This letter is to confirm our discussions of October 3 and October 11, 1988
regarding Saratoga Little Leagues request of the City of Saratoga to have
a plaque placed at the Congress Springs snack shack, dedicated to the memory
of Scott A. Summers.
As most people in Saratoga well remember, our community suffered a tremendous
loss when Scotty Summers, age 14, died of leukemia on July 26, 1988. Because
of the tremendous involvement of his mother and father, Cindy and Jim Summers,
with the City of Saratoga, Saratoga Little League and AYSO Soccer, the
Saratoga Little League felt it appropriate to have a plaque placed on the
snack shack at Congress Springs. As the City of Saratoga probably wilt well
remember Cindy Summers was one of the instrumental people in helping put
together the Congress Springs Park and the snack shack.
This is the unanimous desire of the Saratoga Little League to have this small
memorial plaque placed on the snack shack for Scott A. Summers.

Dear Members of the Saratoga Parks ~ Recreation Commission,
I have asked to be on the agenda of your meeting on Monday, November 7 to seek
your endorsement of the San Francisco Bay Area Ridge Trail Project.
This 400 mile ridge line trail around the San Francisco Bay Area is currently in the
planning phase and is targeted for completion in 1992. As it will go though County
Park and Mid-Peninsula Open Space land near Skyline Boulevard above Saratoga, it
will be easily accessible to and of great recreational benefit to Saratoga Residents.
Enclosed is a copy of a resolution supporting the Ridge Trail Project which I am
requesting that you adopt. I also seek your support and guidance in requesting that
the Saratoga City Council adopt a similar resolution (copy enclosed).
I have attached background information on the project and will be prepared to answer
questions at or prior to the meeting.

WHEREAS, the Bay Area is a special place to live, in large part
because of the close interrelationship between cities and the
magnificent open landscape of the region; and
WHEREAS, the Bay Area Ridge Trail will be sited along the ridge-
line of the hills and mountains surrounding the Bay, going
through all nine Bay Area counties, and offering an unparalleled
opportunity to experience the out-of-doors in this region; and
WHEREAS, the planned corridor of the Bay Area Ridge Trail
incorporates proposed routes that are identified in the adopted
Trails and Pathways Plan For Santa Clara County.
WHEREAS, the trail will serve the needs of hikers, equestrians,

Commission supports the efforts of public agencies, trails
groups, private sector institutions, and individuals who are
working through the San Francisco Bay Area Ridge Trail Council to
bring this trail into reality.

VISTAS:
The San Francisco Bay Area Ridge Trail will offer recreation opportunities for hikers, bicyclists, equestrians and all
who enjoy a grand view!
The Bay Area Ridge Trail Corridor will:
Follow the ridges of the hills and mountains that circle the Bay. It will eventually stretch 300-400 miles through
the nine Bay Area counties.
~: Be located within a one hour drive of the region's most heavily populated areas.
Offer parallel and alternative routes and special design features for bicyclists, equestrians, wheelchair users and
backcountry hikers.
~;~ Lead to spots of special environmental or cultural interest including panoramic. views, meadows and
woodlands, unusual geological features, historic sites and camping areas.
„~;; Link nearby communities to a network of spur and loop trails that will connect many of the Bay Area's parks and
open space resources.
Include spur trails that will link to the Bay Trail which is being planned to circle the shoreline of the San
Francisco Bay.
Much of the Ridge Trail Already Exists...
The Ridge Trail will traverse public lands and existing
easements to the maximum extent possible. Sections of
the Ridge Trail already exist along the ridges in Golden
Gate National Recreation Area, Marin Open Space
District, Greater Vallejo Recreation and Park District,
East Bay Regional Park District, California State Parks,
Midpeninsula Regional Open Space District, and Santa
Clara and San Mateo County parks.

