T0: Parks and Recreation Commission
FROM: Secretary, Parks and Recreation Commission
SUBJECT: MEETING OF MONDAY, JUNE 3, 1991
II.A. The Commission will be asked to review and approve
the Parks & Trails Master Plan final draft as
prepared by the firm of Wallace, Roberts & Todd.
It is to be noted that this meeting will be a public
hearing.
Recommendation: It is recommended that this final
draft be approved by the Commission and that staff
be directed to forward it to the City Council for
their final approval.
V.A. The Commissioners will be asked to review the
relocation of a trail easement on Continental
Circle.
Recommendation: Approve already relocated trail.

Dear Commissioners and Staff:
The recent trails Master Plan for the City of Saratoga indicates that
two proposed trails transverse Kerwin Ranch property. These include a
trail along Wildcat Creek and a spur of that trail which extends from
Wildcat Creek to the end of Ronnie Way. We are forwarding our
objection to the location of any public trail on our property for the
following reasons:
(1) It will jeopardize and interfere with ongoing agricultual
operations.
(2) It will affect the natural riparian habitat and appearance of
Wildcat Creek.
(3) It will present a hazard to the public during high water levels
of the rainy season.
(4) It will disturb the natural environment and thus affect
property values.
Kerwin Ranch supports the common good of the community but does not
support any regulatory scheme which imposes easements or dedications
without fair consideration to public safety and all interests of the
private property owner.
