COMMUNICATIONS None 5/27/92 M E M O R A N D U M T0: Parks and Recreation Commission FROM: Secretary, Parks and Recreation Commission SUBJECT: MEETING OF MONDAY, JUNE 1, 1992 II.A. Architect, Jeffrey Heid, will present the Commissioners with his report on improvements for Wildwood Park. Recommendation: The Commissioners are being asked to review and approve ideas for Wildwood Park improvements recommended by staff and to direct staff to forward same to City Council. II.B. Maintenance Director, Dan Trinidad, will present ideas for locating a Skateboard Facility at the City Hall. Alternately, he will also present a plan from the City Engineer for the location of a Rollerblade Facility at City Hall. A member of the Youth Commission will report on their preferences for an activity other than Skateboarding. Recommendation: The Commissioners are being asked to review the reports presented and to make a recommendation to the City Council on what would best serve the youth of Saratoga. Attachments CIVIC CENTER LOCATION FOR SKATEBOARD FACILITY At the January 15, 1992 City Council Meeting, staff was directed to review the City's parking lot located directly behind City Hall as the possible site for a Skateboard Facility. It was felt that this location was the only remaining site where the City might be able to construct a Skateboard Facility which would not impact the adjoining residents. The site is directly west of the old Administration Building, northwest of the Theater, northeast of the Senior Day Care Center, and extends into the area which is now occupied by the large and small office trailers. As presently designed, the bowl will fit into the area. Following is an evaluation of the effect of situating the facility at this location. PARKING There are approximately 34 parking stalls in this area. Locating the Skateboard Facility at this site would eliminate approximately 20-24 stalls. Parking for the Skateboard Facility would be limited during working hours but be adequate during weekend and evening use. TRAFFIC CIRCULATION The long term plan for the Civic Center calls for a connection between the existing parking lot behind the Administration Building and the parking lot adjacent to the Senior Center. Placing the Skateboard Facility at this location may eliminate the connection because of space. If the connection is made, it could create a traffic hazard for the facility.. UNDERGROUND UTILITIES The area has many underground utilities which traverse the site. An in-ground facility might require the relocation of several lines which could .cause a significant increase in the cost of the facility. RESTROOM FACILITIES Existing restrooms in the Senior Center, Senior Day Care Center, Community Center, and City Hall should meet this need. It would be our intent to have a monitor present at all times who could open the doors when the Skateboard Facility is in use. IMPACTS TO SURROUNDING FACILITIES AND PROPERTY The Facility, because of its proximity, could impact the following Civic Center operations: 1. City Offices located along the westerly side of City Hall. 2. Senior Day Care Center 3. Senior Center 4. Community Center 5. Civic Theater 6. Warner Hutton House Of any of the Civic Center property sites, it appears that this location will have the least impact on surrounding residents. C~B~ off ~'2~00 C~~ 1377? May 27,1992 FROM: Beverly Tucker, Recreation Coordinator SUBJECT: Youth Commission Vote on Rollerblade Issue At their May 11 meeting the Youth Commission voted 13 - 0 (with 3 members absent) on the following statement: To replace the skateboard ramp proposal with amulti-use skating facility consisting of an in-line hockey rink, in-line skating trails and a teenage playground apparatus. The commission is conducting a survey of students at Redwood Middle School and Saratoga High School to gauge support of a multi-use facility over a single use skateboard facility. Youth Commissioner, Janet Chu will report the survey results to the Parks and Recreation Commission at the June 1 meeting. The survey form is attached. Currently, Saratoga's in-line skaters have limited safe skating areas. We would like a hockey rink and skating trails for all ages.
