Both of these prograao~s are funded tinder provisions of the California Wildlife, (bastal, and Park Land Oonseivation Act of 1988 (Proposition 70). The guides contain Program information and forms necessary to apply for funds. Additional application forms have been included. Under the Per Capita Grant Program, a review of the eligibility of all local government units to receive grant ftmds has been caYg~leted and the allocated amounts to each eligible agency has been set according to provisions of the Act. PURPOSE OF REPORT • The purpose of this design report and accompanying schematic plans is to provide for City staff and officials, and for Caltrans reviewers, a clear explanation of the project objectives, and the criteria used for the proposed design. Our intent is to minimize the time required for overall project review by the City and by Caltrans; and to minimize changes required in the final plans, specifications and estimate. We hope to receive clear, specific comments from City and Caltrans reviewers on this report and accompanying schematic plans, to allow us to effectively incorporate comments into the final design. II. INTRODUCTION -PROJECT DESCRIPTION The proposed project is located on Saratoga-Sunnyvale Road, State Route 85, in the City of .Saratoga. The basic objective of the project is to provide landscaped medians in the center of this four-lane divided highway, from Verde Vista Lane on the north to Big Basin Way on the south -- a distance of approximately 3,700 lineal feet. (See Figure 1 for project location.) Additionally the project will incorporate removal of two large oak trees and construction of approximately 4-6 foot high retaining wall(s) in the right-of- way. This will allow provision of an adequate road shoulder width and completion of the bike lane system that is currently uncompleted for a distance of 700 feet on the west side of the highway due to the constraints of the oak trees and embankments. This will also allow correction of existing substandard lane widths in this location. The project has been proposed by and will be funded entirely by the City of Saratoga, to implement part of a master plan for landscaping of major (1) lecation~rnap 3 F- U w o~ ~w~re, :~ • streets in the City, prepared and adopted by the City in 1984. The landscaping will be maintained by the City following the contractor's maintenance period. The improvements will take place within the California Department of Transportation highway right-of-way, therefore Caltrans must review and approve the plans and issue an encroachment permit to the City to allow construction. All roadway construction will be in accordance with Caltrans Standards. No lighting or signal work is proposed except that one signal at the left turn pocket at Gerald Zappelli Court may be relocated slightly. This will allow the turn lane to be widened. Based on Caltrans criteria (per Project Development Procedures, Section 2- 5.3), this is a Category 5 project; "of minimal social, economic or environmental significance:' The project will not to require additional right-of-way. Temporary construction easements, and possibly permanent easements for retaining wall footings, will be required. This project is expected to be categorically exempt under CEQA and will have a construction cost of less than $500,OOD. III. PROJECT COMPONENTS -DESIGN CRITERIA A. PLAN FORMAT -BASE IIVFORMATION Topography was obtained by controlled aerial photogrammetry, flown May 1988. Topography includes existing features and contours at one foot intervals as well as spot elevations at 25 foot intervals or less along the edge of pavement. Base sheets were prepared at 24" x 36" size at 40 scale in City standard format, which was verified as acceptable to Caltrans in the attached letter dated May 26, 1988 (Exhibit A-1). Civil improvement plans will be prepared at 40 scale while landscape plans will be prepared based on 20 scale enlargements of the median areas. Technical specifications will be in CSI format and (2) • • bid forms and other contract documents will be in standard City of Saratoga format. Additional field topography for design of the retaining wall has been obtained, including spot elevations sufficient to provide cross sections at 25' intervals from the median to the west across the right-of-way line to the front of the adjacent structures. Control for right-of-way and plan line coordinates was established by locating monuments identified from recorded parcel maps. Right-of- way and plan line locations were also verified by offsets from existing features such as manholes shown on Caltrans as-builts, which also show on the base topo and which were verified in the field. B. GEOMETRICS Preparation of design for median configuration, left turn lanes, traffic lanes and shoulders was accomplished by review of existing lane geometry from base maps, Caltrans as-builts and field measurements. Design criteria included Caltrans standards and suggestions from a field review meeting with Caltrans Project