Subject: Skateboard Ramp
As a follow-up to the City Council's directive of June 20, 1990,
please review all parcels of City-owned property for possible
relocation of the skateboard ramp and the pros and cons of each
such location, i.e.
1. distance from residences or sensitive noise receptors
2. availability of parking
3. availability of restrooms
4. ease of supervision and policing
5. other factors
On June 27 at 10:30 a.m., the ABAG PLAN risk managers will be
here to look at the ramp and review risk management factors with
me.
Please plan to have your report back to me on this item by July
25.

Dear Council Members,
As a resident living within hearing distance of the crew
skateboard ramp I am upset by the ruckus that some of our-
neighbors are raising over its use. If these people are
concerned about a 72 db noise level they're in for a very bad
time when the 85 freeway is completed. According to the
forecasts we have received, the noise level will be above 72 db
everywhere along the corridor - and it won't stop at sundown, it
will be continuous.
This is not to say that everything possible shouldn't done to
reduce the skate board ramp noise level. Coating the backside of
the skating surface to reduce vibration and closing the ends of
the ramp to prevent their acting like large speakers should bring
the level down significantly.
As for the other complaints, are the increases in alcohol and
drug rise documented or perceived? Screeching cars? - we haven't
noticed any change; it was rare before the ramp was installed and
rare now. Build the ramp at another site? - does this sound a
bit like "anywhere but in my backyard"?
The Parks and Recreation commission's recommendations appear to
be reasonable. The hours should definitely be limited, I was
under the impression that they currently were. I hate to see the
kids have to pay to use the ramp but if it would help defray the
cost of a monitor then it's not a bad solution. If there has tc~
be fees, Saratoga residents should definitely get a break over
non-residents. Perhaps Saratoga coulc} encourage ether towns to
construct their awn ramps to reduce the need for skaters to
travel so far to enjoy their sport.
Please don't shut down the ramp. I would much rather have the
kids burning off their energy this way then on some unsupervised
activity that only a bored youngster could dream up!
Incidently, I thought it was rather comical that the fellow who
came to my door with a petition to close the ramp because of
noise had a hearing aid in each ear! I could suggest the obvious
but I won't.

SUBJECT: REPLACEMENT OF PARK PLAY STRUCTURES
As part of the 1988 Per Capita Grant Program under the State of California
Wildlife, Coastal and Park Land Conservation Act, the City of Saratoga
applied for grant funding to replace park play structures. The sites that
were chosen were at El Quito, Congress Springs, Gardiner and Kevin Moran
Parks. At Kevin Moran Park, it was determined that replacement of this
structure could wait until completion of the Parks Master Plan because the
new park plan may change the existing location of this structure at the park.
Designs and quotations from four (4} leading play structure manufaturers
representatives were requested: Game Time, Miracle, Timber Form and
Landscape Structure. Staff has attached structure designs and price
quotations for each site for your review.
We would like your input regarding these proposed designs at the next Parks
& Recreation Commission meeting on July 2, 1990. At this meeting, staff will
review the different designs for each site.

4 am sorry i will be out of town for the Parks & Recreation meeting which will be held on June 4. Since
I attended the City Council meeting May 16 I am aware of the public hearing which is scheduled for the
next. meeting of our commission.
At the City Council meeting I heard the complaints of many of the neighbors of Congress Springs Park
about the problems associated with the skateboard ramp. i am assuming that the noise problems will be
~rrell on their way to being solved by June 4. It is the problems of usage which 1 wish to address.
Since this is the only skateboard ramp in a very large area it is acting as a magnet to draw
skateboarders from all over the Valley. According to the statements I heard at the Council meeting,
there is concern that the younger users are being crowded out by the older skateboarders.
A proposal was made that the Saratoga residents be issued I.D. cards and certain hours be reserved
for their exclusive use. I feel that since our residents use recreational facilities in many neighboring
towns whenever they want this would not be a wise idea.
I remember when my children were small they learned to swim through the programs offered by the
Recreation Dept. As I recall, the only requirement to being allowed in the "big "pool was height. It did
not matter how old you were If you did not meet the height requirement you were put in the kiddie pool.
There was a bright red line prominently painted on the wall which was used to measure the children if
there was any doubt.
While there is not necessarily a correlation between height and age we might consider regulating the
usage of the ramp based on the height of the skateboarders. There would be no I.D. cards to be issued
and checked. This would be a less discriminatory method of insuring equal time for all. If groups of
skateboarders could not skate together because of height disparity they may even be discouraged from
coming!!!
Again, I'm sorry to be unable to attend the meeting. 1 hope this proposal is considered. it is rather novel
but then again, so is a skateboard ramp in a public park!
