts on books that are
part of Project Cornerstones reading list.
Commissioner Eric Lewis observed that the overall objective of the Commission’s work
plan is to accomplish things, which the Council appeared to appreciate last year when
the work plan was presented. Unlike other Commissions, the Library & Community
Engagement Commission has a broader but less specific mandate.
Chair Victoria Zhang agreed with the comments of Commissioner Eric Lewis and
Commissioner Robert Gulino’s suggestion to identify resource needs as part of the work
plan and when possible identify engagement measurements for each work plan item.
Commissioner Eric Lewis note that with Good Neighbor Day information about message
views and social media engagement could be measured. Similarly, the number of events
held as a result of Good Neighbor Day could also poten tially be used to measure
engagement.
Chair Victoria Zhang added that the number of people participating in Celebrating
Diversity could be a measure for that work plan item.
The Commission agreed that committees would meet with Assistant City Manager Crystal
Bothelio and Saratoga Community Librarian Saralyn Otter to discuss refinement of work
plan items, resource needs, and engagement measures. All revisions should be relayed
to Assistant City Manager Crystal Bothelio before the February meeting.

11. 2023 Meeting Schedule
Recommended Action:
Review the 2023 meeting schedule and make adjustments as needed.
Chair Victoria Zhang proposed revisiting the schedule at the February meeting.
Commissioner Robert Gulino noted that the Commission could tentatively approve the
schedule and adjust as needed.
The Commission agreed to reschedule the October meeting to October 10, 2023 at 7:00
p.m. and adjust the schedule as needed if future changes are needed.
SUMMARIZE ACTION ITEMS
Subcommittees will review their respective work plan items as needed and share proposed
refinements with Assistant City Manager Crystal Bothelio before the February meeting.
AGENDA ITEMS FOR NEXT MEETING
The Commission agreed to conclude discussions on the Fiscal Year 2023/24 Work Plan at the
February meeting.
Chair Victoria Zhang asked if it would be possible to receive a summary of the Library District
strategic plan at a future meeting.
County Librarian Jennifer Weeks informed the Commission that the District may be able to
share more information will be shared during the Friends and Commissioners forum in
February.

Library Stakeholder Report

SCCLD Rated #2 Large Library System in Country
For the fifteenth year in a row SCCLD was
named a Star Library by Library Journal
Index of Public Library Service 2022, earning
a top ranking of five stars. SCCLD was
further honored with the second highest
ranking of any library system in the U.S. with
a budget of over $30 million. SCCLD moved
from 5th in 2021 to 2nd in 2022.
This is a wonderful way to wrap up the year
and recognize the hard work and dedication
of the entire SCCLD team. SCCLD brings their “A” game every day and this declaration is recognition of
that. We are extremely proud of the tremendous effort that went into improving upon our already
excellent service and we thank you, our stakeholders for your continued support.
The factors going into the rankings were library item circulation rates (both physical and eMaterials),
library visits and program attendance, public computer users and Wi-Fi sessions, electronic retrievals
and website visits, plus service populations.
Health Topic Focus for Library Events
January is traditionally a time when many
people commit to new healthy habits, be that
around their diet, exercise, or other lifestyle
changes. The Library is here to help, with a
number of events that you will find in our
monthly Calendar on such topics as planning healthy meals, preventing diabetes, managing arthritis,
and detecting cancer early among our online course options. Our libraries are also offering in-person
programming, like Gilroy Library’s Alzheimer’s warning signs class and sustainable food book
discussion, Los Altos Library’s sessions on low-waste living and eating healthy for all, and Milpitas
Library’s meditation and exercise class. You can also check out our monthly Health & Fitness booklists
for adults, which includes the latest in titles that might be of interest to you in your journey.

Trujillo. This was a highly prized, highly successful in-person event with an attendance that topped 500.

