HomeMy WebLinkAboutLUTHERIA WAY 14200 - ENTRANCE POST -HPC REVIEW 14200 Lutheria Way HPC 18-0007 Lutheria Way Entrance Post 11/13/18 .. � 1 RESOLUTION No. HP-18-02 RESOLUTION OF THE HERITAGE PRESERVATION COMMISSION OF THE CITY OF SARATOGA FOR APPLICATION HPC18-0007 TO UPDATE THE HERITAGE RESOURCE INVENTORY BY INCLUDING THE LUTHERIA WAY ENTRANCE POST LOCATED AT 14200 LUTHERIA WAY WHEREAS, the Heritage Preservation Commission was established by the City Council in 1982 to assist with and encourage the preservation of Saratoga's heritage resources, and WHEREAS, one of the .Commission's primary duties, as established in Section 13.10.040(a) of the City Code is to update the Heritage Resource Inventory, and WHEREAS, on November 13, 2018, the Heritage Preservation Commission held a duly noticed public meeting on the subject matter, and considered evidence presented by a Heritage Preservation Commissioner, City staff,the property owner, and other interested parties. NOW THEREFORE, the Heritage Preservation Commission of the City of Saratoga hereby finds, determines and resolves as follows: Section 1: The recitals set forth above are true and correct and incorporated herein by reference. Section 2: The Heritage Preservation Commission has determined that criteria (a), (b), (c) and (e), as established by Section 13.15.010 of Saratoga's Municipal Code, have been met to include the entrance post located at 14200 Lutheria Way in the Heritage Resource Inventory as follows: • It exemplifies or reflects special elements of the cultural, social, economic, political, aesthetic, engineering or architectural history of the City, the County, the State or the nation; • It is identified with persons or events significant in local, county, state or national history; • It embodies distinctive characteristics of a style, type, period or method of construction, or is a valuable example of the use of indigenous materials; and • It embodies or contributes to unique physical characteristics representing an established and familiar visual feature of a neighborhood or district within the City. Each post.has 4-sandstone block etched with the street.name"LUTHERIA'WAY% Sandstone was widely used in the Sari Francisco:Bay area because of its availability from local quarries, its variety ui color and.its ab htyfo'be- shaped or°chiseled with`a variety of finishes. Location of the-post`on the:property: The stone post is situated':on the left side of the entrance to Lutheria Way. This entrance post is setback at the outside cornerof-the owner's property at approximately four feet'from tbie street and 22 feet from Saratoga Avenue. Lutheria Way is a gentle curving road that continues to increase in elevation until it ends at La Paloma Avenue. The street has-an ambiance of privacy and much greenery. Many:unique homes designed inrevival and otller'historical architectural styles can be found along this charming road. Much of the post is covered in ivy. Coordinates- 370 15' 42"N. 1220 1' 37"W Elevation-420 feet . . 1 Heritage Resource Designation Form Description of the entrance post: The entrance post at 14200 Lutheria Way is made from sandstone blocks. It is set at an angle (approximately 45 degrees)to Lutheria Way. The color has weathered to a natural,medium grey with some sandy hued overtones. It has not,been altered since the 1920s and appears in:very" good condition. The post consists of'three standard elements: a base,flat cap and finial or newel. The overall height from the current.ground level is approximately 8.2;feet to the highestt curve of,.,, the finial.. It is,highly likely that the core of the post is hollow:. The post-elements:haye been treated using tools orchisels.that achieved,three different pitched finishes:--;Note that much of the post is covered in ivy. Five rows of blocks make up the base. Each row of blocks varies in height to the others while the width and length of all the:blocks is•approximately 7 inches by 34 inches These blocks,have been treated with a tool to create a very deeply pitched finish. The-block at,the very bottom,of the base is a solid slab of sandstone:part of which;is buried several:inches below ground level: This block-is 36 inches'squaze:;At-the second row'down from the cap.there'is a center block.of stone;with a deeply,but,evenly, etched"LUTHERIA WAY" The"etched:azea is recessed into-a. flat;smoothed reetangular surface that mcelyframes the;address and gives it distn c !on!` The flat cap on top of the base of blocks;is.4.5 inches high,3 feet wide;b$3 feet deep and has a slight slope to allow for rain runoff. The cap finish..more uniform and evenly rendered than the base:or.finial,has,a texture that may have.beefi achi6ved,usipg afros tool, or bush chisel .e a chisel with teeth'::.. The rounded oval,;fimal_is 10•inches;in height,25 inches deep Nand 25 inch e.s,wide The pitched . work of this fmial- hows a stipple or orange peel like:finish .At the four corner areas of the finial there`is a slightly different chiseled detail that copies that of the post;eap below °The finial is mortared.onto a 1/2-inch base that sits on the cap. This thin-base under tlie:finial is slightly flared for water runoff. The mortar seams; or pointing, are 1/2 inch in;thickness. It appears Isandstond dust could have : been incorporatedjn the mortar mix to provide a more,.cohesive finish with..the pitched blocks. The mortar seams:aze slightly lighter in Color than the sandstone materials. It is also possible that the appearance of this mortar finish may:have evolved due to age and;weathering. The attractive conditionof the post, its angled position and scale,the,yariety and uniqueness of the pitched stone.finishes,,all enhance and illustrate the craftsmanship of the mason,..gong with the its quality and,appeal. The Heritage Preservation Commission (UPC) was established to.encourage the preservation of Saratoga's heritage resources. These resources include buildings, gardens and other historic structures and objects. The HPC would like to recommend that the Lutheria Way entrance post that is located at the corner of your property be designated as a Heritage Resource and placed on the Saratoga Heritage Resource Inventory. The post is located on a portion of Saratoga Avenue which is designated a Heritage Lane and is therefore protected pursuant to City Code. Immortalizing the entrance;post as a Saratoga-Historic Resource would add to the prestige of your property. The post significantly adds to the ambiance and character of your neighborhood. Lutheria Way was named after Lutheria Cunningham (1907- 1964). The Cunningham Acres subdivision, which encompasses Lutheria Way, was developed by Luther Cunningham,Lutheria's father,in 1925. Based on preliminary review,the post appears to meet the criteria checked on the back of this letter. Once on the inventory, the Lutheria Way entrance post could become eligible to be a Historic Landmark with your consent. Whether or not you are interested in placing the post on the Heritage Resource Inventory, you are encouraged to regularly and carefully maintain and monitor the post from invasive vines. Vines covering a structure can create moisture from condensation,rain water and plant transpiration which is slow to evaporate and creates an environment which can weaken the post and cause visual and structural deterioration. If you have any questions or concerns about your entrance post being listed as a Heritage Resource,please contact Special Projects Manager, Sandy Baily, at the above address or at (408) 868-1225 or by email at sbailyna,sarato a ca•us within 45 days from the date of this letter.
