RCLL CALL PRESENT: Commissioners Belanger, Fischer , Gordon, Kayhan, McLeod, Randazzo, Smith and Weiss. ABSENT: Commissioner Wright. B. MINUTES The Minutes of the Apri l 1, 1974 meeting were approved as submitted. II. OLD BUSINESS A. RECOt~^MEP~DATION TO COUNCIL ON LOWERING AGE LIMIT FOR SHERIFFS RIDE-A-LONG PRG~'~i•I Chairman Weiss reviewed the recommendation to the City Council regarding the Sheritis Department ride-a-long program. Commissioner Fischer moved that the recommendation be approved. Commissioner Randazzo seconded the motion and it was passed • unanimously. B. APPRO`TAL OF RECCNMENDATION TO COUNCIL ON CITY OIL DISPOSAL Barbara Sanpson said that that an oil recycling program was initiated bar the corporation yard personnel at the recycle center in January. Since the Commission did not know whether the procedure of dumping oil nto the creek behind the corporation yard has continued, Commissioner Fischer moved that the commission inspect the area. DISCUSSION OF STATE CONFERE?'7CE IN TORRENCE Chairman Weiss announced that the date for this conference has been changed to Alay 17-19 in order to lower the cost. The Secretary asked that all commissioners who wish to go contact him by Wednesday, April 17 so that he can present s request for funds to the City Manager. III. NEW BUSINESS A. DISCUSSION OF DEMONSTRATION BICYCLE ROUTE SYSTFr1 -PHASE I APiD APPOINTMENT OF REPRF.SETITATIVE TO COMMITTEE OF THE WHOLE AiE~~'TIIv'G. Commissioner Gordon will attend the Committee of the. Whole meeting as the Youth Commission representative. Greg rloeller, of the Department of Public ~lorks reviewed the history of the bicycle. route system. He explained that the speed and amount of traffic determines whether bicycle lanes, lanes- striped or paths are recommended. Chairman Weiss asked if there are any plans to extend the system outside of Saratoga. r1r. Moeller answered that it has been proposed to extend the route to Los Gatos. Commissioner Gordon asked if there are any bicycle lanes proposed which would allow parked cars along the cu_rh in the bicycle lane. He feels that this is a dangerous situation, especially where the parked car would take up the entire width of the bicycle lane. Mr. Moeller said that parking would be allowed in the bicyle lane-striped sections of the system. Commissioner Gordon asked if the pedestrian paths are-intended for bicycle use. 2~ir. Moeller answered that they are not intended for this use, but it i~ allowed. These paths are too narrow, and it is recommended that they. be widened at a later time than Phase I. Chairman Weiss asked why the bibycle lane is not extended into the village along the Big Basin Way side of Saratoga-Sunnyvale Road. Mr. Moeller said that there in not room for a bicycle lane on that side without widening the road. Commissioner Belanger recommended thac this Committee of the Whole meeting be announced at Saratoga High School, and will make the arrangements. .~ _ i t *~ ~ -2.. }~ 6 ` I SARATOGA YOUTH COMMISSION - MINUTES - APRIL 15, 1974 - continued B. YOUTH COMMISSION INVOLVEMENT IN THE riUSIC AT WILDWOOD PROGRAM - OF THE CHAMBER OF COMP~iERCE. The Secretary suggested that the Commission talk to the Chamber of Commerce in setting up a program of concerts, to avoid conflicts. The two groups might also help with each others programs. Barbara Sampson suggested checking the schedule for Wildwood Park to see what dates are available. Commissioner Fischer would like to establish an annual program, and asked that interested commissioners meet with her on Monday, April 29th to discuss it. IV. CCi~:N;ITTEE AND STAFF REPORTS A. INTRODUCTIOIt OF BARBARA SAMPSON, DIRECTOR OF COMI~NNITY SERVICES AS II~TERIN SECRETARY OF THE YOUTH COriTiISSION.
