M E M O R A N D U 1~ TO: Parks and Recreation Commission DATE: January 4, 1988 FROM: Secretary, Parks & Recreation Commission SUBJECT: Meeting of January 4, 1988 The public hearing regarding relocation of Saratoga Community Gardens recovenes at tonight's meeting. Notice have been sent to the Saratoga News, San Jose Mercury News, homeowners residing within 500 yards of Azule Park, homeowner's associations and representatives of the Community Gardens and Youth Science Institute. Attached is a suggested method for scheduling athletic activities in City parks, Kevin Moran and E1 Quito in particular. This system has been adapted from the Field Reservation Policy being used by the City of Campbell. Please review and feel free to make any changes or suggestions. Since it may be some time before the Trails and Pathways Master Plan is completed, the Commission may want to act now on the request by Fanelli Consulting, Inc. for the owners of Lot #20, Tract 6628 to abandon an equestrian easement. Please let Sharon know if you will be unable to attend the meeting. BAPRCBM Installation-Awards Dinner • CITY OF SARATOGA FIELD RESERVATION POLICY AND FEE SCHEDULE Contact the Saratoga Parks Department for more information. .867-3438 HOW TO APPLY 1. Application packets will be sent out each for the upcoming calendar year. 2. Each group must designate one contact and one alternate contact person to be the City liaison. This person will be responsible for filling out forms and completing application requirements. 3. An orientation meeting will be held in to clarify any questions organizations may have on the process. 4. All groups wishing use of the fields must submit a complete packet to the Parks Department by A complete packet consists of: a. completed application form b. roster of members and officers c. valid certificate of insurance (original copy only) d. schedule of dates and times requested e. listing of facilities requested. f. all fees and deposits. 5. A group representative will be required to attend the Parks & Recreation Commission meeting to answer any questions the Commission may have. FIELD SCHEDULING MEETING Once applications have been reviewed, the Parks Department will contact you to notify you of any conflicts in your requested dates. You will be given the name and phone number of the organization's representative with which there is a conflict. You will have until to resolve those conflicts and to notify, in writing, the Parks Department of that action. If you are unable to work out an agreement on the dates in question, a rotation draw system will be implemented where all dates and/or facilities in question will be pooled and organizations will draw them on a rotational basis. FEES There is a $5 per participant, per year fee for use of City playing fields. • ATHLETIC FIELDS SCHEDULING PRIORITY GROUP I City-sponsored events II * Youth Groups - Saratoga resident (51% or more) youth sports leagues, and churches and schools in the Saratoga city limits. III * Adult Groups - Saratoga resident (51% or more) private parties, or Saratoga companies, organizations, service clubs, non-profit groups; churches in the Saratoga city limits. FEE No fee $5 per participant per season $5 per participant per season IV Non-resident youth sports leagues, churches, schools, non-profit groups. V Non-resident adult groups, organizations, companies, service clubs. NOTE: * Groups claiming resident status must provide at the time of reservation a roster of names and addresses of group members. The Commission should try to formalize the procedure as much as possible. After the joint meeting with City Council we should be ready to move. In reviewing the park use policy, some of the questions that need answers are; who has priority for park use, how is priority determined, should time limits be set as to hours and number of days per week a group can reserve the park, how much free time should be allowed for unorganized play, should user fees be charged? Groups have already requested time slots and have been put off until a policy can be developed. We will also review a request for abandonment of an equestrian easement by Fanelli Consulting, Inc. for the owners of Lot #20, Tract 6628. A map will be available at the meeting but I suggest delaying a decision until review of trails is completed. Joan will discuss future direction of the recreation programs. Her memo on this subject is in your packet. We will also discuss agenda items for the November 10th joint City Council - Parks and Recreation Commission meeting.
