Call to Order – 4:00 PM 2. Roll Call: PRESENT: Jim Stallman, Marianne Swan ABSENT: Ping Li, Howard Miller, Ann Waltonsmith STAFF PRESENT: Emma Burkhalter 3. Report on Posting of the Agenda: Pursuant to Government Code Section 54954.2, the agenda for this meeting was properly posted on January 13, 2023. 4. Accept Agenda Items and Order: No additional items may be added pursuant to Government Code Section 54954.2. 5. Approval of Minutes. 07-19-2022 PEBTAC Minutes – Draft Recommended Action: Approve July 2022 Minutes NO ACTION TAKEN DUE TO LACK OF QUORUM. 6. Oral and Written Communication: Any member of the public may address the Committee about any matter not on the agenda for this meeting for up to three minutes. Committee Members may not comment on the matter but may choose to place the topic on a future agenda. Matt Bordoni and Paula Cappello spoke regarding the Vickery Lane access trail where a neighbor on the corner fenced on off his backyard closing it off. It was noted by staff that there is no action for PEBTAC to take on this and staff will not agendizing any requests regarding this item. As a quick refresher, PEBTAC has already reviewed the Vickery Ave/Marden Trail and has advised the Public Works Director that PEBTAC is in support of the City accepting any trail easement offered for dedication. 7. Staff Report A. Pending Trails Update All trails sprayed for poison oak and weeds just before Christmas, bollards installed at Parker Ranch Trail entrance off Burnett Road, trails being repaired following storms. B. Traffic Safety Update None. C. Blue Hills Elementary Pedestrian Crossing at Union Pacific Railroad Update Staff continuing to work with UPRR and working on plans. One mitigation site has had new striping applied. The question was brought up over whether the railroad will be ceasing operations with the announcement of the cement plant ending certain operations made this past November. D. Saratoga Village to Hakone Gardens Trail Update Funding secured for project through Rep. Anna Eshoo. E. Upcoming CIP Projects Extension of Joe’s Trail to be added to New Business. 8. Old Business A. Hakone Gardens to Quarry Park Trail Gap Closure – Phase I Recommended Action: None. Update: Owner of property between the two parks and his representative visited City Hall in late 2022 and are open to working with staff to dedicate a trail easement across property to allow for gap closure. 9. New Business None. 10. Member Reports (information only, no actions to be taken) Stallman: City should ask VTA to keep Saratoga updated on Hwy 85 transit lane project actions so corridor linked funding can be used to build the Joe’s Trail extension. Swan: pothole on Saratoga Avenue pathway, flooded sidewalk on La Paloma, and Mexican Sage plant encroaching on sidewalk. 11. Action Items Summary 12.
