HomeMy WebLinkAboutCity Council Resolution 23-057, Appropriations Limit for FY 2023-24 RESOLUTION NO. 23-057 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SARATOGA ESTABLISHING THE APPROPRIATIONS LIMIT FOR FISCAL YEAR 2023-24 WHEREAS, the City of Saratoga established its base year Appropriations Limit as $5,961,747 in Fiscal Year 1979; and WHEREAS, the cumulative impact of changes to population and to the California per capita personal income since the base established the fiscal year 2022-23 Appropriations Limit of $54,320,026; and WHEREAS, the California Department of Finance's May 2023 memorandum specifies a 4.44 percent increase in per capita personal income for the twelve-month period ended December 31, 2022; and WHEREAS, the California Department of Finance's May 2023 memorandum specifies a 0.25 percent decrease in the City of Saratoga's population and a 0.62 percent decrease in the County of Santa Clara's population for the twelve-month period ended December 31, 2022; and WHEREAS, State law provides an adjustment to the prior year's Appropriation Limit by combining the change in per capita personal income, and either the city or county's change in population, at the discretion of the city or county's governing board; NOW,THEREFORE BE IT RESOLVED,the City of Saratoga's 2023-24 Appropriations Limit is $56,590,005 as calculated in conformity with Article XIIIB of the Constitution of the State of California and detailed in Exhibit A.
