OLD BUSINESS A) Proposed Composting Demonstration Station at E1 Ouito Park. Barbara Mansfield representing the West Valley Home Composting Education Program will present to the Commission the proposed site plan for the composting demonstration station at E1 Quito Park. Ms. Mansfield will again review for the Commission, functions of the demonstration station. The Commission may move to approve the site plan. III. NEW BUSINESS A) F~eport of Vandalism at Congress Springs Park - Plav Structure Replacement. On August 7, 1995 a portion of the play structure at Congress Springs Park was destroyed in an arson related fire. The structure was badly damaged, it was necessary to remove the play structure, slide, tire swing and swing set. Estimated loss is $15,500. Staff will present to the Commission for their approval a replacement structure. The goal of the HCEP Master Composters in proposing the site is to provide a unique recycling and gardening improvement resource available to all citizens of the community. Examples of several types of composting methods, including worm composting (vermiculture), will be maintained and set-up by Master Composters and area volunteers. The site proposed at Quito Park is adjacent to the Saratoga Community Gardens and a children's recreational area, which are symbiotic efforts since the composting. arena will be used for educational purposes. There will be no costs to the City of Saratoga in the establishment, set-up or maintenance of the composting demonstration site. All costs will be assumed by the volunteers to the HCEP. West Hope Church across the fence from Quito Park and the proposed site has agreed to allow HCEP to tap into its garden water line and City of Saratoga Parks maintenance has indicated there will be no lack of raw material available for composting through normal Park gardening efforts (these materials are currently disposed of in the landfill). Barbara Mansfield, Master Composter with the Santa Clara County Home Composting Education Program of the University of California Cooperative Extension, explained her proposal to set up a series of small compost piles in E1 Quito Park. The Commissioners questioned Ms. Mansfield regarding the potential traffic impact to the neighbors of the park, the potential for unwanted dumping, equipment noise, and the aesthetics of the project. The Commissioners requested Ms. Mansfield prepare and submit a site plan for the demonstration project. City to establish no-parkingzones at two locations Saratoga Public Works Director Larry Perlin recommended to the Public Safety Commission Aug. 15 that a no-parkingzone be estab- fished onthe eastside ofPaseoPre- sada,directly across from EI Quito Park. He said residents have com- plained about cars blocking their driveways. He said he plans to ask residents on Paseo Tierra and Paseo Pueblo whether they want the parking restrictions extended down their streets as well. Perlin will report back to the commission in September. Perlin also plans to convert the section of Fourth Street adjacent to Viaggio's Restaurant into a no- parking zone. Hesaidthat fire8ght- ersand sheriff s deputies don't feel the street is wide enough to accom- modate two lanes of parking and emergency vehicle access.
