Subject: Recreation Use of Warner Hutton House
I have mat with the Recreation Department staff to determiiia program
.suggestions utilizing the rooms at the Warner Hutton House. Listed
below are activities that we felt would be appropriate. There is
cu~-rentiy $17,200 in the budget for furnishings. Attached please
find the Warner Hutton House Floor plan.

rentals. To generate revenue we would like to rr;nt the bac~Cyard and
kitchan for small summer weddings. It would also be nice to have ~om<
picnic tables for use by .summer classes and small $'rc?upg,

WARNER HUTTON HOUSE PRESERVATION AND FUNCTIONS
The Warner Hutton House will soon be in the possession of the City,
and will be located at the City Hall site. The Heritage
Preservation Commission, in the April and May meetings, discussed
the functions and use appropriate for the House. The use of the
House should include activities which will attract and benefit the
community and complement the historic character of the house for
the enjoyment of Saratoga's residents. In order to achieve this
purpose the Heritage Preservation Commission recommends the City
council adopt the following concept statements:
1. The treatment and use of the house is a unique opportunity for
the City to set an example for preservation and restoration of
a valuable historic resource, and to demonstrate that preservation
can go along with an efficient use of the structure.
2. The City will preserve, restore and maintain the character and
integrity of Warner Hutton House including the exterior and
interior, style and architectural details, landscaping and the
immediate environment of the house.
3. The structure should be rehabilitated and brought up to sound
condition prior to any permanent use.
4. The uses and function of the house should be consistent with the
nature of the house as a historic resource.
5. The uses and activities in the house should be coordinated in
order to avoid conflicts, allow flexibility and variety of uses and
exposure to different groups and individual users. This concept
will also allow change in uses as needed and be adjusted to future
demand.
6. The house should be furnished to allow flexibility and
adjustments to different uses and to complement the style and
character of the house. Minor interior modification may be
necessary to adjust the private home to public use.
Recommendations for Specific Uses
1. Conferences
2. Receptions and weddings including the option of using the
kitchen for pre-prepared food.
3. Cooking classes
4. Adult classes such as image improvement, lectures, flower
arrangement etc.
5. Teenagers classes: image classes, lectures, modeling etc.
Use as a teen center is not recommended due to the conflict
to other uses. A teen center will restrict other uses and require
furniture which will limit the flexibility of use of the home for
other activities. Unless fully supervised, vandalism or damages
may be an additional result of such a function.
6. Tiny tots activities: story telling or other classes which do
not require special and full furniture and equipment sets for tots .
A tot center is not recommended within the house due to the
conflict with other uses and elimination of flexibility of use.
Such center is incompatible with other uses and may also result in
damages to the interior of the structure.
7. Use of one room as an office.
8. The attic may be used for storage and should be brought up to
Code in order to allow a safe and effective use of this large
space.
9. Gardening classes can be held in the yard around the house.
Attached are suggested plans to accommodate the recommended uses.
Interior Decoration
1. The architectural details of the house including original
materials and colors should be maintained or restored. No .change
to the exterior of the house should be allowed.
2. Furniture should be of wood to match the simple style of the
farm house. Plastic or metal furniture is not appropriate. Paint
colors and fabrics should respect the historic character of the
interior.
3. Use of carpets and cushions should be considered as an
alternative to small chairs and tables for tot classes for easy
storage.
4. Furniture type and location should complement the architectural
style, details and significance of the house. Attachment of
materials to walls or furniture against walls should be sensitive
to existing architectural features.
5. Furniture should allow flexible arrangement adjusted to
different uses and easy storage when not needed.
6. The kitchen unit and equipments should be adjusted to the
cooking classes and the use for receptions.
7. A wall area should be devoted for presentation of material and
photographs pertaining to the history of Warner Hutton House, the
original owners and the period in whicYi the home was constructed.
Landscaping
1. The landscaping concept and type of plants should be consistent
with the character and period of the house.
2. No parking or paving, which is not part of the landscaping plan,
should planned or installed next to the house.
Structural Repairs
1. Durable materials of high quality should be used for the
restoration of the house. The materials should have the appearance
of the period in which the house was built but may, when necessary,
be different in type.
2. Structural repairs and interior restoration should be completed
prior to occupancy, temporary or permanent.
3. Structural reinforcement of the attic and upgrading of the attic
area to Code for storage use.
4. A Heating system should be installed of the type which will not
be in conflict with the style and character of the house.
5. Installment of additional bathroom, close to the back entrance
and near the stairway, is recommended.

SUBJECT: MEETING OF MONDAY, JULY 2, 1990
II.A. I will brief the Commission on the current status
of the skateboard ramp. Attached is the City
Manager's request that the Maintenance Department
staff investigate alternate locations within the
City of Saratoga for relocation of the skateboard
ramp.
For information purposes only, attached is a letter
sent to the City Council regarding this issue.
Recommendation: Staff would appreciate any input.
III.A. Bob Rizzo will review the play structures being
considered for replacement.
Recommendation: It is recommended that the
Commissioners review the material presented and
approve the recommendation as presented by Bob.
Five applicants for the upcoming vacancy on the Commission are
being sent the agenda and should be attending this next meeting.
Please let Marlene know if you will be unable to attend this
