DISCUSSION OF DIRECTION OF YOUTH COl~in;ISSIC?`3 The Secretary said that the responsibilities and direction of this Youth Commission need to be clarified. Officially, the Commission Vras set up to be an advisor to the City Council on subjects re- lated to youths. This is why the Commission is running into tro,:l::l ir1 sponsoring a street dance. This type of project sb.ould probably be done through the Yout?i Center c~hich is authorized and. budge~;ed to sponsor dances. The types of things that the Cor;:rr:is-- sion should become involved in are recorr,.nendations like the CATV reUnrted the Commission prepared for th.e Council. If the Comrnissicn is interested in events like the'•dance, the Com:~~issio.~ might look into the possibility of sponsoring an annual concert series. Ti7i s would have a more last=ing effect on the cornrnuni t`T than a single dance. Also, the Commission should keep in :::ind the people it represents, and try to be involved in projects c•r'_~ich relate to or involve them. Commissioner Fischer mentioned that the upcoming Youth Con~!~ererc? at San Jose State University is a project the Commission could become involved in. They might want to set up3booth, besides simply attending. C. YOUTH C0~•"i, {SSiON t~.00Tfi AT THE FESTIVAL The Secretary said that this booth need not be elaborate, bit c~~^~t this is an ~;xcellent opportunity for the Cor,:mission to get s~~_~~:~: exposure tc the community. Com:_:issioner i~~cCleod reported that Greg Haynes ha.d left his pC>~ ~ '::~,~. as ;•~ana~in:T Gardener at the Community Garden because he dice ~-,.; - ~ -. ~. he had been netting the necessary support to slake the project ..~°~--. Steve Cu.::mings, the current i~iananir^g Gardener is giving lect.~.~~°~s relating the the Garden and gardening every second Saturday. The Commission felt that the proposed .lest Valley Freeway con- c~rns many Saratoga residents. To begin a study, they decided tp poll residents at the Saratoga Fall Festival. The Commission did not have much informa_tlon about the plans for the fr.eeway's development, and would like more before meeting the community or beginning a recommendation. In preparing the recommendation, the Commission felt that the positive effect the freea,•ay would have in lightening the traffic along High~•ray q should be considered along with the possibly negative effect it might have on the atmosphere of Saratoga. Another bossibility that should be con- sidered is whether or not rapid transit might be a better solution.. than another freeway. Commissioner Belanger said that he would be interested in working on this study. DISCUSSIOTr CF FORMIT~G COUT~TY YGIiTiI CC"NiISSICI`' Chairman Gordon stated that a County Youth Commission would, hopefully, inspire more county cities to establish youth commis- sions. The Commission is interested in riaving a booth at the Youtr Convention and thought that it ~~~ould be an excellent onr~ox~tuni_ty to publicize and attract surport for this project. They ~rrovld then like to set up a meeting with- these people to start organizing the County Commission. DISCUSSIOT OF FO vT~iTi G r-Ti G'-i SCI?OCL IJI AISON GROUP Chairman Gordon said that the San Jose Youth Commission has set up a high school liaison program. Its purpose is to keep the Comrriission informed about what the different schools are a.oi..^•. The liaison would go to the Student Council, or perhaps, the Principal's Advisory Committee at Saratoga l;igh School, ar~d re- port back to the Youth Commission. The Commission felt that the liaison should not be a member cf this Commission. Tris person could also function as a liaison with student organizations, and wov.ld possibly be called uL~on to speak before such groups as a Youth Coma-iission representative. SARATOGA T~E~~S CCLUI~""I O1T YCLTT~-i CGMISSIO'i~ The Commission felt that they do i.ot have enough exposure to the community, and as a result, are unable to effectively represent the young people of Saratoga. Commissioner T~"cCleod said that a newspaper column would be a w~- t0 let ~-eOrle ~n0.•: .: '?c:t thE' Youth CO::..T.isS~On i S d01n~' S:~'I t0 publicize u:~coming youth-oriented events. PAT COPELAND, SAivT JOSE YOUTH COILII~~ISSION Chairman Gordon introduced Fat Cope]_and, of t'ne San Jose Youth Commission to t'ae Commission. Pat asked this Commission to Support the upcoming Youth Conference beinr_-.coordinated by the San Jose Youth Commission. The conference ~~~ill be November 10th at the San Jose State University Student Union. Twc ~f the sneakers ~~rill be Senator Gregario of Darin and John Vasconcellos of San Jose. Ther. P ~-:~i 11 also be booths set up dealing Frith youth-oriented subjects. The Commission eras given a brochure with more details about the conference. Fat asked that the Commission rive their support through a recommendation that the City Council pass a resolution supporting it, and with any publicity they might be able to give it. Pat also reported on the progress of the State Youth Commission. He .has been tallying with Senator Dimoly of Los Angeles and I~Ir. Livin~~ston of the Executive Office, but they both feel teat a-bill introduced into the Legislature now eaould fail. As a result, na biil wi11 be introduced until the next; session. B.
