COMMISSION ITEMS LI REQUESTED SARATOGA HIGH SCHOOL’S CIRCULATION PLAN BE SENT TO THE COMMISSION FOR REVIEW AND ITEM BE ADDED TO JANUARY 2024 TSC MEETING TO DISCUSS THE CIRCULATION PLAN. THE DOCUMENT IS ATTACHED TO THESE MINUTES. XI. ADJOURNMENT - 9:50 PM Respectfully Submitted by Emma Burkhalter, Public Works staff for the City of Saratoga Drop off and Pick Up Procedures Saratoga High School 2023-24 PAST Practice: Drop off/Pick Up & Parking in Herriman Parking Lot In the past, parents, staff, and students would come to campus, entering the Herriman Parking lot at our primary entrance–across from Lexington Court. Cars from all three directions would funnel in this entrance; which created backups in both directions of Herriman and on Saratoga-Sunnyvale. Students would also walk to campus and/or drive themselves to campus and park. Ultimately, this was not an efficient practice and begged for a change. CBI drop off New Practice: Drop off/Parking in Herriman Parking Lot (AM) Coming from Saratoga-Sunnyvale, enter opposite from Lexington and either park (purple), CBI drop off (orange) or student drop off (red) near the backside of cafeteria CBI drop off Coming from Saratoga Ave, enter near the sports courts and either park (purple), or student drop off (red) near the tennis courts. Students can also park (purple) in the middle section by entering the second driveway from the right. This is a Student Entrance exclusively for parking. Flags for Driveways Our first driveway (east to west) is an entrance for those coming from the Saratoga Ave. direction. Those driving in here should either park (currently limited spaces due to construction) or pull up to the campus and drop off their students near the tennis courts. Drivers will exit the parking lot via the 2nd driveway and return to Herriman Ave. This is an ENTRANCE ONLY driveway. No longer will the driveway be in and out. Entrance Near the Sports Court/Plaza Those planning to drop off students near the tennis courts should enter and use the left most lane (repainting of stripes will be happening soon). Those planning to park should enter and use the right most lane to find a parking spot. Entrance Near the Sports Court/Plaza ●Families entering the Herriman Ave. parking lot near the Sports Court planning to drop their students off near the tennis courts (red arrows) should go down the lane (orange rectangle in image). Students should get out and walk safely in the designated area (green rectangle in image). ●Students entering the parking lot near the sports court, planning to park (purple arrows) should park in a designated space aligned with the designated parking spaces X X X X X X X X X Dropping off near the Tennis Courts In the coming weeks, we are planning to install delineators to designate the safe pedestrian zone (green zone in the image) Vehicles will drive through the area (orange zone in the image) between the pedestrian zone and the parking spaces. Flags for Driveways Our second driveway (east to west) is our Student Entrance. Students driving in this lane should be planning to park their cars. Parents who are driving on to campus at the entrance near the Sports Courts will be exiting via this lane. The construction and equipment for our renovated lower field will be removed in the next week or so. Flags for Driveways Our third driveway, which has served in the past as our primary driveway is an entrance for those coming off of Saratoga-Sunnyvale. Those driving in here should either park, pull through the lot to the McAfee Center for the CBI drop off, or pull up to the campus and go right to drop off students behind the cafeteria building. Those dropping off near the campus will exit out the Zappelli Court off of Saratoga Ave. CBI drop offs will exit back on to Herriman Ave. Flags for Driveways Our fourth driveway is an EXIT ONLY. In the mornings, only those drivers who dropped off a CBI student near the McAfee Center should be exiting onto Herriman Ave. Getting To SHS ●School days begin at 8:30am. ○The first bell will ring at 8:20am and students should already be on campus. Getting To SHS: Do’s and Don’ts Do’s: ●Arrive to school before 8:20am ●Carpool ●Ride a bike ●Skateboard ●Walk ●Follow the rules of the road ●Be aware of students coming/going to and from school ●Follow the directions of school staff Do: Arrive to School Before 8:20am ●School starts at 8:30am each day. ●Avoid the traffic by being early. ●Reduce stress and don’t be tardy! ○There are consequences for excessive tardiness, both academically and behaviorally ●Breakfast will be served from 7:30am-8:20am at our Cafeteria Do: Carpool, Walk ●School starts at 8:30am each day. ●Minimize the traffic by carpooling and walking. In front of gym Skateboard racks Do: Follow the Rules of the Road ●The Sheriff’s Department will be monitoring our traffic and driving habits of our students and family members. ○They issued a number of tickets the past couple of years. ○Illegal u-turns, stopping in places where you shouldn’t, speeding, etc. will not be tolerated Do: Be Aware of Students Coming/Going To and From School ●Students will be coming and going to and from campus in