Memo welcoming New Ems' ~s ,, l • March 11, 1987 Saratoga City Councils Regarding recent proposal. to ban dogs from Saratoga parkas The current regulation requires that dogs on Saratoga streets, including parka, be kept on leash. The law also states that dog excrement in the parks must be removed by the dog's owner. Both of these regul~ions require effective en.2'orsement to be of any value. We do not believe banning doge from par~¢ altogether will improve the situation.. Those owners who turn their doge loose to run every day will continue to do so. Those who walk through the parks with unleashed dogs are breaking the law now; it is unlikely that a new regulation banning dogs from the parka will have any effect on these uncaring individuals. Mayor Hlava was quoted in the Saratoga News as saying that those who obey the ordinance are distinctly the minority. So the law breakers win once more, and the law-abiding citizens lose another right/privilege???? There are many unpopular laws on our books, disobeyed by the majority -~-- that does not make them bad laws. we are in favor of better enforcement. We are also in favor of larger, more conspicuous signs. We believe these signs should be osted not neat to a stop sign, for motorists to observe, ~as at evi.n Moran Park}.but prominently placed at the entrances used. by people wal_ kind through the parka. They are filling vacancies created over the past several months by the resignations of Ed Stirtz, Robert Wagner, and Samuel Hebert, and Neil Westreich's disability. Robert Breisch and David Mooney began work March 23. Robert, who has been with Saratoga as a temporary employee, worked with the Santa Clara County Parks Department and is studying for a Park Management degree at West Valley College. David has six years of grounds maintenance experience with the City of Sunnyvale. Michael Holly will begin work March 30, and. David Ashby will join the City April 1. Both Michael and David have many years of experience in landscape maintenance working in the private sector. David has a horticulture degree from Foothill College. -- • • ~-_.__ Harry Peacock City M nager jm M E M O R A N D U M TO: Parks and Recreation Commission DATE: March 2, 1987 FROM: Secretary, Parks and Recreation Commission SUBJECT: Meeting of March 2, 1987 Even though there are no new subjects on the agenda, I feel it is important that we discuss the Parks and Recreation Commission's stand on the issue of dogs in the parks. Judging from recent comments in the Saratoga News and the attached memo from the Community Services Director, this issue might be a topic of hot debate at the March 18th City Council meeting. Your input at tonight's meeting is important. We will need to select a spokesperson to comment, if asked, at the Counci 1 meeting, since Rich will not be there.
