III. NEW BUSINESS
A) Coyote Creek Reparian Station Festival in Celebration of
the Saratoga Creek at Wildwood Park.
The City has been contacted by the Coyote Creek Reparian
Station regarding the possibility of organizing a one day
festival in celebration of the Saratoga Creek watershed.
As described in the letter received from Dave Johnston,
Research Director for the Coyote Creek Reparian Station,
would like to co-sponsor the event with the City. Please
review enclosed letter and Mr. Johnston will be invited
to attend the Commission meeting.
• Commission is to review and approve to City Council the
request of the Coyote Creek Reparian Stations proposed
festival at Wildwood Park tentatively scheduled for
Sunday, June 23, 1996.
B) Review of DR-95-044; 19272 Crisp Avenue
The Community Development Department is requesting the
Commission to review and comment on the subject property
in the San Marcos Heights subdivision, lot 34. Secretary
Rizzo will present a design review plan of the subject
property that depicts on 20' private ingress, egress
easement and trail easement which is access to the San
Marcos Wilderness area.
C) Discussion of issues for the Joint Meeting with Citv
Council scheduled for Tuesday. November 21, 1995.
The Commission should discuss and list any issues they
would like placed on the council's agenda for the
scheduled joint meeting. I have enclosed in your packet
council's minutes items from the meeting of June 13,
1995.

D) Discussion of a Youth Commissioner serving as a Park and
Recreation Commissioner
The Commission is requested to consider a Youth
Commissioner be appointed to fill the current vacant seat
on the Commission. This seat would then be designated to
be filled annually by a Youth Commissioner and/or a high
school student for a period of one year. Commission
recommendation would be submitted to council for their
approval.
IV. WRITTEN COMMUNICATIONS
A) Letter from the Bay Area Ridqe Trail Council
Secretary Rizzo will review with the Commission the
proposed Santa Clara Countywide Trails Master Plan Update
as it pertains to the City. The Commission is being
asked to endorse the proposed plan and correspond to the
County Board of Supervisors.
B) Letter from the Hakone Foundation
• Letter is inviting the Commission to attend an upcoming
Foundation meeting and present a short multi-media show
of Hakone Gardens. The date and time is to be arranged.

This past year I have been working very closely with the Saratoga Union
• School District to develop school programs associated with the creek. This year we are
planning to have youngsters from the district display their art work as well as science
projer~ts associated with their creek activities. Awards will be given at the festival to
winners of both groups, and Les Landin has agreed to provide some entertainment
through his band.
Other agencies that we hope will be represented include the Santa Clara Valley
Water District, Bay Area Stormwater Management Agencies Association (BASMAA),
Santa Clara Valley Nonpoint Source Pollution Control Program and other educational
organizations.
I would appreciate it if you could place this request on the agenda for the Parks
and Recreation Commission meeting. If appropriate, we will be available for a
presentation.

C. Parks and Trails Master Plan
• Commission Chair Crotty indicated that the key to a revision of the
plan is the decision about the future of Kevin Moran and Azule
Parks. Until those decisions are made, revision of the plan would
be an incomplete effort.
Public Works Director Perlin suggested that the group may wish to
come back to this topic after all the other items are discussed.
Then maybe the City Council could give better direction to the
Commission regarding revisions to the current plan. Mr. Perlin
indicated that there were some organizational changes to the plan
he would like to see which would make the document easier to
understand and use but these would not impact the substantive
issues which remain to be decided.
Councilmember Wolfe arrived at the meeting, the time being 8:25 PM.
The City Council agreed that the Commission should identify
specific areas in the plan for updating and to report back to the 9

possible at that time.
D. Discussion of open space Element and Master Plan
implementation committee Report
• It was noted that at the last joint meeting the recommendations
contained in the report had been reviewed by the City Council but
not adopted. It was agreed that when the City Council and the
.Commission next meet that the Commission is to be prepared to
recommend which of the conclusions of the Committee should be
folded into the Parks and Trails Master Plan.
8. Locating a Place for a Community Garden Within
Foisting Park Properties.
The staff was requested to invite the Friends of the Nelson Gardens
and members of the community who are on the list for garden plots
at E1 Quito Park to the Town Hall meeting as these groups have
special perspectives on park facilities needs which should be
heard.
F. Locating a Dog Run Area within Foisting Park
Properties or Othes~-ise Dealing Nith the Issue of
Dogs in the Parka
The Commission asked if the issue of liability had been examined
regarding allowing dogs to run loose in the parks? The City
Manager responded that he would inquire through the City's risk
manager as to the potential liability exposure this could create
• and whether such a course of action was recommended and if so under
what conditions. Parks and Building Superintendent Rizzo reported
that he had looked into fencir~ an area under the PG & E power
lines to create a safe dog exercise area, that PG & E seemed to be
willing to cooperate and that it would cost about $6,500 to fence
an area about 1/2 the size of a football field.

