HomeMy WebLinkAboutCity Council Resolution 23-093, Budget Adjustments - ARPA RESOLUTION NO. 23-093 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SARATOGA TO AMEND THE BUDGETS FOR CURRENT ARPA FUNDED PROJECTS AND APPROPRIATE BUDGETS AND EXPENDITURES TO NEW ARPA FUNDED PROJECTS WHEREAS, the City was awarded $7,213,239 in the 2021 American Rescue Plan Act's (ARPA) Coronavirus State and Local Fiscal Relief Funds (SLFRF), and WHEREAS, the City Council amended the adopted Fiscal Year 2022 Capital Improvement Program on March 2, 2022 to appropriate five SLFRF funded projects to advance Clean Water objectives under ARPA, and WHEREAS, after almost two years into work done on the planned projects, City Staff has completed the Prospect Road Green Infrastructure Project with an available surplus of approximately $63,000 left in the budget, and WHEREAS, in addition City Staff has reassessed the scope for the Village Parking Districts Improvements Project and estimates that it will need about$989,503 less than originally budgeted, and WHEREAS,the then available funds can be used for increasing budgets needed in existing ARPA funded projects as well as several new ARPA qualified projects including those recommended to Council at the November 151h, 2023, Council Meeting, NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Saratoga hereby approves an amendment to the Fiscal Year 2023/24 budget as follows: 1. Decrease project expenditure appropriations for: • Village Parking Districts Improvements Project by $989,503 • Prospect Road Green Infrastructure Project by the balance left in the project after completion. 2. Increase project expenditure appropriations for: • Stormwater Pollution Prevention Program Compliance Project by $100,000 • Park Sewer Lateral Replacements Project by $150,000 3. Appropriate expenditure budgets to new ARPA qualified projects as follows: • City Hall Green Stormwater Infrastructure (GSI): $100,000 • Guava Ct Improvements and Green Stormwater Infrastructure (GSI): $450,000 • Monte Vista Storm Drain Improvements: $132,000 • Historical Park Storm Drain Improvements: $120,000 4. Transfer qualifying expenditures already incurred to date in FY2023/24 from current CIPs to the new ARPA Projects 5. Authorize the Administrative Services Director, with the approval of the City Manager, to further adjust the budget amount for any specific project in the ARPA SLFRF Capital Improvement Program provided, however, that the total budget allocation for the Program shall remain at $7,213,239.