Silicon Valley Reads Kicks off
The kickoff event for Silicon Valley Reads
2023, which will take place on January 26 at
De Anza College’s Vision and Performing
Arts Center from 7 to 8:30 p.m. will mark two
decades of celebrating reading in Santa
Clara County. All three of this year’s
featured authors will be in attendance at the
event, which will also be live streamed by the Commonwealth Club of Silicon Valley. Hear from Tommy
Orange (There There), Amanda Skenandore (The Second Life of Mirielle West) and Kai Harris (What
the Fireflies Knew). Special guest Sal Pizarro of the Mercury News will moderate the panel. Please
register if you are interested in attending this one of its kind panel event or view the live stream.
Those attending the kickoff event in person are invited to enjoy a related exhibit at the adjacent Euphrat
Museum of Art. "Spaces of Belonging" features art and poetry by local artists and organizations who
have been instrumental in creating spaces of belonging and inspiring new journeys. The museum will be
open 6 - 7 p.m. before the program, and after the program until 9 p.m.
In addition to the kickoff event, SCCLD will also be celebrating Silicon Valley Reads (SVR) with a special
Reading Challenge that will enter participants who complete the requirements into a drawing for a $25
prize for each age group that participates. To participate, all you need to do is register for SVR and then
read any 2023 SVR title and attend at least one library program.
Check out SVR’s Calendar of Events for an up to date list of the many upcoming SVR-related events.
The majority take place in February and March and they include locations across the County, including
libraries, schools and more. Library District events will be listed in SCCLD’s own calendar.

2023-28 SCCLD Strategic Plan
SCCLD is rising to new heights in 2023
with a new Strategic Plan. The Plan, which
sets out goals and priorities for the future,
will span FY2023-2028, and was developed
with input from library staff, stakeholders,
commissioners, and most importantly, our
communities. The community feedback
was collected through in-person and virtual
town hall meetings, interviews, community feedback boards, focus groups, and a multi-lingual survey
that gathered thousands of responses from patrons and residents across the Library District about what
types of services they most appreciate and need.
NEW VISION: The Santa Clara County Library District aspires to be an inclusive space where
everyone feels welcomed, supported in their lifelong learning, and energized to help us evolve as
a community. We will work to create a world in which access to knowledge, resources, and
opportunities is guaranteed to all.
NEW MISSION: At Santa Clara County Library District, YOU BELONG. CONNECT. DISCOVER.
The Strategic Planning page on the library’s website has more details and a downloadable booklet will
be available in early February in English, Spanish, Vietnamese, and Chinese. SCCLD’s plans for the
next five fiscal years are outlined around the District-level priorities to Welcome, Inspire, Listen, and
Innovate. There are 3-4 specific goals listed under each priority, which are direct reflections of the
research and community feedback. These key priorities demonstrate the way that SCCLD libraries are
integrated into their communities. Updates will be added to the website quarterly to capture and
communicate our progress in the work.

all ages which take place across the County,
including at all SCCLD libraries.
These include a storywalk around children’s title Coquí in the City by Nomar Perez at multiple libraries,
a visit by featured author Kai Harris (What the Fireflies Knew) at Morgan Hill Library, Lunar New Year
Calligraphy Classes at several libraries, film screenings, special storytimes, and much more. Find the full
list of events on our Online Calendar. Many of the highlights are listed below in the Events Calendar.
If you have not already signed up, please register for our SVR 2023 Reading Challenge, which enters
participants who complete the requirements into a drawing for a $25 gift certificate for each age group
that participates. All you need to do is read any 2023 SVR title and attend at least one library program.
Check out SVR’s Calendar of Events for an up to date list of the many upcoming SVR-related events.
The majority take place in February and March at locations across the County, including libraries and
schools. Library District events will be listed in SCCLD’s own calendar.
Get Ready for Kindergarten Program
A six-week, self-paced Get Ready for Kindergarten program
kicks off at all SCCLD libraries on Wednesday, February 1.
Children entering Transitional Kindergarten and/or
Kindergarten in Fall 2023 who complete all activities can
pick up their certificate of completion and a prize from their
local SCCLD library. Registration for the program, which can
be done online or at any of our libraries, ends on June 30.
The last day to pick up a prize is August 31.
Caregivers and parents can register their incoming Transitional Kindergarten or Kindergarten student
and pick up a free booklet at any of our libraries that includes readiness resources for caregivers and
skill-building activities that they can work on together with their youngsters. The skill-set activities follows
the six critical areas for preparing to be successful in Kindergarten laid out in SCCLD’s Kinder
Readiness program of Health and Well-being, Early Literacy, Social and Emotional Development,
Language and Communication Skills, Mathematical Thinking, and Science.

Celebrating the African American Experience
The theme of this year is Black Resistance, exploring how “African
Americans have resisted historic and ongoing oppression in all forms.”
Several of our libraries will have displays during February to feature some
of the many important black voices in literature of today and from the
past. Also keep an eye out for a Black History themed blogs and booklists
on our website.
SCCLD will be hosting the following events in celebration of Black
History Month:

Celebrate Black History Month and learn about Garrett Morgan, inventor
of the traffic light. Local author, Thomishia Booker will lead a children’s
storytime, craft and lesson on how to love yourself.

