MINUTES
TUESDAY, JANUARY 30, 2024
SARATOGA CITY COUNCIL SPECIAL MEETING
Mayor Zhao called the Special Meeting to order at 9:02 a.m.
ROLL CALL
PRESENT: Mayor Yan Zhao, Vice Mayor Belal Aftab, Council Members Kookie
Fitzsimmons, Tina Walia
ABSENT: Council Member Chuck Page
ALSO PRESENT: James Lindsay, City Manager
Richard Taylor, City Attorney
Britt Avrit, City Clerk
Leslie Arroyo, Assistant City Manager
John Cherbone, Public Works Director
Ryan Hinchman, Administrative Services Director
Bryan Swanson, Community Development Director
Macedonio Nunez, City Engineer
REPORT ON POSTING OF THE AGENDA
The City Clerk reported the agenda for this meeting was properly posted on January 26, 2024.
Council Member Page arrived at the meeting at this time.
AGENDA ITEMS
1. Mid-Year Update and Three-Year Forecast
Recommended Action:
Receive a Mid-Year Update on the Three-Year Forecast.
Ryan Hinchman, Administrative Services Director presented the staff report.
Mayor Zhao invited public comment.
The following individuals spoke at this time: Darrell Miller, David Anderson
Receive report, no vote needed.
The City Manager provided a review of the Mid-Year Update on the Three-Year Forecast
presentation.
2. Service Level Exercise
Recommended Action:
Receive report on service levels.
James Lindsay, City Manager, presented the staff report.

Mayor Zhao requested a recess at this time.
Mayor Zhao reconvened the meeting at 10:45 a.m.
Mayor Zhao invited public comment.
No one requested to speak.
The City Council participated in a Service Level Exercise.
The City Manager provided a review of the Service Level Exercise.
3. 2023 Legislative Update
Recommended Action:
Accept staff report and provide direction to staff.
Richard Taylor, City Attorney presented the staff report.
Mayor Zhao requested a recess at this time.
Mayor Zhao reconvened the meeting at 12:40 p.m.
Mayor Zhao invited public comment.
The following individual spoke at this time: Darrell Miller
Council Member Page requested that the City Attorney review state law and Saratoga’s Municipal
Code relating to cannabis.
The City Council gave direction to staff to begin providing a quarterly legislative update.
Receive report, no vote needed.
4. Capital Improvement Program Preview
Recommended Action:
Receive a preview of the fiscal year 2024-25 Capital Improvement Program (CIP).
Macedonio Nunez, City Engineer presented the Pavement Management Program report.
Mayor Zhao invited public comment.
The following individuals spoke at this time: Darrell Miller, Bill Dalton
Ryan Hinchman, Administrative Services Director presented the 2024/25 CIP Project Review
Package report.
Mayor Zhao invited public comment.
