The amount of time for public comment may be reduced by the Chair or by action of the Traffic Safety Commission. Public Comment will begin with speakers attending in-person first followed by those attending via Zoom. As always, members of the public can send written comments to the Commission prior to the meeting by commenting online at www.saratoga.ca.us/tsc prior to the start of the meeting. These emails will be provided to the members of the Commission and will become part of the official record of the meeting. REPORT ON POSTING OF AGENDA Pursuant to Government Code Section 54954.2, the agenda for this meeting was properly posted on August 21, 2023. IV. NEW BUSINESS 1. Discuss Options to Reduce Traffic Safety Commission Workload and Shorten Meetings Supplemental Attachment 1 Recommended Action: Advise City staff on which types of traffic safety requests should be brought to the Traffic Safety Commission. 2. Review of Traffic Safety Commission Processes and Procedures Comments Recommended Action: No Action. V. Here are some thoughts regarding potential improvement to the speed hump process: 1 - Area of Influence Selecting the Area of Influence (AOI) is a very important part of the process especially when the TSC considers comments during the City-led process or interested residents attempt initial surveys for a resident-led process. Ideas: A - AOI are residences that have primary frontage on the street in question and are within 150 feet of the nearest hump or additional post for signage. B - All other residents or members of the public are considered users of the road. C - A special public meeting could be held to allow residents to respond to the initial AOI selected by the City. 2 - Non-Response Bias How are survey non-responses treated? For example: after X inquiry attempts are they treated as being okay with the solution in question? 3 - 100% Survey Requirement The 100% vote in favor of the solution for the resident-led process seems unreasonable. Something like 75% might be considered. A sliding scale might also be considered. For example if the 85th is 5MPH over then 80% is required, if the 85th is 9MPH over then 45% is required. 4 - City-Led Process It could be made clear that during the City-Led process comments received outside (and inside) of the AOI may have limited impact on TSC decisions. -Henry Coles CITY OF SARATOGA Memorandum To: Traffic Safety Commission From: Emma Burkhalter, Associate Engineer Date: August 22, 2023 Subject: Discuss Options to Reduce Traffic Safety Commission Workload and Shorten Meetings - Handout Please see attached handout from staff received on August 22, 2023.
