A) Park Development Priorities and Time Line
• Enclosed for your review is the City Council response to
Chair Weiner's letter establishing time estimates for
implementation for each of the Park Development
Priorities. The Commission will discuss this memo and
move to have this topic be placed on the Council agenda
for the upcoming joint meeting between Council and the
District Board scheduled for either December or January.
Please note: It is time again to plan for the Annual
Holiday Social, hosted by the Commission. So please
bring your calendars.

BIIBJECT: Park Development Priorities and T~e Line
The City Council has asked me to respond to your October 8th letter
to the Mayor concerning this subject. Your letter and the subject
of project timing and priorities was discussed at some length on
October 22nd. Larry, Joan and Bob were all at the meeting so they
are familiar with the details of the Councils discussion.
Essentially here is what was determined.
The first priorities are to work on the Azule/Blue Hills project
and the Foothill Project. Before we can begin we must conclude
joint use agreements with the two schools districts involved and we
are currently working on that. As to how long that will take I can
not give you a firm window because it involves other agencies. The
Council has indicated its desire to have the schools continue to
pay for half the maintenance cost of their field areas so this may
take a bit of time to negotiate. The Council also expressed its
opinion that the sports leagues which would be the major uses of
these improved and expanded facilities should expect to help to pay
for their upkeep. Once that hurdle has been accomplished then we
can move rather quickly to involve the neighborhoods, the schools
and sports groups in the design of the improvements and get them
under construction. In terms of staff capacity, we can only take
on this many projects at one time so these are the City Council's
first priority.
The Council also agreed to move-forward with the improvements of
the Hakone Gardens Restrooms and have agreed to allow the
Foundation to take the lead in pursuing this project. The city
staff role will be limited to providing administrative and
technical support.
Until these projects are under construction, we can not move
forward on the other projects on the list. After Foothill School
we have tentatively agreed to consider Saratoga School as the next
project in order. As for the Hub project, we understand that the
School District may be launching a strategic plan for Redwood which
might tie in to development of a conceptual hub plan. Perhaps this
would be a good chance to joint venture with the district and the
Council would be interested in having the Commission take the lead
in discussing this with the District. Our concern is that we do
• not have the staff resources to devote to this project at the
current time while at the same time dealing with the three projects
mentioned above. Perhaps this would be a good topic to discuss at
• the next joint meeting between the Council and the District Board
which is scheduled for either December or January, I have to check
with Betsy on that. If the Commission could do some reconnaissance
work for us with the District before then, that would be a big
help.

Dear Mayor,
At our Parks and Recreation meeting on October 7, the
commissioners received an update on one item of the Community Task
Force recommendations from Bob Rizzo and Joan Pisani regarding the
positive negotiations with the Saratoga and Cupertino school
districts. It is gratifying to know that we will soon be entering
the planning phase for improvements and development of both
Foothill and Blue Hills/Azule.
At the June 8 Community Workshop, one of the messages from the
community was that the city act quickly to implement the task force
• recommendations. The Parks and Recreation Commission would like to
request the development~of a Park Development Funds timeline. We
recommend that the timeline include the prioritized list of
recommendations approved by City Council and time estimates of
initial planning through implementation phases for each
recommendation.
The timeline would enable us all to see how quickly we will be able
to implement the recommendations, understand the budget
constraints, assess which projects can be done in parallel, re-
prioritize if necessary, and perhaps think creatively to make
things happen sooner. The timeline would also be a useful tool in
discussions with the community at large.
The Parks and Recreation Commission is not currently scheduled for
a joint meeting with the City Council. However, the Commission
would be eager to meet with Council to discuss the timeline upon
completion in the near future.