7• Charter and parameters for Pnrk Development Foaus Qroups
• In discussing this topic, members of the City Council suggested
examples of the types of things which might be included in a charter
and parameters statement for the focus groups. Vice Mayor Jacobs
suggested, for example, that one parameter might be to make more of the
parks accessible to more people (i.e. providing picnic areas or rest
rooms), or one might be not to leave major portions of Revin Moran Park
undeveloped. Councilmember Moran suggested, for example, that the
Heritage Orchard should remain essentially as is and retain its current
purpose.
City Manager Peacock indicated that the staff is preparing background
data and layouts of the parks and the school play areas using aerial
photos to brief the focus groups on the park and school playground
system, how heavily they are currently used and what the expressed
needs of various segments of the community are from the research done
by staff. He indicated that this information should be available by
mid-September. Included in this information would be things such as
what it would cost to maintain a new rest room at a park or certain
other facilities if they were installed in the park. Council agreed
to do self guided tours of all facilities once the staff work is
complete and then further refine their ideas about the charter and
parameters and schedule a further discussion at that time.
8. self-Evaluation of Previous Meetiag
The Mayor noted that she had watched a taped broadcast of the last City
Council meeting and that the camera would remain focused on one member
of the City Council or another for several minutes, rather than on the
person speaking. Council asked the City Manager to discuss this with
the coordinator at RSAR.
9. Agenep Assignment Reports
Councilmember Wolfe reported that the Cities Association by-laws were
undergoing revision in the area of selection of officers, that the
County Transportation Agency is working on a Mission Statement, and
that the SBDC was moving toward the retention of a professional in
economic development planning to help with the program effort.
Councilmember Moran reported that there was a proposal to make the
Emergency Planning Council a more independent agency with budget
authority, replacing the Board of Supervisors as the Emergency Planning
policy body for the County. There appears to be no objection from the
County at this time but the proposal is still in its talking stages.
Vice Mayor Jacobs reported that KSAR would be doing more local event,
remote productions and that they have developed a training program to
develop producers for shows as that is the critical need in creating
more local programming.
• Mayor Burger reported that the Library JPA tour of all the libraries
in the system is now complete, that the JPA is still getting itself
organized, having just completed work on establishing its appeals
process, that the Chamber of Commerce mini-retreat last week focused
on Celebrate Saratoga, and that she has agreed with the new president
of the West Valley College Board, Maxine Sanders, to have a joint
meeting with the Board on September 12th.

The Bay Area Ridge Trail Council is dedicated to completing a 400-mile multi-use
ridgeline trail connecting over 75 parks and public open spaces encircling San Francisco Bay.l The
Ridge Trail will offer recreational opportunities for Bay Area hikers, bicyclists and equestrians.
Most Santa Clara County cities and the Board of Supervisors have endorsed the concept of the Bay
Area Ridge Trail.
After two years of review, the Santa County Trails Plan Advisory Committee completed
• an update of the Countywide Trails Master Plan. The update formally incorporates the Bay Area
Ridge Trail, the Bay Trail and other regional trails into the County's General Plan. These regional
trails will expand recreational and outdoor educational opportunities for over six million Bay Area
residents.
A joint Parks and Planning Commissions public hearing on the Draft Countywide Trails
Master Plan Update is scheduled for November 1, 1995. The Board of Supervisors Public hearing
date is scheduled on November 14, 1995 at 7:00 p.m.
We ask you to endorse the proposed Santa Clara Countywide Trails Master Plan Update,
and to recommend that the Board of Supervisors adopt the General Plan trail amendments which
incorporate the Bay Area Ridge Trail. These amendments include a Preamble, Policies and the

IV. TRAIL PRIORITIES
PURPOSE
This Countywide Trail System Master Plan is a long-range, visionary guide. It characterizes a
pattern of trail routes and trail experiences that are. needed today and that will be needed in
the future. However, though all trail routes shown on the Countywide Trail System Master
Plan Map serve the public's interest and have been evaluated and justified from a great many
viewpoints, a particular interest of the Trails Plan Advisory Committee was to make the
implementation of the trail system a strategic one. Not all of the trail routes shown on the
Countywide Trail System Master Plan Map and described in Section II will be acquired,
developed and open for public use in the next fifteen years.
The purpose of identifying trail priorities is to focus attention on those trail routes that
present significant opportunities for the general public right now and to help direct the
public funds available to the County for trails in a logical fashion. This desire to focus
attention on a few trails, through the prioritization process, does not imply that should an
opportunity arise (for example, through an interestcd property owner, through the
urbanization process, or through the interest of other public agencies) that implementation
of any trail shown in the countywide system, regardless of its priority rating, would not
represent a positive stcp forward.
PRIORITY CRITERIA
The initial activity of the Trails Plan Advisory Committee, prior to establishing policies and
preparing the trails map, was to determine its own criteria for prioritizing trails that reflected
the values of the people and communities in Santa Clara County. The resulting criteria
generally havc an urban orientation, emphasizing trails in and near urban areas, that are
convenient to access and that appeal to a large number of people.
Criteria were drafted by the Committee, reviewed with the general public at workshops, and
then finalized. Figure 6 illustrates the results of that process.
Nine priority evaluation criteria were identified and divided into three wcightcd groups.