Planning for the Ridge Trail is Now Underway...
Throughout the Bay Area, a coalition of over 50 public land management agencies, non-profit organizations, and
hundreds of volunteers are working on planning and implementing the Ridge Trail. This coalition, the BAY AREA
RIDGE TRAIL COUNCIL, guides the planning, trail building, and management of the Ridge Trail.
Our goals for the Ridge Trail are:
• The Ridge Trail will be planned as a recreation corridor. Within this corridor, alternative trails and parallel paths
will create a wide diversity of recreation experiences for all trail users.
• Each section of the Ridge Trail will be operated under the jurisdiction of a specific land managing agency or
organization holding membership in the Bay Area Ridge Trail Council.
• The Ridge Trail will follow existing trails whenever possible. It will connect them by using public lands and lands
on which a public access easement has been acquired, either through gift, dedication, or purchase.
• The RidgeTrail Corridor will be compatible with local plans and follow a route sensitive to environmental concerns.
Completion Target: 1992!
The proposed Ridge Trail Corridor, announced to the public in September, 1988, will guide development of the Ridge
Trail. During the next four years, the Bay Area Ridge Trail Council will enlist agency and citizen support to complete
the Trail. Long range goals for the Ridge Trail will be accomplished over a 20 year span and will include refining trail
alignments to provide the most spectacular scenery and richest variety of wilderness and recreational experiences
possible.

On September 22, the Bay
Area Ridge Trail Council
announced the proposed plans
for the San Francisco Bay Area
Ridge Trail Corridor.
Almost 150 people attended the media event at
Inspiration Point in Berkeley. Cutting the

From January to July, 1988, almost two hundred volunteers hiked and mapped their way along the mountain
ridge tops in the north, east, and south Bay Area. They wanted their plans to connect existing public lands and
provide recreation opportunities for as many different trail users as possible. Their goal was to find a ridge top
route in the nine Bay Area counties that made the most sense for the environment, the geography, and for local
political realities. These are some results of the initial planning work:

Marin County offered many
opportunities to create a Ridge Trail
corridor because so many parks are
already established. However,
because there are fewer parks in
Napa and Solano counties, the
North Bay Committee developed
several alternatives from which local
communities can choose specific
trail alignments.
George Ellman, North Bay Chair
stated, "We will need the coopera-
tion of people with a wide variety
of interests to build support for the
Ridge Trail, but I'm confident we will
be successful The vision of the Ridge
Trail can help bring a new focus to
recreation planning fcr our area."

From John Muir National
Historic Site in Martinez all the way
south to Mission Peak, near Union
City, the Ridge Trail Corridor links
15 parks together! Unique features
of the Ridge Trail in the East Bay
will include a botanical reserve, a
nature center, and ancient volcanoes.
Bob Walker, East Bay Committee
Chair reported, "Trail users with
many different interests are working
together to create opportunities for
hiking, horseback riding, wheelchair
users, and bicyclists within the
Ridge Trail Corridor."
The Ridge Trail will also tie into
a network of trails that. includes the
Skyline National Scenic Trail and
the Ohlone Wilderness Trail.
The Ridge Trail Council plans to achieve three major objectives by the end of 1989:
1 -Greatly expand the number of Ridge Trail volunteers in each Bay Area county.
2 -Discuss the Ridge Trail plan with decision makers in each county. Obtain both their
support and have them adopt the Ridge Trail Plan into existing countywide plans.
3 - Begin a program of Ridge Trail maintenance and construction.

In SANTA CLARA COUNTY, a
coaliton of ranchers, hikers, county
planners and park district staff
developed a creekside route to
traverse the busy Valley area from
east to west, but all agreed it will
take time and community involve-
ment to develop the final plans.
Along THE PENINSULA, the
Ridge Trail offers spectacular views
of the Bay and the Pacific Ocean.
The beautiful wildlands protected by
the San Francisco Water District
have also been included in the pro-
posals for the Ridge Trail. Water
District officials have indicated a
willingess to listen to the proposed
plans. ]vieetings to discuss problems
and work out solutions will
be scheduled.
In SAN FRANCISCO, at least
three alternatives have been propos-
ed for the Ridge Trail Corridor. The
community is already meeting to
discuss which alternatives to choose.
CALL TO ACTION
Volunteer Involvement
Will Be the Key
Barbara Rice, new Director for the
Ridge Trail Project, started work on
August 1. Previously the Grassroots
Coordinator for the Chesapeake Bay
Foundation in Virginia, Barbara worked
with almost 1,000 volunteers on a com-
munity project to clean up the
Chesapeake Bay. Her experiences con-
vinced her that the community will
need to participate vigorously with
government agencies if the dream of the
Ridge Trail is to become a reality.
"I'm looking forward to working
closely with citizens to expand the part-
nerships between public and private
groups. Individual and community
involvement will be the key to our
success!" Working with the Ridge Trail
Council members, Barbara will assist
with local meetings throughout the Bay
Area during the fall.
The purpose of the meetings will be
to develop action plans for the Ridge
Trail in each county. "By the end of
1988, we will complete a year of plan-
ning for the Ridge Trail. In 1989, we will
begin to put this Trail on the ground!"

