MEMORANDUM
TO: The City Council DATE: g/5/90
FROM: parks & Recreation and Heritage Preservation Commissions
SUBJECT: Function of Warner Hutton House
The Parks and Recreation and the Heritage Preservation
Commissions discussed the restoration and the function of
Warner Hutton House, in a joint meeting August 6, 1990.
The Commissions discussed the status of the relocation and
restoration project of the house, the proposed temporary use
for offices and the potential use of the house in the future.
Assuming there will be at least a two years period in which
the house will be used for offices, the Commission felt that
the discussion of detailed uses and functions of the house is
premature. The community needs may change over a period of
two years, and decisions regarding the appropriate functions
of the house can be made at later time.
The Parks and Recreation and the Heritage Preservation
Commissions have no objection to office use as long as the
use is temporary for a defined period of time and community
activities will take its place as a primary use. The
Commissions also agreed upon and recommended that regardless
of the type of use and prior to occupancy by a temporary or
permanent use, the restoration of the house should be
completed in a timely manner.
The joint Commissions unanimously approved the following two
motions:
1. The Commissions urge the City Council to complete all
restoration prior to any occupancy, and budget appropriate
funds for all the necessary restoration work which are not
included in the agreement with the Traffic Authority. A
proposal and recommendations including cost estimate will be
prepared by the Commissions and submitted to the City Council
for review.
2. The joint Commissions urge the City Council to consider
primary long term use for community activity rather than use
for office space.