A special one-woman performance over Zoom by author Betty Jewell Slater about the life of aviator
Bessie Coleman. She was the first woman of African-American descent to earn an aviation license,
overcoming many obstacles in the process.

Join us for a fun and entertaining morning with children's author, Thomishia Booker, who will lead us in
learning black history facts, arts and crafts, and more.

OverDrive App to be Phased out on May 1
The OverDrive app for eBooks and digital Audiobooks is
being phased out by the end of April. The OverDrive app
will be removed from the Apple App Store, Google Play,
and Microsoft store on February 23 and the app disabled
at the end of April.

Staffing Announcements
Clare Varesio, who had previously served as Community Librarian for
Cupertino Library since 2017, is now a Library Services Manager
working out of the Services & Support Center. As part of her new
responsibilities, Clare oversees the Bookmobile team and manages
staff development, partnerships, strategies, and other programs.
Bryant Bao, who previously served as the Acting Community Librarian
for the Los Altos and Woodland libraries, is currently serving in the
same capacity for Cupertino Library. Saralyn Otter, the current
Supervising Children’s Librarian at Morgan Hill Library, is now the
Acting Community Librarian at Saratoga Library as Nichole King moves
from Saratoga to take on the role of Community Librarian in Campbell.
2023 SCCLD Joint Powers Authority Board New Members
We are pleased to announce the new members on the Library District’s Joint Powers Authority
Governing Board. This includes: a new Vice Chair, Evelyn Chua, Council member from Milpitas; a
returning Board member Burton Craig, Council member from Monte Sereno; new Board member Tina
Walia, Council member from Saratoga; new Board member Neysa Fligor, Council member from Los
Altos; and new Board member from the Santa Clara County Board of Supervisors, Cindy Chavez.

Over the last two years, when the world experienced a global pandemic, Silicon Valley Reads gave people
hope for the future with themes like “Connecting” and “The Power of Kindness, Resilience and Hope.” It has
become clear that in 2023, the community is ready to move forward. For its 20 th anniversary, Silicon Valley

The Saratoga Library celebrated the Lunar New Year with a series of programs including in-person & virtual tai-
chi, the Firebird Youth Chinese Orchestra, Rising Phoenix lion dancers, Chinese Calligraphy, and a a Lunar New
Year themed sticky art craft. Most of the events took place on January 14th, with over 425 people
participating!
In Person Homework help
In-person coaching started back up at Saratoga Librarary, Mondays-Thursdays from 3:30pm - 5pm, January
through May. See www.SCCLD.org/Events for exact dates. No registration required. Walk-ins will be welcome
only as space allows.
Academic coaches from the Bay Area Tutoring Association facilitate peer-to-peer instruction and collaboration
to encourage student engagement and mastery. They provide help in English, History, Math, and Science for K -
9th graders. The coach to student ratio is 1 to 8 (one coach for up to eight students).

Thursday, January 26th with 11 attendees, and will continue on the 4th Thursday of the month at 11:00am.
Baby Storytime started up again on February 3rd with 11 attendees. It will continue as a weekly storytime
with Join stories, rhymes, fingerplays and songs for the littlest ones on Fridays at 11:00am.

FSL President's Report for Library Commission February 2023
- Fundraising continues to go very well and we have raised 77% of our goal so far. Membership
donations continues to be very strong and while corporate matching is low right now we know of
several large matches that are still in process. We are over halfway to our retail target, though we
may miss our targets in some channels. We will also benefit from the big increase in interest rates on
our CD’s, one of which just matured.
- We will be making a big change to how we manage our newsletters this year, due to the workload
and rising postal costs. So, after our May 2023 newsletter we will be moving to a quarterly newsletter
instead of monthly (Aug., Nov., Feb., and May). Also, we will no longer be mailing hard copies of the
newsletter to members, though we will still print out some that will be available at the BGR and library.
The goal is to also send out a monthly email blast to members and customers that will highlight store
sales and other events or promotions, similar to the Shop With Us letter that we sent out in the past,
but simpler. We do not currently have a volunteer to lead that effort.
- The recent rains have caused some back-up in sorting and getting books to category managers, but
we are getting caught up. There was also a leak in one of our sheds, so we are going to add pallets
under the boxes to minimize water damage from these leaks going forward.
- We will be having a local Trivia Night at the BGR on March 2 nd, starring local author Cassie Kifer.
We want to do a big promotional blitz on this while figuring out how to arrange the store to support
this event. It should be fun, and I hope some of you can join us!
- Similarly to the county library system, our board agreed to us doing a strategic review of the Friends
to ensure that we are best meeting the needs of the Saratoga Library and our community. I anticipate
that we will be reaching out to several of you in the coming months to get your thoughts and ideas on
how our organization can best serve.