• Need: as expresscd through public workshops and other community forums; as
evaluated based on quantifiable data about existing trail supply, trail use, and
projections of future populations; and as considered in terms of identifiable

may arise for funding partnerships; and revenue-gencrating potential.

• Opportunities for a Sense of Remoteness: to have trails in areas where the sights •.
and sounds of pcople seem remote, whether or not they are.

PRIORITY EVALUATIONS
• Unincorporated County Areas: For trail segments that fall within the County's
jurisdiction (i:e. outside Urban Servicc Areas in the County) athree-step proccss was used in
applying the Committce's critcria. Those steps werc:
Step 1: for individual trail segments, each of the nine priority criteria was assigned a
relative rating bctwecn 1 and 3 (with low = 1, medium = 2, and high = 3).
Step 2: a cumulative score for oath trail segmcnt was determined by weighting the nine
individual ratings assigned in Step 1 according to the three critcria Groups (as shown in
Figure 6) using multipliers as follows:
• 3x -Need, Compatibility, and Usefulness
• 2x -Acquisition Complexity, Opportunity for Large Number of Users, and Safety
• lx -Financial Considerations, Setting, and Sense of Rcmotcness
Step 3: a maximum of 54 and minimum of 18 points could be assigned to any one trail
segment. Individual scgmcnts with a cumulative rating above 45 were assigned a "High
Priority"; any trail scgment with a cumulative rating betwcen 40 and 45 was assigned a
"Priority" rating.
Appendix D identities individual'~prioriry ratings for each trail route within unincorporated
Santa Clara County, by segmcnt. Table 1 summarizes the trail segments receiving the highest
priority rating in the unincorporated areas of Santa Clara County.
• Incorporated Urban Areas: Table 2 summarizes the countywide trails that were identified
in staff workshops as panicularly imponant to individual Cities. Generally, but not always,
these trails were located within the incorporated areas of the County. Individual Cities in
Santa Clara County have not formally prioritized trail routes within thcir General Plans or
individual nail master plans. For comparison, a rating is provided that is derived from the
Trails Plan Advisory Committee's priority criteria and the system (described above) used to
evaluatc trail routes in unincorporated County jurisdiction.

APPENDIX D: TRAIL ROUTE DESCRIPTIONS AND PRIORITIES
The following matrix is keyed to the Countyw~de Trails Master Plan Mao and provides a
listing of those trail routes and trail segmcnts rccommended by the Trails Plan Advisory
Committee as either Regional, Sub-regional, or Connector Trails.
Information includes:
• Map Key: referencing the Countywide Trails Master Plan M~ (dated April,
1995) and the descriptions of trail routes found in Section II of the Draft
Countywide Trails Master Plan rcport.
• Trail: identifying the name of the proposed trail route
• General Route: referencing the general alignment of a trail if it is along a road,
stream, ridgeline, or other easily identifiable landmark
• Location: listing beginning and ending points for each segment
• Approximate Length: showing the scgment length between location points in
miles
• Lead Agenry: the principal agencies responsible for implementing the trail in
ordcr of their responsibility

It should be notcd that the uses indicated do not mean that such uses will
necessarily be available along any particular trail segment nor that these will be
the only uses that may evcntually be accommodated. The ultimate uses of each
trail scgment arc subjca to the Countywidc Trails Master Plan policies and
guidelines and/or the jurisdiction that uultimately designs, constructs, and
operates the trail. Within unincorporated arras of the County uses will be

The Hakone Foundation would like to invite you to hold one of your regular meetings in the
Cultural Exchange Building at Hakone Gardens. As a prelude to the meeting we would offer
some light refreshments and present the outstanding multi media show of Hakone Gazdens which
was recently shown at the Foundation's annual meeting. This show, done by friends of the
• Hakone Gazdens Millicent and Roger Bishop, is an extremely beautiful presentation which met
with rave reviews from our members. We would lie to share it with you. As well we would h7ce
to invite the City Council and some others to experience these very special views of Hakone
Gazdens. .
At your meeting we could also take a few minutes, if you would like, to tell you what is
happening in the Gazdens and with the Foundation. This would give you the opportunity to ask
questions and shaze ideas with us.
The date and time of this meeting is flexible. It would be preferable if we could have some
ahernative dates in order to arrange the program with the Bishop's. Gladys Armstrong w~71 be
making the arrangements for this meeting. Please let her know what dates you would prefer and
