ALSO PRESENT: Debbie Pedro, Community Development Director Nicole Johnson, Senior Planner Frances Reed, Administrative Analyst 1. APPROVAL OF MINUTES Action Minutes from the Regular Planning Commission Meeting of April 12, 2023. Recommended Action: Approve Minutes of Regular Planning Commission Meeting of April 12, 2023. MOHIUDDIN/ KAUSAR MOVED TO APPROVE THE MINUTES OF THE APRIL 12, 2023 MEETING. MOTION PASSED. AYES: BROWNLEY, CHOI, GERMERAAD, KAUSAR, LI, MOHIUDDIN, ZHENG. NOES: NONE. ABSENT: NONE. ABSTAIN: NONE. ORAL COMMUNICATIONS ON NON-AGENDIZED ITEMS: NONE 2. NEW BUSINESS 2.1 Finding of General Plan Conformity FY 2023-2024 Capital Improvement Program. Recommended Action: Adopt Resolution No. 23-006 finding the Capital Improvement Program projects proposed for Fiscal Year 23-24 conform to the Saratoga General Plan. CHOI/GERMERAAD MOVED TO APPROVE RESOLUTION NO. 23-006, FINDING THE FY23-24 CAPITAL IMPROVEMENT PROGRAM IN CONFORMANCE WITH THE GENERAL PLAN. MOTION PASSED. AYES: BROWNLEY, CHOI, GERMERAAD, KAUSAR, LI, MOHIUDDIN, ZHENG. NOES: NONE. ABSENT: NONE. ABSTAIN: NONE. 3. PUBLIC HEARINGS 3.1 Application FER23-0001; 12655 Saratoga Avenue (386-17-056); Shloke Hajela – The applicant is requesting a Fence Exception for a 6-foot-tall fence and gate to be located on the front property line where 3 feet is allowed. The site is zoned R-1-10,000 with a General Plan Designation of M-10 (Medium Density Residential). Staff Contact: Christopher Riordan (408) 868-1235 or criordan@saratoga.ca.us. Recommended Action: Adopt Resolution No. 23-005 to deny application FER23-0001 for a Fence Exception at 12655 Saratoga Avenue. ABSTAIN: NONE. 3.2 Application PDR22-0022/ARB22-0106; 19175 Monte Vista Drive; (397-09-013) Alex Byer and Isha Clark (Applicant) - The applicant is requesting Design Review approval for a new 6,001 square foot two story single-family residence (maximum height 26’) with a 4,996 square foot basement and 818 square foot detached accessory dwelling unit (maximum height 15’). Twelve protected trees are proposed for removal. The site is zoned R-1-40,000 with a General Plan Designation of Residential Very Low Density (RVLD). Recommended Action: Adopt Resolution No. 23-004 approving the project subject to conditions of approval included in Attachment 1. CHOI/KAUSAR MOVED TO ADOPT RESOLUTION NO. 23-004, APPROVING APPLICATION PDR22-0022. MOTION PASSED. AYES: BROWNLEY, CHOI, GERMERAAD, KAUSAR, LI, MOHIUDDIN, ZHENG. NOES: NONE. ABSENT: NONE. ABSTAIN: NONE. 4. DIRECTOR ITEMS Director Pedro reminded the Commission that this was her last meeting. All the Commissioners expressed gratitude for her guidance and for her service to the City of Saratoga. 5. COMMISSION ITEMS Vice Chair Choi requested that staff provide clarifying guidance on the Fence Ordinance. Commissioner Mohiuddin encouraged further training on the application of the ordinance. Commissioner Kausar requested that the June meeting time be used for study session for training/education regarding the Planning Commission’s role in Design Review, Findings and application of various policies, rules, and ordinances. The Commissioners discussed the necessity for further education and training on roles, duties, and prevue for the Planning Commission. 6. ADJOURNMENT KAUSAR moved to adjourn the meeting at 8:40 pm.