City of Saratoga Hybrid Brown Act Meetings
On February 1, 2023, the City Council voted to re turn to traditional Brown Act rules for
Council and Commission meetings effective March 1, 2023. During the pandemic, traditional
teleconference rules of the Brown Act were suspended to allow Brown Act bodies to meet
via teleconference tools like Zoom more easily. Starting March 1, for a Commissioner to
participate in a Commission meeting from a remote location via phone or Zoom, the
following Brown Act requirements will need to be met:
• The agenda must list the address(es) of the remote locations where the
Commissioner(s) will attend the meeting
• The agenda must be posted at the remote location(s) no later than 72 hours before
the meeting
• The remote location(s) must be open to the public

additional explanatory information.
Updated Second Draft of the Housing Element
The Housing Element Second Draft (PDF) has been updated to address public comments,
and it has been submitted to the California Department of Housing and Community
Development (HCD) for review. We expect the second round of comments from HCD in 60
days.
Commission Recruitments
The City is looking for five Saratoga teens to serve on the Youth Commission. Applications
are due April 28, and interview with the City Council will be held in May. Applicants must be
Saratoga residents in grades 7-11. For adults, there are two openings on the Planning
Commission, and applications are due by February 17. There is also one opening on the
Heritage Preservation Commission, with applications due by March 17.

Paint the City program. Applications are due March 12. After the deadline, the Public Art
Commission will select up to 3 conceptual designs for each of the 3 utility box locations. Then
the community will have the chance to vote on their favorite design at each location. Selected

Subject: Fiscal Year 2023/24 Work Plan
To ensure that the Commission’s work efforts are in alignment with the desires of the
Council, each Commission prepares an annual work plan for City Council consideration and
authorization. The work plan describes all work efforts of the Commission during the City’s
fiscal year, which spans from July 1 to June 30. Typically, the Council reviews and approves
work plans in March.
During the December 5, 2022 meeting, the Commission started efforts to update the work
plan in preparation for City Council review, including progress on the Fiscal Year 2022/23
Work Plan. During the meeting, the Commission generally agreed to keep the existing work
plan efforts and refine them as needed to include resource needs and possible engagement
measures.
Based on discussion at the December 2022 meeting, a draft Fiscal Year 2023/24 work plan
and progress update on the 2022/23 work plan are attached. The Commission can continue
to make refinements at the February 2023 meeting. If needed, a special meeting can be
scheduled to finalize the work plan prior to the City Council Commission Work Plan Study
Session on March 27, 2023.
The March 27 study session will begin at 6:00 p.m. in the Saratoga City Hall, Linda Callon
Conference Room. However, each Commission will be provided with a designated time to
present their proposed work plan. The schedule for the study session will be shared with
Commissioners once finalized.

Fiscal Year 2023/24 Work Plan DRAFT
FISCAL YEAR 2022/23 REVIEW
The Fiscal Year 2022/23 Library and Commission Engagement Commission work plan was a
complete reimagining of the Commission’s work efforts after the Commission’s
responsibilities and scope were significantly adjusted by the City Council in 2020. The
Commission was able to further develop elements of the work plan, as well as complete
some of the work plan efforts. This Commission’s efforts in Fiscal Year 2022/23 include:
• The Commission reviewed Fiscal Year 2022/23 Community Event Grant Program
competitive applications and provided a funding recommendation to the City Council.
• The Commission completed implementation of Good Neighbor Day in Fiscal Year
2022/23, working with City staff to implement a communications plan through the
City’s outreach tools (including social media and newsletters) to encourage Saratoga
residents to build stronger neighborhoods through weekly outreach messages during
the month of September in recognition of Good Neighbor Day and create a Good
Neighbor webpage with a variety of ideas about how to bring neighbors together.
Starting the week of August 29, the City shared weekly messages about Good
Neighbor Day through the City’s newsletter, Nextdoor, and Facebook. The Good
Neighbor Day webpage and Good Neighbor Day messaging was viewed more than
15,000 times and there were 17 engagements (such as click, reaction, share) with
social media messages on Good Neighbor Day. On September 21, the Saratoga City
Council Meeting presented the Good Neighbor Day proclamation to the Library &
Community Engagement Commission.
• The Commission has been refining plans for Celebrate Saratoga’s Diversity, most
recently preparing to create a program in partnership with the Saratoga Library that
invites the Saratoga community to tell their story about what brought them to
Saratoga.
• The Commission is also refining plans for Parent/Student Collaboration. The
Commission recently agreed to partner with the Saratoga Library to display
information about Project Cornerstone during the school year, including monthly
book selection as well as other books that support monthly Project Cornerstone
themes, and programing or activities that align with goals of Project Cornerstone as
an initial action. Saratoga Library is working on implementation of the effort.

