SUBJECT: MEETING OF JANUARY 8, 1989
I. A. Introduction of Marianne Swan, new Commissioner
and Bob Rizzo, new Parks Superintendent
II. A. Parks Master Plan - Request for Proposal
As discussed at the joint meeting with the City
Council, we will proceed to solicit the services
of a landscape architect/park planner to do a City-
wide Parks Master Plan as well as an update of the
City-wide Trail Master Plan.
Recommended Action: Review the recommended scope
and direct staff to prepare a Request for Proposal.
III. A. Policy for Banner-hanging within the City
City Council has directed us to develop a policy
for utilizing the brackets which were installed for
the banners displayed in conjunction with the
Celebrate Saratoga festivities. Staff is
recommending that only those brackets in the village
area be utilized and that someone other than City
forces install the banners.
Recommemnded Action: Review the policy and direct
staff in its final report to the City Council.
B. Memorial Tree Planting Policy
The City Council has directed us to develop a policy
for the planting of trees in memory of deceased City
Council and Commission members. Considering the
alternatives, staff has some concern over scattering
these trees throughout various parks. We feel that
a single location would allow us to provide better
care and prevent vandalism.
Recommended Action: Review the policy and direct
staff in its final report to the City Council.

C. HCDA Project
We have been asked by the assistant to the City
Manager to provide prospective projects which
qualify for HCDA grants. We have determined that
an improvement to the restrooms at Wildwood Park
to include a facility which is handicapped
accessible can qualify for these funds. In
checking the restrooms, staff feels it is
impractical to improve the existing building
to provide this service, but that an addition
could furnish a space for a unisex-handicapped
restroom facility. We estimate the cost of this
project to be $10,000-$12,000.
Recommended Action: Review package and provide
guidance to staff.

SUBJECT: PARKS MASTER P.,A1U - SCOPE OF WORK
The purpose of this memo is to review the scope of work to be
developed in the Request for Proposal for updating the City Parks
Master Plan.
PARK FACILITIES
1) Update the current City of Saratoga Park Master Plan.
2) The primary goal of the Master Plan should be to list and
evaluate each park site. The plan should detail the location,
acquisition, and development, both completed and planned.
3) Consideration should be given to current park usage and how
future development and growth will affect each of the park sites.
4) The plan should encompass all undeveloped park areas including
a definition of their potential usage, character and any financial
considerations for their development.
TRAILS AND PATHWAYS
1) Update the current City of Saratoga Trail Master Plan.
2,~ The primary goal of the Master. Plan should be to List and
evaluate each trail location. The plan should detail the location,
acquisition and improvements, both completed and planned. A11
planned facilities must be reasonable and feasible. Additionally,
the plan should develop and recommend a set of general criteria and
standa.~-ds far improvement of all trails and pathways, including
equestrian trails.
3) The plan should reflect a realistic, developable trail system.
2) Maintenance and protection of the trails should be a major
consideration in the development o~ this program.
3) The annual cost for an ongoing maintenance program should be a
determining factor.

DISCUSSION OF POLICY FOR BANNER HANGING
As requested by the City Council through the City Manager's office,
staff is presently attempting to develop a policy for hanging
banners in the City of Saratoga.
There were approximately sixty (60) different locations throughout
the City used to ha.:g banr.,ers in the .recent Celebrate Saratoga
fast_~.vlties. Siaff is recommending utilizing the .banner hangers
from the light poles in the Saratoga Village only along Big Basin
Way. After the current construction is completed on Big Basin Way,
fifty-twa (52) single banner. hangers are scheduled to be installed
from the street light poles. The other banner locations are
scattered throughout the City and many are situated on private
property. It would be necessary to use a hydraulic lift to install
many of these banners, whereas, ba;:ners on Big Basin Way can he
installed u:~in~ only a tr,~elve (12) fcot step Ladder. It is felt
that, for the purpose of public information advertising of civic
etjents, the fifty-two (52) banner hangers on Big Basin Way are the
most centrally located.
Tic actual installation and take-dawn of the banners has been
considered. Tle options are: 1) City staff installation, 2)
Sponsoring Group installation, or. 3) Private contractor
installation.
POLICY FOR BANNER HANGING
12/27/89
1) City Staff Installation cost estimate for all 52 banners:
Install - 2 men @ 8 hours each = 16X$15.07 $ 482.24
Take-down - 2 men @ 8 hours ea = 8X$15.07 $ 241.12
10$ contingency for replacement of hardware
and overhead $ 72.34
Total $ 795.70
2) Sponsoring Group Installation:
This option will reduce City staff involvement and cost.
The only cost forthe City would be the contingency fee
for replacement of hardware and administrative overhead,
which is estimated to be approximately $75. If private
organizations are allowed to install and take down their
own banners, City liability needs to be addressed, as
injury or damage may occur during the process.
3) Private Contractor Installation:
From the few contractors that perform this type of
service, quotes of $85 to $100 per hour were received.
The contractor used for Celebrate Saratoga quoted an
estimate of $900 to do each installation.
Staff has, reviewed the current rules and regulations for hanging
banners in Blaney Plaza and is prepared to adopt these regulations
to permit the hanging of banners on Big Big Basin Way.

SUBJECT: MEMORIAL TREE PLANTING PROGRAM
As directed, staff discussed the different procedures to be used
in establishing a Memorial Tree Planting Program for the City of
Saratoga. In lieu of the traditional condolences such as flowers,
the City will offer the bereaving family the option of having a
memorial tree and plaque installed to honor the deceased City
Council or Commission members, both current and past.
The City would purchase and install a 15 gallon tree, as per the
City of Saratoga Approved Tree List, with a small memorial plaque.
The City would be responsible for the planting and care of the
tree.
Possible locations for installation would be:
1) Location, to be selected by the family of the deceased, from the
developed Park sites, with the exception of Hakone Gardens.
2) Designate one Park site for the Memorial Tree Planting Program.
3) In the event of future expansion of the Civic Center, a portion
of any new landscaping could be set aside for Memorial plantings.
This program, wi th the approval of the City Council, would be
administered by the Maintenance Department.
