Members of the public can view and participate in the meeting by: 1. The amount of time for public comment may be reduced by the Chair or by action of the Traffic Safety Commission. Public Comment will begin with speakers attending in-person first followed by those attending via Zoom. As always, members of the public can send written comments to the Commission prior to the meeting by commenting online at www.saratoga.ca.us/pebtac prior to the start of the meeting. These emails will be provided to the members of the Commission and will become part of the official record of the meeting. During the meeting the Chair will explain the process for members of the public to be recognized to offer public comment. 1. Call to Order 2. CITY OF SARATOGA PEDESTRIAN, EQUESTRIAN & BICYCLE TRAILS ADVISORY COMMITTEE DRAFT MINUTES July 19, 2022 TIME: 4:00 pm LOCATION: Virtual Zoom Meeting 1. Call to Order – 4:00 PM 2. Roll Call: PRESENT: Jim Stallman, Ping Li (arrived at 4:15 pm), Marianne Swan, Ann Waltonsmith ABSENT: Howard Miller STAFF PRESENT: Emma Burkhalter 3. Report on Posting of the Agenda: Pursuant to Government Code Section 54954.2, the agenda for this meeting was properly posted on July 14, 2022. 4. Approval of Minutes. 04-19-2022 PEBTAC Minutes – Draft Recommended Action: Approve April 2022 Minutes SWAN/WALTONSMITH MOTIONED TO APPROVE THE JANUARY 18, 2022 MINUTES. MOTION PASSED (3-0-0-2) BY VERBAL ROLL CALL. AYES: STALLMAN, SWAN, WALTONSMITH. NOES: NONE. ABSTAIN: NONE. ABSENT: LI, MILLER. 6. Pending Trails Update Curb ramps being added at Beauchamps/Kreisler and potentially at Harleigh Dr/Harleigh Dr as requested by resident. No trails update, trails looking good. County Parks met with City staff on July 18th to discuss options for combining De Anza trail connection efforts (connecting Sanborn Park to Stevens Creek) – proposed trail within Saratoga is the preferred route. Swan: Douglass-Douglass trail, eucalyptus getting out of hand. B. Traffic Safety Update Resurfacing of Quito Road and bicycle/traffic calming striping improvements to be completed in August. Safe Routes to School and Local Roadway Safety Plan being completed this year. C. Blue Hills Elementary Pedestrian Crossing at Union Pacific Railroad Update No updates, City still in negotiations with UPRR regarding mitigation sites. D. Saratoga Village to Hakone Gardens Trail Update Appropriations Committee approved adding City’s funding request to the bill, but still needs to be approved by Congress. E. Upcoming CIP Projects No updates. 8. Old Business A. Hakone Gardens to Quarry Park Trail Gap Closure – Phase I Recommended Action: None. No updates, City still intends to reach out to private property owner. 9. New Business None. 10. Member Reports (information only, no actions to be taken) Stallman: Goathead removal going well, some found at Argonaut Elementary School. Li: Two fallen trees on the Saratoga to Sanborn Trail, one between 1st and 2nd bridges and one between 2nd and 3rd bridges (traveling from Quarry Park). Waltonsmith: Saratoga’s Sister City, Muko, wanted to join Make it to Muko event, but was a little late. Interested in doing a similar event next year. 11. Action Items Summary 12. Staff Report A. Pending Trails Update None. Swan: Aloha-Vickery pathway along Highway 9 was flooded from storms. B. Traffic Safety Update Crosswalk at Aloha/Highway 9 will be discussed at next Traffic Safety Commission meeting. C. Blue Hills Elementary Pedestrian Crossing at Union Pacific Railroad Update Phase 0 (striping at the four RR crossings being improved) has been completed. Request from residents Laura and Joan for further updates on Blue Hills Safety Crossing progress. D. Saratoga Village to Hakone Gardens Trail Update City will begin working on Caltrans submittal for funding soon. Plans are at 95%, and environmental review has not yet begun. E. Upcoming CIP Projects City staff recently applied for funding for first round of Safe Routes to School project implementation. 9. Old Business A. Hakone Gardens to Quarry Park Trail Gap Closure – Phase I Recommended Action: None. No updates. 10. New Business None. 11. Member Reports (information only, no actions to be taken) Swan: 22200 Mt Eden Road is for sale; City to keep an eye out for development applications since there are potential trail connections through this property. Stallman: Library staircase rehab is much appreciated. The perimeter trail at the Orchard could use wood chips if anyone has some to spare. 12.
