M E M O R A N D U M T0: Parks and Recreation Commission D A T E: 9/11/89 FROM: Secretary, Parks and Recreation Commission SUBJECT: Meeting of September 11, 1989 -------------------------------------- II A. Estimates of $10,000 were received on the construction of the Congress Springs Skateboard Ramp. City Council gave their approval at the last meeting. II. B. After further investigation by Roy Swanson, it was determined that funds from the Urban Forestry Grant Program could not be used for the Heritage Orchard. Recommended action: Review requirements to verify that we indeed do not have m use for these funds. II. C. If estimates are available for the Wildwood stage area, these will be discussed in light of the latest Roberti- Z'berg-Harris grant procedure change. Recommended action: Review and approve continuation. III. A. Review letter received from Suzanne Gamble regarding Arbor Day posters. Recommended action: Determine feasibility and desire to proceed with the project. III. B. Discuss Beauchamps/Kevin Moran Park development and the letter and petition received from residents of that subdivision. Recommended action: Schedule public information meetings. For your information, the status of future events for the dedicated parksite within the Beauchamps subdivision is as follows. The Parks and Recreation Commission will be scheduling public information meetings next spring ~to determine the neighborhood's desire ,in regard to improvements, etc. After gathering the input, the City will retain a landscape architect/park planner to prepare a Master Plan for the park. This Master Plan will again be reviewed by tho residents. The sanr_tion of the City council would ther. be obtained, improvement plans and specifications prepared and public bids solicited for the construction. The City 'council will be considering the 5-year Capital Improvement Plan later this year. Staff is proposing that funds for the improvement of Beauchamps Park be made available in fiscal year 1991-92. When the tentative map for the subdivision was submitted to the City, it was decided that the City should accept the dedication of parkland, but that improvements would be deferred to some future date. .The developer, Dividend Industries, was well aware of this decision and should have made that information available to all prospective purchasers. I am also forwarding a copy of your petition to the City council as funding, timing and amounts for any improvements at the Beauchamps parksite is their decision. This will give us a first hand look at the work that has been accomAlished to date. Recommended action: Review marks. III. A. On the list of projects for our next two year's work program is the develo_Dment of Beauchamps Park and Kevin Moran Park. Recommended action: Schedule dates for informational meetings and work sessions. III. B. It is time to schedule Commissioner's attendance at City Council meetings for the next six months. Recommended action: Develop calendar for attendance at meetings. II. C. At tonight's meeting we will discuss possible uses for the $15,000 Roberti-A'Berg-Harris Urban Open Space and Recreation Program Funds.
