He is the last person remaining to interview for this committee, since Roten, Streit, and Chang have already been interviewed. As you know, there are three seats vacant. You and I had talked about putting this vacancy under "Other" at the end of the agenda, but since we can now take care of the interview I believe that won't be necessary. Let me know if I have misunderstood. Parks and Recreation Commission - Last interview; continued recruitment Barbara Olsen (an incumbent reapplying for her own seat) is also available to be interviewed on November 5 before the Council meeting. She is the last person to interview for this commission, since Luetz withdrew, and Ioannou and Crotty have already been appointed to Weiner and Crotty's seats. However, I am continuing to advertise to fill Blomquist's seat. (This is the seat Luetz could have filled if she had not withdrawn.) We have had no new applicants, and I am afraid it might take a while to come up with another one. But as far as I can see there is no need to delay reappointing Olsen if the Council wishes to. The exact time of these interviews will depend on whether there is a closed session before the November 5 meeting. I will keep you informed. NOW, THEREFORE, BE IT RESOLVED, that BARBARA DUTRA is hereby commended and heartily thanked for her years of service on the Parks and Recreation Commission. For certain, she represents the Brookview neighborhood which is the only portion of Saratoga north of Prospect Rd., between Johnson Ave. and Saratoga Creek. She will have her staff send me a map of her district. She voted for both AB 922 (Battin) the TEA bill, and SB 1258 (Vasconcellos) the school district boundary bill which Saratoga officially opposed. She acknowledged her support was lukewarm at best since she didn't understand the issues in either bill all that well. Calls to her office in favor of/opposed to SB 1258 were about 50-50. She is a former math teacher and school board member from the Cupertino Union School District. Her Admin. Asst. in her district office is Don Rocha (296-1616). 10/17/97 meeting with Planning Commission Chair Margaret Patrick and James Walgren - Larry needs to arrange a meeting with James and KSAR staff to discuss televising Planning Commission meetings beginning in January. Prior to going "live", KSAR staff should attend a PC meeting to advise the commissioners about proper TV protocol (dress, mannerisms, speaking into microphones, etc.). The PC has yet to meet in the Community Center Multi-Purpose Room so they do not have an opinion about how that room will work for future PC meetings. James will try to schedule one meeting in the Multi-Purpose Room before the end of the year. The PC would like to work on the gas burning fireplace ordinance in 1998. In addition, staff would like to work on re-formatting the General Plan, the Housing Element update, Zoning Ordinance amendments (including changes to the Heritage Preservation Ordinance), and developing new hand-outs for the public counter. Now that the Planning Division staff is up to full strength, we should begin to see progress on all of these items. The PC would like to have the City Attorney discuss Homeowners Association CC&R's with them - to what extent could/should the City enforce them? James will arrange for this to happen at the Commission's January retreat. There are seldom any speakers under Oral Communications at Planning Commission meetings. 10/17/97 meeting with Heritage Preservation Commission Chair Beth Wyman, James Walgren and Heather Bradley - There is interest amongst the HPC to list additional properties to the City's Heritage Inventory list. Beth Wyman believes that the HPC would be interested in holding a retreat a la the Planning Commission. James and Heather will pursue this, possibly including the HPC for a part of the Planning Commission's retreat in January. The HPC would like to develop a "Community Context" video series which would document the different periods in Saratoga's history. This is something which could be worked on with KSAR staff. The HPC has discussed the Youth Commission's plans for the Warner Hutton House attic and is supportive of the project. They want to reserve final comment pending their review of the architectural plans. 10/20/97 meeting with Finance Advisory Committee Chair Rick Van Hoesen and Thomas Fil - The FAC has returned to a regular once per month meeting schedule since adoption of the budget. Their desire is to remain on a consistent schedule to the extent possible. They recognize the need to meet more frequently during the budget development process. Rick Van Hoesen believes that the'FAC could assist with the development of a reserve policy for the Hillside Road Repair Fund. The Mayor suggested that the FAC should become a Commission instead of remaining as a Committee to ensure that the committee retains the same stature as all of the other City commissions. While uncertain what the difference is between a committee and a commission, Rick did not believe that the FAC would be opposed to such a change. There is a consensus that most of the City's parks are old and tired, and in need of rehabilitation. Capital funds invested wisely in each park should not only improve the appearance and facilities at each park, but should also cut down on the City's maintenance costs. The City should spend its scarce maintenance dollars wisely, targeted in those areas that are heavily utilized, and not spread out evenly over an entire park site. To help move the park development projects forward, the City might consider hiring a project manager to work solely on those projects. 10/21/97 meeting with Public Safety Commission Chair Hugh Hexamer and Jennie Huang-Loft - The PSC wants to work on strengthening the City's roofing ordinance next year. It was agreed that the two Fire districts should be involved in this process perhaps to the extent that they would take the lead role in accomplishing this. Staff should examine the SB Saratoga through traffic at Fruitvale running the red light. See what can be done to make the red signal more visible to motorists heading towards the Village. The PSC is working with the Saratoga Lions Club to develop a four page personal emergency preparedness insert for the Saratoga News. Paula Reeve will be working on this? Miller Avenue traffic issue -need independent numerical data to quantify the extent of the problem before developing or making the decision to develop solutions. - END - Prepared By: ~~: ,,~ Thomas noted that there have been discussions about expanding the committee's membership from 5 to 7. Occasionally there are difficulties obtaining a quorum for meetings. Both Rick and Thomas agreed that the FAC could very likely expand their role to include oversight of the City's MIS functions. Perhaps an expanded committee membership could include individuals with expertise in MIS technology. With regard to the Library expansion project, the FAC could assist with the selection of consultants to serve on the financial team, and could also pre-screen presentations about the project's financing before they are made to the general public. 10/20/97 meeting with Library Commission Chair Marcia Manzo and Irene Jacobs - The financial team for the Library expansion project needs to be assembled in the near future.. The project will require a 2/3 vote since it will constitute a special tax. The results of the public polling will be available soon and this will dictate the level of effort required to develop the project before the issue goes before the voters. Given the amount of work which may need to be done and the amount of time to get it done, the Commission will be discussing whether to postpone the ballot measure from next June until next November. There is no point in rushing the measure before the voters. It is more important to do the job right so that the measure succeeds the first time which will likely be the only time in the foreseeable future that residents will be able to vote on whether to expand the Library. A campaign committee, which has yet to be formed, will have the task of convincing voters to support the project. The Library Commission unanimously supports open and free access to information on the Internet. 10/21/97 meeting with Parks ~ Recreation Commission Chair Kay Whitney and Paula Reeve - The Commission still hears about problems in EI Quito Park. There are/were concerns about the City's park maintenance operations this past summer, particularly at the rental facilities, but these seem to have gotten ironed out towards the end of the summer. Next year, there needs to be better planning for this.
