Recommendation: It is recommended by staff that this proposal be approved and forwarded to Council for their additional concurrence. III.A. A request was received from the Santa Clara Intergovernmental Council for the appointment of a representative to serve on the newly formed Urban Forestry Task Force. Recommendation: Appoint one commissioner to serve on this Task Force. IV.A. Jennifer Crotty will report on the projects she is involved in while serving her internship with the City. WRT has extensive Califorttia as well as national current experience in the preparation of park designs and is well qualified to meet the needs of the city. WRT is a multidisciplinary landscape architecture, architecture, environmental planning, and park and recreation planning firm. Over its 28-year history the firm has prepared parks and recreation plans and construction documents for city, regional, state, and federal agencies, with the integration of a full range of resource management issues into recreation plans being a hallmark of the firm's approach. WRT is recognized for the ability to take projects from the initial planning stages through detailed design to implementation. In addition to the technical skills, WRT prides itself in responsive design that is forward reaching and provocative while refjlecting the values and concerns of the surrounding community. It is a design philosophy that does not dictate a specific trend or style. Rather, it is a design approach that brings elements of the community and the natural environment together with the. functional aspects of the particular place. Although a neighborhood park, Beauchamps Park is a city park and needs to provide service to the whole surrounding community. Through our past meetings with both the Beauchamps community and other city groups, departments,. and commissions, we are already familiar with the issues and ready to build a plan which meets both neighborhood and community needs. We have responded to your scope. of -work and re ared an a p p pproach which responds to the particular nature of this project. SCOPE OF WORK The following Scope of Work answers to the requirements of the City of Saratoga's Request for Proposal for Beauchamps Park. The work program consists of three phases. The initial phase will involve preliminary planning and design. The second phase will provide the necessary technical inventory, analysis, design concepts to finalize the park design development. The third and final phase will be construction documentation of the park. PHASE 1: PRELIMINARY PLANNING & DESIGN Task 1.1 Project Initiation: The WRT team will meet with the City of Saratoga representatives to finalize the project scope. Task 1.2 .Base Information WRT is expecting close participation with the City's Engineering Department for existing grading and utility information. The City of Saratoga's Engineering Department will provide for WRT: . Current Base information at 1'=20'-0" (or appropriate- scale) with one foot contours, . Street right-of-ways and easements, . Control points, Existing sewer and water lines, Any additional utilities and points of connection. Task 1.3 Neighborhood Meeting: WRT will meet with surrounding neighborhood representatives in a workshop to discuss their concerns, interests, and opportunities. WRT will encourage the group not only to voice their concerns but to sketch their design ideas for the park on base maps. Task 1.4 Preliminary Design: WRT will prepare a preliminary design plan utilizing the input from City Staff and the neighborhood meeting. The design will be generated on a base map with screened topography. T3s 1.5 Preliminary Cost Estimate: WRT will prepare a preliminary cost estimate for site and park development. Preliminary cut and fill earthwork quantities and associated costs will be prepared. Task 1.6 Review Process: WRT will supply one copy of the park's preliminary design plan with supporting text and preliminary cost estimate to the City Staff for distribution and review by the staff, the City Manager, Parks and Recreation Commission .and City Council. Task l.7 City Staff Meeting: WRT will meet with City Staff to review their comments as well as the Council's comments on the preliminary park design. Task 1.8 Neighborhood Meeting WRT will meet with the neighborhood group to present the preliminary park design, and discuss the neighborhood responses to the design concepts. Task 1.9 Finalize Preliminary Design: ~ After review by the city and the neighborhood, WRT will summarize the necessary changes to the preliminary design for revisions during the design development phase. PI•I~ISE 2: DESIGN DEVELOPMENT Task 2.l Design Development Drawings: ~VRT wilt produce the necessary design development drawings of the park. These will include sketches of the park elements, material finishes and colors. Task 2.2 Refined Cost Estimate: Based on the design development decisions a refined cost estimate will be generated. Task 2.3 Review Process: WRT will supply a rendered copy of the park's draft design plan, design development drawings, and the refined cost estimate for review by the City Staff, the City R4anager, the Parks and Recreation Commission, and the City Council. Task 2.4 City Staff Meeting: -WRT will meet with the City Staff to review the design development drawings and refined cost estimate. Task 2.5 Parks and Recreation Commission: WRT will present to the Parks and Recreation Commission the park design and accompanying design development drawings and cost estimate. Task 2.6 Design Confirmation: The city will provide WRT with a formal confirmation of design direction and any modifications, based on staff and commission review, prior to the initiation of construction documents. PHASE 3 CONSTRUCTION DOCUMENTS Task 3.1 Construction Documentation: i WRT will provide to the city construction documents and specifications in the following areas: Staking and Construction Plan, Grading and Drainage Plan, Irrigation .Plan, Planting -Plan, Details (at appropriate scale), Specification information shall be incorporated into the drawings and details notes. WRT assumes the City!. Engineers will be responsible for review and confirmation of all drainage and utility connections. All plans will be prepared at 1"=20'-0" or appropriate scale. Specifications and product selection will be prepared for all improvements in accordance with the City's standard format. Task 3.2 Documentation Review: WRT will supply the City Staff with 5096 completion of construction documents for an interim review. Task 3.3 Cost Estimate and Bid List: A detailed cost estimate and list of bid items will be provided in the contract documentation. Grading quantities and earthwork estimates will be finalized and prepared in the city standard form. The bid list will be prepared in the city supplied bidder's sheets. Task 3.4 Construction Document Plan Check: WRT will submit the construction documentation package for plan check. Following city review and "redline" comments, WRT will make the appropriate revisions prior to submitting for bidding. It is WRT's understanding that all bidding and construction 'supervision will be provided by City Staff. Intergovernmental Council voted newly formed Santa Clara County Urban ask your support in working with the The Urban Forestry Task Force is a private, volunteer organization devoted to working with local communities to develop tree planting initiatives for the year 2000. The task force will focus on encouraging stewardship among local residents and schools, and establishing partnerships with community businesses. A second goal may be to develop a list of trees suitable and appropriate for the drought and frost conditions in this area. This model has been patterned after the Urban Forestry project through San Jose Beautiful. It is ezpected the development of this urban forest will succeed in improving our air quality, landscape and overall quality of life. The Intergovernmental Council is asking that each member jurisdiction endorse and appoint a representative to the Urban Forestry Task Forc®. 'This will encourage maaimum cooperation and collaboration within each community and across the County of Santa Clara. This year's proposed schedule reflects Council's desire to increase. the number of meetings with the Planning Commission from two to four, to discontinue. the meeting of the Commission Chairs as discussed by Council and that group at your last joint meeting, and to add the Youth Commission at the end of the school year to discuss its accomplishments and plans for continuity for the following year.
