The Commission last elected a Chairman/Vice- Chairman in October, 1989. This Commission should therefore be prepared to nominate and elect its Officers. III.A. The firm of Wallace, Roberts & Todd, the City's Master Plan Consultants will be in attendance to gather public input for use in the City's Parks Master Plan for Kevin Moran and Azule Parks. B. At the present time it is very uncertain how much CDBG money will be available. We are estimating that Saratoga's share of the discretionary CDBG funds for, 91/92 will be approximately $141,000. The deadline for project proposals is January 18, 1991. A Public Hearing is scheduled to be held by the City Council on February 6 at which time determination will be made and proposals submitted to the County for approval by the Board of Supervisors. DEVELOPMENT OF CITY PLANS FOR THE EXPENDITURE OF HOUSING AND COMMUNITY DEVELOPMENT ACT BLOCK GRANT FUNDS INTRODUCTION: The City of Saratoga, eight other "nonentitlement" cities (population under 50,000} within Santa Clara County, and the County itself receive federal Housing and Community Development Act (HCDA) Community Development Block Grant (CDBG) funds, which are administered by the Department of Housing and Urban Develop- ment (HUD), for eligible projects and activities. By regulation, nonentitlement cities receive funds by virtue of a Cooperation Agreement with the Urban County of Santa Clara (the locally responsible grant recipient). The total annual HCDA allocation to the County is expected to be approximately $2.6 million for 1991-92. Of the $2.6 million, approximately $700,000 will go to a competi- tive pool where funds are prioritized for projects/activities that contribute to increasing the supply of affordable housing in the County. Each of the seven fully participating nonentitlement cities and the County will receive approximately $141,000 for direct allocation for any HCDA eligible activity. A maximum of 15$ of the total grant may be used for public service activities. The primary objective of the HCDA is the ..."development of viable urban communities, including decent housing and a suitable living environment and expanding economic opportunity principally for persons of low and moderate income." The overall objective of the Act can be achieved through a program where the projected use of funds has been developed to give maximum feasible priority to activities which will carry out one of the three broad national objectives of: 1. Benefit low and moderate income families (i.e., family of 4, $35,700 maximum annual income). Z. Aid the prevention or elimination of slums or blight. 3. Create activities designed to meet other needs having a particular urgency because existing conditions pose a serious and immediate threat to the health or welfare of the community and other financial resources are not available. Most previously funded City of Saratoga HCDA activity has been directed to benefit those of low or moderate income. Current grant restrictions primarily limit projects in Saratoga to the provision of housing, housing related services, and handicapped access modifications. I PAST AND PRESENT HCDA FUNDED CITY ACTIVITY The City of Saratoga has received approximately $3,740.00 in Block Grant funding since 1975. The following is a list of HCDA activity in the City. 1. Housing rehabilitation for single family residences 2. Housing rehabilitation, multi-family and group housing 3. Park development and handicap access modification 4. Clearance and demolition 5. Village beautification and historical preservation 6. Senior citizen needs assessment 7. Senior citizen housing - landbanking and acquisition 8. Senior Center - needs assessment, construction, and additions 9. Housing element to general plan 10. Reconstruction of Paul, Elva, and Fourth streets 11. Removal of architectural barriers and access modifications to Saratoga High School, Saratoga Community Library, Historical Museum, Community Center, and Civic Theatre 12. Quito area storm drainage systems 13. The firm of Wallace, Roberts & Todd, the City's Master Plan Consultants. will be in attendance to gather public input for use in the city-wide trail system, as well as other recreational needs. II.B. A recommendation will be proposed by staff for the selection of the consultant to provide the domestic water supply and irrigation system for Hakone Gardens. Recommendation: Approve consultant as recommended. V. Joan Pisani will update the commissioners on the success of Celebrate! Saratoga.
