Material for review is enclosed for the Commissioner who will be ser•~ing on the Library Expansion Committee. Recommendation: The Commissioners are again tieing asked to volunteer for this Committee which would make them part of the effort to double the size of the Saratoga Library facility. III.A. An informational meeting will take place with the Hakone Garden Committee. They have expressed an interest in • updating the Commission on the progress the Committee has made since its enception. III.B. Approval for six-lot residential subdivision at Hill, Montalvo, Vine. Map #92-002(to be shown at meeting;. Recommendation: Staff has determined that the Parks & Trails Master Plan does not call for any trails or pathways in this vicinity and therefore has no specific requirements for this development. III.C. The developer of Tract #7770 has requested that the City abandon a segment of pedestrian/equestrian easement within that subdivision. The Parks & Trails Master Plan does not call for a trail in this area. The attached memo from the Planning Department suggests approval. Memorandum to Parks & Recreation Commission April 29, 1992 Recommendation: V.A IV.A. Beverly Tucker of the Recreation Department will be in attendance to update the Commissioners on the recent and future activities in the Recreation Department. Library Expansion Committee Action Minutes April 2, 1992 Saratoga Community Library I. II • 8911 Call Committee members present Bernice Giansiracusa, Harry Peacock, Robert Peepari, Margaret Pinelli, Dorathy Skow, William Watkins, and Janice Yee. Also present were Saratoga Community Librarian Dolly Barnes, City Staff Representative Karen Campbell, and Library Commissioner Fran Krezek. III. Report on Posting of Agenda Pursuant to Government Code 54954.2, the agenda for this meeting was properly posted on March 26, 1992. IV . Election of Cha ~,~ Robert Peepari was elected Chair of the Library Expansion Committee. V • Meeting Sch _~» ~ P The members of the Committee determined that they would hold regular meetings at 4:00 p.m. on the first Monday of each month and additional meetings as needed. It was decided that the next meeting would be on Monday, April 27, 4:00 p.m. to review the Request For Proposal (RFP). He stated that the next step in the process would be to put together a RFP for approval for the next meeting. The Committee determined that the RFP would be sent to a predetermined list of architects comprised of Iocal architects and architects who have experience designing libraries. Peacock stated that the selection of the architect could probably be completed by early July. The current objective is to have the committee work done by the end~of January 1993 for a possible ballot measure in June 1993. The Committee will need to establish a critical path at the next meeting. VIII. Tour of Library Saratoga Community Librarian Dolly Barnes conducted a tour of the Saratoga Community Library. IX. adjournment Trie meeting was adjourned at 6:00 p.m. REQUEST FOR PROPOSAL SARATOGA COMMUNITY LIBRARY EXPANSION The City of Saratoga is requesting proposals from selected architects and architectural firms to prepare architectural documents for its community library. On January 21, the Saratoga City Council accepted the Library Commission's proposal to expand the Saratoga Community Library and tentatively approved to proceed with further planning. The major components of the expansion plan include: o Expanding the collection to meet the community's needs. o Creating specialized seating areas for both quiet and group study and expand space for children's story-times and class visits . ~ . o Providing adequate staff workspace and expand the community room. o Improving interior lighting and provide a drive-up book drop. o Increasing number of parking spaces and providing xeriscape for Library grounds. The current Library facility is 18,000 square feet. The Library Commission has proposed to expand the Library by an additional 18, 000 square feet. Please refer to the Saratoga Community Library Needs Assessment and Building Plan for more detailed information regarding the Commission's recommendations. The purpose of this project is to transform the Needs Assessment and Building Plan into reality. It is critical that the expansion: o Provides for a library facility that is functional and makes maxiaum use of available space while preserving the architectural integrity of the current building. o Meets the recommendations of the Commission in a cost effective manner. 1. The architect shall review the Library Needs Assessment and Building Plan to ascertain space requirements, functional relationship between various program areas, concepts and guidelines for final design of the Library, and options for completing the scope of work. 8. Provision of any other information that may assist the City in ascertaining your or your firm's Qualifications Proposals must be received by 5:00 p.m. Proposals postmarked but not received by will not be considered. The Library Expansion Committee will review the proposals, and the most qualified architectural consultants will be selected and invited for an interview with the Library Expansion Committee. The City Council shall select one final candidate for this project based on the Committee's recommendation. It is anticipated that the selection of an architect will be made by early July. The architect or architectural firm must be able to complete design development and the final cost estimate by the end of January 1993 in order to meet the Committee's object of having a ballot measure in June 1993. February 26, 1992 REPORT T0: FROM: PARKS & RECREATION COMMISSION SECRETARY TO PARKS & RECREATION COMMISSION __________________________________________________________________________- The attached petition and letter submitted by C. Kline has been referred tc the Parks & Recreation Commission for its consideration and input. Backcxround The City, for a number of years, has been struggling with the issue of equestrian/hiking/bicycle trails. During the past two years, it has beer determined that the City will take a much more active role in both the establishment and maintenance of these trails. The City-wide Trails Master Plan, which was approved on July 19, 1992, was commissioned to provide the City with an objective and focused approach to providing the equestrians/hikers/cyclists of Saratoga with a complete system. Thusfar, our efforts have been focused on establishing priorities while performing maintenance within the Parker Ranch subdivision. The Trails Master Plan establishes surfacing standards as well as other trail design standards {see attached) in addition to delineating a proposed phasing of capital expenditures. 1992/93 is the first year where funding is suggested. Hopefully, this project will be funded in the 1992/93 Capital Improvement Budget. However, these funds are not for equestrian trails only. The Parks & Recreation Commission has established the trail between Douglass Lane and Carnelian Glen Place, and the trail along the Southern Pacific Railroad as being its number one priority. Also included as a number one priority is improvement to the trail system in the Western Hills. A meeting with interested parties is being scheduled later this spring to identify and establish priorities. in that area. The Master Plan provides options for trail surfacing depending on use, erosion and other requirements determined by the City Engineer. . f~ REPORT TO PARKS & RECREATION COMMISSION 2 26 92 Points C & E: These sections are located within the Mt. Eden Estates Subdivision. The City's Public Works Inspector has been working with the developer to resolve the problems within this subdivision. Of primary concern are trail surfacing, water course crossings, as well as completion of the required system. Point F: This section is located on private property and was not identified on the City's Trails Master Plan. Therefore, at this point in time, we do not have an easement and the City will not be seeking an easement. A condition of approval was to require the applicant to improve the recorded pedestrian/equestrian easement to City standards. The applicant is now requesting that this easement, recorded as part of the tentative map conditions of approval in 1979, be abandoned. Noting that the proposed equestrian trial has been eliminated from the recently adopted Parks and Trails Master Plan maps, Planning Department staff has agreed to consider Mr. Chadwick's request. Before submitting this request to the City Council, however, staff would like to receive input from the Parks and Recreation Commission.