Congress Provides
$120,000 for 1989
Thanks to the untiring efforts of
Congresswoman Barbara Buxer, the Bay
Area Congressional Delegation offered
near unanimous support for a request to
provide funding to the Ridge Trail pro-
ject in 1989. Nancy Pelosi, Congressman
George Miller, and Senator Alan
Cranston were also key players in .:
creating this funding success, thanks to
the letters and phone calls that many of
you made on behalf of the Ridge Trail,
Congress agreed to provide $120,000
to cite ivaiiouai Park Service icivcis and
Trails Technical Assistance program for
direct support to the Ridge Trail. The
funding will be used to create a resource
inventory of the planning work com-
pleted in 1988 - (How long is the Trail?
Where are the scenic and historic points
of interest? Are there environmentally
sensitive areas? Which areas can be
opened to the public right now? What
can be done to move forward on gaps in
the Trail plans? Etc...) The dollars will
also support public education efforts
and support for the local action plans in
each county.
Proposition 70 Funds:
Ridge Trail Competitive
Thanks to voters who approved it,
the funds available as a result of the
passage of Proposition 70 earmark $5
million for trail construction. projects in
California. State officials have referred to
the Ridge Trail as an example of the
kinds of cooperative projects most likely
to receive funding. Barbara Rice is work-
ing with Ridge Trail Council members to
coordinate proposals and requests from
individual agencies with a plan of
priority projects that would benefit the
Ridge Trail. Project requests are due in
December.

RIDGE LINES
The good news: On July 7, the Bay
Conservation and Development Com-
mission (BCDC) denied a CalTrans
petition to delete the requirement that
CalTrans provide for public access
when they widen the Martinez-Benicia
Bridge. The bad news: it is expected
that CalTrans will propose a shuttle
service across the Bridge rather than
the walkway that would create the
critical link for the Bay and the Ridge
Trails across the Carquinez Strait.
Many trail users are stil working
together to develop a way to create the
pathway on the Bridge. Contact Mark

Committee Nev~rs
One of the most exciting products
produced through the Technical Com-
mittee was a Trail logo and signing plan
contributed as a pro bono project from
the firm of Roysten, Hanamoto, Alley,
and Abey of Mill Valley. Doug Nelson, a
Landscape Architect with the firm,
developed a series of signs that will be
used along the Ridge Trail as segments
of the Trail are opened to the public.
The next edition of the newsletter
will be printed in December or
January - as soon as the local plans
have been developed in each county.

III. A. Median Landscaping Highway 85 - Verde Vista to Village.
We will review the conceptual landscaping of the proposed
landscape median. While this is not an official public hearing,
residents of the area have been invited. Randy Anderson of
Wi 1 sey and Ham Engineering and Planning Services wi 1 1 a 1 so be
present to answer any questions.
Recommended Action: Review and ammend or a_n_nrove median
landscaping plan.
III. B. Project for $91,000 Grant. Please look over your
copy of the Parks Review and Update to see if there are any small
projects we might be able to complete with grant funds allocated
under the Per Capita Grant Program.
Recommended action: Select a project or projects to do with
funds. Applications are due January 13, 1989, for Fiscal Year
1989/90. This may be a good item to discuss with Council at the
November 22, meeting.
III. C. Proposed Disposition of Property - Parcel 393-45-005.
Please review the attached County of Santa Clara Transportation
Agency Proposed Disposition of Property Notice. This parcel
does not appear to staff as having a parks use.
Recommended action: Determine if there is any interest or reason
for the City to acquire this parcel.
III. D. Equestrian Trai 1 s. Mr. Brooks from the ad hoc
committee reviewing equestrian trails will attend tonight's
meeting to explain what the committe is doing and what they would
like to accomplish in the future.
Recommended action: No action required.