a variety of ways. ●In the morning, the sun rises over the football field, which can be in drivers’ eyes when they are eastbound on Herriman Ave. ●Students will cross the street and walk through the parking lot unpredictably. ●Students are expected to use the crosswalks that are identified in the Herriman parking lot CBI drop off Do: Follow the Directions of School Staff ●SHS staff will help to direct traffic for the Herriman Ave. parking lot and the outlet to Zappelli Ct. ●Please follow SHS staff directions to help with the flow of traffic Mr. Ljepava, Campus Supervisor Mr. Louie, Principal Mr. Torrens, Assistant Principal Getting To and From SHS: Do’s and Don’ts Don’ts: ●Arrive to school after 8:30am ●Drop off in Zappelli Ct or pull into the Zappelli Lot ●Stop in front of people’s homes on the residential streets ●Stop in front of the Saratoga Parent Nursery School on Williams Ave. ●Stop along Saratoga/Sunnyvale Rd. ●Make u-turns in the residential streets ●Pull in the exit lanes or exit the in lanes ●Speed to school Don’t: Arrive to school after 8:30am ●1st and 2nd period start at 8:30am. ●If you are not in your class before the 8:30am bell, you’re late. ●Students who are late to class with an unexcused tardy are not entitled the makeup work, which will affect your grade. ●Students with excessive tardies can be assigned a Treasure ‘Toga consequence Don’ts: Try to Drop Off in Zappelli Ct. or Pull into the Zappelli Lot ●Please do not pull into Zappelli Ct. to pick up or drop off your student. ●Do not park in the Zappelli Ct. Parking Lot. This is for SHS staff only and there is no exit in the mornings. ●Ms. Evanoff will be here in the morning to assist students walking on to campus and drivers who are leaving campus after entering the Herriman Parking Lot Flags for Driveways The entrance to the Zappelli Ct. is reserved only for staff to enter and park. Families can not drive in to drop off their student and students can not park in this lot. Please do not pull into the Gerald Zappelli Court to drop of your student either. Don’ts: Stop/Park in Front of People’s Homes... ●Stopping and Parking in front of our neighbor’s homes to pick up or drop off is not a good practice and intrusive to our neighbors. Please pick up and drop off on campus. Don’ts: Stop in Front of the Saratoga Parent Nursery School ●The Saratoga Parent Nursery School is on Williams Ave. ●Please do not stop and/or park on Williams Ave and in front of the Saratoga Parent Nursery School. ●This is a tremendous safety hazard and inconvenience for those attending the SPNS Don’ts: Stop along Saratoga/Sunnyvale Rd. ●In the past, families would pull along Saratoga/Sunnyvale Rd. to drop off their students. ●This is dangerous for vehicles and bicyclists. ●Occasionally, families have dropped off their students in the middle of the road at a stop light. DON’T DO THAT. ●Respect the Bike Lanes. The Sheriffs will cite road violations. Don’ts: Make U-turns in the Residential Streets ●Neighbors often report drivers making u-turns in the neighborhood, in the street, or doing a three-point turn in neighbors’ driveways. ●Please don’t do that. Don’ts: The Lane Near the McAfee Center ●Immediately in front of the McAfee Center is for our students and families in our CBI program for safe drop off and pick up. ●The lane between the McAfee Center and the music building leads to the side of the campus and Zappelli Ct. ●In front of the McAfee Center are exit lanes. ●There is NO ENTRANCE near the McAfee Center. ●There will be white delineators prohibiting right turns. ●Mr. Louie is typically at this crosswalk. Don’ts: Speed to School ●Though being tardy is bad, we would rather you be tardy than speed to school ●The speed limit near the school when students are present is 25 miles per hour ●The Sheriffs will cite drivers not abiding by the rules of the road. Picking Up in the Afternoon Getting From SHS ●School days end depending on the schedule ○Red Days (Odd periods) end at 2:10pm for 5th period and 3:45pm for 7th period. ○Blue Days (Even periods) end at 2:35pm for 6th period. PAST Practice: Drop off/Pick Up & Parking in Herriman Parking Lot In the past, parents, staff, and students would come to campus, entering the Herriman Parking lot at one primary entrance–across from Lexington Court. Cars from all three directions would funnel in this entrance, which creates backups in both directions of Herriman and on Saratoga-Sunnyvale and then either park in the parking lot or try to pull up to the campus to wait for their students. This creates an unsafe situation for emergency vehicles and for students walking off of campus out to Saratoga Ave. or Herriman Ave. CBI drop off New Practice: Pick Up Parking in Herriman Parking Lot (PM) Coming from Saratoga-Sunnyvale, enter opposite from Lexington and park or pull to the McAfee Center for CBI pick up. No pick up near backside of cafeteria is permitted. No traffic leaving from Herriman Ave. to Zappelli Ct. CBI Pick Up Coming from Saratoga Ave, enter near sports courts and park. Students must go out to the cars; no stopping in the lanes. No pick up near the gym, locker room or tennis courts Thank You!