DRAFT FISCAL YEAR 2023/24 WORK PLAN
The proposed Fiscal Year 2023/24 work plan reflects a continuation of efforts in the 2022/23
work plan. This provides the Commission with the opportunity to continue refining and
improving upon existing work plan items.
1. Community Event Grant Program
For many years, the City has funded a Community Event Grant Program. This program
includes a fixed allocation of funds to support traditional community events, such as the
Blossom Festival and July 4 Celebration, as well as competitive funds that other event
organizers can apply for. Per the direction of the Council, the Commission will review
qualified applications for competitive funding and make funding recommendations to
the City Council.
2. Celebrate Saratoga’s Diversity
Review current efforts in Saratoga to celebrate diversity to identify opportunities and
then work with Saratoga Library or other community organizations to develop diverse
and inclusive programs or activities.

3. Parent/Student Collaboration
Identify opportunities for parent and/or student collaboration, such as support for
Project Cornerstone, engagement with West Valley College, or partnering with Saratoga
Youth Commission and Saratoga Library Teen Advisory Board to develop a program
geared towards students and parents.

4. Good Neighbor Day
Plan a Good Neighbor Day community building effort, such as an outreach campaign to
be shared through the City’s social media accounts, to be conducted in coordination with
recognition of Good Neighbor Day in September 2023.

5. Saratoga Library and Library District Surveys (Ongoing)
The Saratoga Library and Santa Clara County Library District periodically conduct patron
surveys. The Commission would provide input on questions, where appropriate, and

opportunities to enhance services and programs.

Library Forum as well as Library District Joint Powers Authority meetings, when
appropriate.

and activities with friends and family in the community, encourage friends and family to
engage with the City, encourage fellow residents to serve on a City Commission, and
provide City staff with insights about community concerns or interests to help shape City
outreach and engagement efforts.

Responsibilities
The Library & Community Engagement Commission shall serve as an advisory and liaison
body. Its basic responsibilities shall include the following:
1. Provide counsel and recommendations on Library policies, budgets, plans and
procedures to the Saratoga City Council and the Santa Clara County Library. Identify
and bring to the attention of the City Council, the City staff, and the Santa Clara
County Library staff (as appropriate) current and prospective issues and questions
relating to Library policies and activities.
2. Provide counsel and recommendations to the Saratoga City Council on increasing
public engagement in City government, supporting cultural and artistic programs in
the community, and fostering a stronger, more inclusive community.
3. As directed by the City Council, evaluate and assess community concerns, support
City engagement programs, and perform such other activities as may be directed by
the Saratoga City Council.
Duties
In carrying out its basic responsibilities, the Library & Community Engagement Commission
shall perform the following duties:
1. Hold formal meetings as required (see preceding Section on "Administration”).
2. Maintain communications with the City Council, City staff, Santa Clara County
Library staff, and the Saratoga Community Librarian.
3. Serve in an advisory capacity on major engagement initiatives or policies to help
create a more inclusive and engaged community, including providing support in
identifying and connecting with different groups in the community (such as other
governmental, educational, and non-profit organizations).
4. Maintain within the Commission a continuity of knowledge of Library operations
and City community engagement policies and strategies.
5. Keep generally informed on technical developments that could have a bearing on
the Library's policies or strategies.
6. Provide support and/or advice on events related to the Library and City.
7. Work with and engage "Friends of the Saratoga Libraries", the Saratoga Teen
Advisory Board, and other support groups as may be desirable concerning the
Library.

