ROLL CALL PRESENT: Commissioners Fischer, Gordon, Hilsenrath, Hammack, Weiss and Wright. ABSErIT: Commissioners Belanger, Kahan, McI:eod, Randazzo and Smith. B. REVIEW OF RODE-ALOl`TG PROGRAM RECOI~;r1Er?DATION The information regarding the ride-along program was mailed, There was no discussion. III . NEW BUSY; ESS A. COiti:rITTEE APFOIIVTI~iENTS TO WORK ON SUPIMER CONCERTS. IN WILDr~rCCD FARK The Director of Community Services r~-sported that as a result of the many complaints received about a concert using amplified sound. on June 1st, the city's proced;ares yvith regard to this type of concert are being reviewed. The present proposal is to lower the allocaable decible reading; to 70, set a maximum of four consecutive hours of music,change the X50.00 deposit hoVr required for amplified sound to require paying for a city staff meriber to be on duty during the concert to monitor the sound levels and require a list of all instruments to be used. She also reuorted that since the demand to use the parks is rapidly increasing,- a proposal to allotiv only Saratoga residents to reserve usage of the parks is being considered, but that this would not be in effect this summer. _s_ r= SARATOGA YOUTH COtfiP~IISSION - JUNE 10, 174 - MINUTES - continued Commissioners ~iilsenrath and Fischer felt that since the residents . want a staff member on duty at these concerts, the city should pay for it. Commissioner Gordon suggested that a staff member monitor an entire concert before proposing lowering the allowable decible level to check if the complaints are a result of the sound being turned up after being checked. Commissioner Fischer reported that several bands have already auditioned for these concerts.. The Director of Community Services said that the City Manager will want a complete proposal for these concerts. Commissioners Fischer and Weiss will work on this. IV. COtit;ITTEE AATD STAFF REPORTS A. COI.11'~iISSIONERS HILSENRATH AND HAAitiACK ON STATE YOUTH CONFERENCE, MAY 17, 18 and 19, 197r+. Commissioner Hilsenrath and Hammack reported that a major portion of the conference was devoted to discussion of reasons to keep the State Youth Coalition going. Also, a speaker from the State Legislature talked about youth rights. A report will be submitted to the City Council. • B. RE: CHANGING THE YOUTH CENTER NAME TO COrihNNITY CENTER The Secretary suggested that the Youth Center name should be changed to Community Center to make residents aware that it is meant to be used by the entire community. ~;.:~ Commissioner Fischer moved that it be recommended to the City Staff that the Youth Center name be changed to Community Center. ,_ ~,~ ___ Commissioner Wright seconded the motion, and it was passed unanimously. C. RE: INSTALLING PINBALL riACHINES AT THE YOUTH CEAtTER' The Secretary contacted Te::lpo Sales regarding installation of pinball machines at the Youth Center. The company would expect to collect X15.00/week from each machine. Anything in excess of X15.00 wo~~ld be profit for the Youth Center. However, if the machine failed to make X15.00/week the Youth Center vrould not be responsible for making up the difference. He also reported that according the the City Business Regulations Section 4-45, payrent rliay not be made from the machines to those using it and Section 4-46, people under 18 may not use pinball machines. Section 4-46 would need to be amended before installing machines at the Youth Center. Commissioner Fischer thought that the City of San Jose regulation similar to Section 4--46 was ruled unconstitutional, and will check with the attorney who handled the case. ORAL Commissioner Gordon suggested that since SB-9 0 limits the ability of school dis tricts to raise taxes to keep un with the cost of education, the Youth Commission. could become involved in a campaign to c hange this. A recor!mendation to the State Youth Co^?m~~ ssion is a possibility. The Director of Community Services said that AB-2338 did make " °--some amendmen ts to SB-90. The Director of Community Services said that Larry La Cross will - ~ : "~ - nor be the Secretary for the Yot.th Commission. VI.