Engineer Kai Chan. (See meeting notes -- Exhibit B-l.) Additionally, manual counts of left turn movements and concurrent mechanical 24-hour counts of through traffic were collected, and analyzed by Wilsey at Ham's Traffic Engineer in a letter report dated July 18, 1988 (Exhibit B-2). This was for the purpose of verifying the safety and appropriateness of existing left turn openings, turn lane lengths and lane and shoulder widths. The report was reviewed by City staff, and by the City Council at a public hearing on August 22, 1988. The Schematic Plan was prepared with the left turn openings and pockets as shown, based on the Council's direction. The Council also directed that the Plan include the removal of two oak trees and construction of a retaining wall between Marion Road and (3) • • Brookwood Lane on the west side of the highway to allow adequate room for lanes, shoulder and bike path through this section. This basically would implement a Caltrans-generated solution proposed to the City in 1981 (see Exhibit B- Medians as proposed will have a minimum width of 4 feet, face-of-curb to face-of-curb. Turn lanes will have standard 90 foot radius tapers. Turn pockets will have a minimum width of 10.5 feet. Through lanes will be 11.5 feet wide minimum with 18" minimum "shy distance" to the face of curb. Establishment of the above widths will require relocation of medians and lanes and/or additional shoulder paving as indicated on the Schematic Plans. C. GRADING AND DRAINAGE The existing drainage pattern is toward a low point north of Brookwood Lane for the portion of the highway south of Marion Road. The portion of the Highway north of Marion Road slopes gradually to the north. Generally the northbound lanes are cross-sloped from the median to the shoulder of the road where the drainage is carried in a.c. paved swales or against curbs to catch basins. The southbound lanes are typically crowned at the center, with drainage flowing to and along the unpaved median to catch basins on the eastern portion, and drainage flowing to the road shoulder on the western portion, where it is either carried in a.c. paved swales to catch basins, or flows onto private property. Cross sections and profiles included with the schematic civil improvement plans illustrate the existing and proposed grades. The proposed landscaped median and bike lane improvements will not significantly alter the drainage patterns or impervious surface from the existing, however installation of curbs for the medians will concentrate runoff at some locations where it currently sheet flows across a paved median from the center of the southbound lanes to the shoulder of the northbound lanes, or simply flows into the unpaved median. In these (4) • cases at locations A through E on the Schematic Plans new catch basins will be installed in the median noses to intercept the concentrated runoff. These catch basins will be tied-in to existing State drainage facilities or to City facilities as illustrated on the Plans. In the case of the new shoulder and bike lane on the west side of the highway, an a.c. paved swale will carry the runoff to near Brookwood Lane to a new catch basin to be tied-in to an existing State catch basin in the median. The amount of drainage intercepted by these improvements is very small (see Qs called out on Schematic Plan and Exhibit C-1 for drainage talcs) and is being introduced into systems that are already carrying the same cumulative runoff. Therefore it is proposed that it is not necessary to prepare a hydraulic analysis as part of this project as suggested in the field review notes. (Exhibit B-1). D. PAVEMENT DESIGN, CURB DESIGN, PAVEMENT REMOVAL Base information for design of these items included Caltrans as-builts, and geotechnical investigations conducted by Donald E. Banta and Associates. (See Geotechnical Report, Exhibit D-l.) Design criteria includes Caltrans standard details and the recommendations of contractors experienced in the removal of the cement-treated base that was encountered under the existing median between Saratoga Avenue and Brentwood Lane. Curbs on the west side of the medians, which will carry runoff, will be Type A2-6 a 6" curb with a 24" gutter. The pavement slopes away from curbs on the eastern side of the median, so these are proposed to be Type Al-6 without gutter. Median noses will be paved with P.C.C. to a mimimum of 5 feet from the end. The soils report has identified an approximate 24" total depth of aggregate base, a.c. paving and cement-treated base under the existing (5) • • median in boring location E-1, between Saratoga Ave. and Brookwood Lane. of this material to allow the installation of landscaping: either use of a trenching wheel, or saw cutting and "stomping" of the material in the medians. In either case the density and strength of the pavement and cement-treated base is expected to allow vertical cuts to within 6" of the back of curb without threatening the structural integrity of the curb or roadway. In other median