LIBRARY & COMMUNITY ENGAGEMENT COMMISSION WORK PLAN
Fiscal Year 2022/23, Approved March 28, 2022
1. Community Event Grant Program
For many years, the City has funded a Community Event Grant Program. This program
includes a fixed allocation of funds to support traditional community events, such as the
Blossom Festival and July 4 Celebration, as well as competitive funds that other event
organizers can apply for. Per the direction of the Council, the Commission will review
qualified applications for competitive funding and make funding recommendations to
the City Council.
2. Celebrate Saratoga’s Diversity
Review current efforts in Saratoga to celebrate diversity to identify opportunities and
then work with Saratoga Library or other community organizations to develop diverse
and inclusive programs or activities.

3. Parent/Student Collaboration
Identify opportunities for parent and/or student collaboration, such as support for
Project Cornerstone, engagement with West Valley College, or partnering with Saratoga
Youth Commission and Saratoga Library Teen Advisory Board to develop a program
geared towards students and parents.

4. Good Neighbor Day
Plan a Good Neighbor Day community building effort, such as an outreach campaign to
be shared through the City’s social media accounts, to be conducted in coordination with
recognition of Good Neighbor Day in September 2022.

5. Saratoga Library and Library District Surveys (Ongoing)
The Saratoga Library and Santa Clara County Library District periodically conduct patron
surveys. The Commission would provide input on questions, where appropriate, and
review the results of library patron surveys to provide recommendations on
opportunities to enhance services and programs.
6. Serve as Saratoga Library Ambassador (Ongoing)
Attend and volunteer for Saratoga Library events, share information about programs and
resources with friends and family in the community, encourage friends and family to
obtain a library card, provide Saratoga Library staff with insights that can help shape
Library services or programs, and attend the Santa Clara County Library District’s Annual

Library Forum as well as Library District Joint Powers Authority meetings, when
appropriate.
7. Serve as City of Saratoga Ambassador (Ongoing)
Attend and volunteer for City of Saratoga events, share information about City efforts
and activities with friends and family in the community, encourage friends and family to
engage with the City, encourage fellow residents to serve on a City Commission, and
provide City staff with insights about community concerns or interests to help shape City
outreach and engagement efforts.

RESPONSIBILITIES, DUTIES, & RELATIONSHIPS

Responsibilities
The Library & Community Engagement Commission shall serve as an advisory and liaison
body. Its basic responsibilities shall include the following:
1. Provide counsel and recommendations on Library policies, budgets, plans and
procedures to the Saratoga City Council and the Santa Clara County Library. Identify
and bring to the attention of the City Council, the City staff, and the Santa Clara County
Library staff (as appropriate) current and prospective issues and questions relating to
Library policies and activities.
2. Provide counsel and recommendations to the Saratoga City Council on increasing
public engagement in City government, supporting cultural and artistic programs in
the community, and fostering a stronger, more inclusive community.
3. As directed by the City Council, evaluate and assess community concerns, support
City engagement programs, and perform such other activities as may be directed by
the Saratoga City Council.
Duties
In carrying out its basic responsibilities, the Library & Community Engagement Commission
shall perform the following duties:
1. Hold formal meetings as required (see preceding Section on "Administration”).
2. Maintain communications with the City Council, City staff, Santa Clara County Library
staff, and the Saratoga Community Librarian.
3. Serve in an advisory capacity on major engagement initiatives or policies to help
create a more inclusive and engaged community, including providing support in
identifying and connecting with different groups in the community (such as other
governmental, educational, and non-profit organizations).
4. Maintain within the Commission a continuity of knowledge of Library operations and
City community engagement policies and strategies.
5. Keep generally informed on technical developments that could have a bearing on the
Library's policies or strategies.
6. Provide support and/or advice on events related to the Library and City.
7. Work with and engage "Friends of the Saratoga Libraries", the Saratoga Teen Advisory
Board, and other support groups as may be desirable concerning the Library.
Relationships
1. The Library & Community Engagement Commission shall report to and be
responsible to the Saratoga City Council. The City Manager is authorized to appoint a
City staff member to serve as a liaison representative between the Council, staff and
the Library & Community Engagement Commission on administrative matters.

2. The Library & Community Engagement Commission shall have no administrative
authority over Library or City operations, activities, or staff.
3. The Library Commission & Community Engagement shall have authority to call
meetings, conduct hearings, perform analysis, and make contacts with various
interested parties in carrying out its basic responsibilities.