locations existing a.c. paving will be saw cut and machine excavated to allow clearance for construction of the new curb, and provide openings for landscaping. New paving adjacent to the new curb, and the new bike lane/shoulder on the west side will be 4" a.c. on 12" a.b., consistent with the existing pavement section. Adjacent a.c. paving will be ground down, tapering to approximately .15" with a width of approximately 6 feet, to allow for overlap of the new paving. E. LANDSCAPE DESIGN Base information for landscape design includes the existing topography, the soils investigations report, and soil fertility and growth tests conducted by Soils and Plant Lab, 'nc. (See Exhibit E-1.) Also, a study and recommendations regarding the several heritage oak trees in the right-of-way prepared by Horticultural Consultant Barrie Coates (Exhibit E-2.) Design criteria for landscaping includes design guidelines from Caltrans regarding highway planting (Exhibt E-3), communications with Caltrans Landscape Architect George Juilly, and a Master Plan for landscaping of major streets and highways adopted by the City in 1984. (Exhibit E- 4). Due to the vertical curve located south of Marion Road, sight (6) • • distances for persons turning left into northbound Saratoga-Sunnyvale were examined (Exhibit E-5). This study showed that two existing heritage oaks interfere with visibility, but these are proposed to remain due to their intrinsic value. No additional trees or tall shrubs are to be planted in this vicinity due to sight distance requirements. Proposed new plant materials around the oak trees were selected to avoid reducing visibility and to conform to the recommendations of the Horticulturalist's report. Proposed plants and some alternatives are shown on the attached Schematic Landscape Plans. Trees selected are small-scale species that will not grow large enough to pose a hazard to drivers on this 40 mph road. Shrub selections are intended to stay under 3 feet in height to avoid interference with sight distances, except in the median between Reid Lane and Herriman Ave. Both these intersections are signalized, therefor long sight distances are not necessary for safety. In this section shrubs from 5 to 6 feet high are proposed. In median noses less than 6 feet wide, planting will be limited to pockets 5 feet wide spaced 15 feet apart, with grouted-in-place cobble paving between. This will provide for safe maintenance of the planting and irrigation in these narrow areas. The proposed evergreen tree, Pyrus kawakami is the same tree that was used in median plantings recently installed on Highway 85 between the Southern Pacific Railroad and Blauer Drive. The Flowering Plums are used in the section of median landscaping immediately to the north of this project and also exist adjacent to the proposed project in a City- maintained frontage landscape area west of Highway 85 and north of Reid Lane. Use of these plants is intended to provide some design continuity with the existing highway plantings. Irrigation design will be based on the preferences of City Parks Maintenance Superintendant Roy Swanson. Most landscaped median (7) . ~ ~ • areas will be irrigated with pressure-regulating shrub spray heads on 6" pop-up risers. Spacing will be for head-to-head coverage and head type will be low-gallonage and low spray trajectory to minimize over-spray and water consumption. In areas under the drip line of the existing Live Oaks, plantings of low-growing, wide-spreading drought tolerant shrubs will be watered twice monthly with bubblers. Irrigation lateral lines will be Class 200 PVC with a miniumum 18" cover. Irrigation main lines will be Schedule 40 PVC with a minimum of 24" cover. Crossover sleeves for irrigation lines and wiring under pavement will be Schedule 40 PVC with a minimum of 24" cover. Trenching through existing paved areas will be required for the installation of the sleeves. Valves will be non-pressure regulated type, Griswold or equal. Irrigation controller (s) will be by Irritrol or Griswold and will include attachments for remote control actuation. The controller will be capable of independant watering cycles on each station, varying from one watering per day to one watering per month. Backflow preventer will be reduced-pressure type with separate gate valve. Water supply and meter will be by San Jose Water Company. F. CONSTRUCTION Construction of the roadway improvements portion of this project is proposed to be completed during late Winter or early Spring of 1989. The objective is to avoid coinciding with Caltran's resurfacing of Big Basin Way, which is scheduled for the following Summer. Planting and irrigation improvements may be installed at a later date, possibly in late Summer or Fall of 1989. (8) Standard traffic control provisions are to be incorporated into the plans and specs. The staging, scheduling and location of construction will be carefully defined to minimize the impact of construction on this heavily travelled commute route. Samuel f41.
