The City has received two letters regarding use of El
Quito Park, signed by a number of residents that live
adjacent to the Park. They have concerns regarding
parking, noise, trash and scheduled softball games. I
have sent letters inviting the residents to the
Commission meeting.

B) Discussion of issues for the Joint Meeting with Citv
Council scheduled for Tuesday June 13. 1995.
The Commission should discuss and list any issues to be
placed on the Council's Agenda for the scheduled joint
meeting. I have enclosed the latest memo regarding major
assignments that the Commission requested to be involved
with over this next year.
IV. WRITTEN COMMUNICATIONS
A) Letter from Jacquelyn Fuzell-Casey regarding action taken
recently by the Parks and Recreation Commission.

Dear Community officer, ~ ~~
This letter is to express concern over the traffic hazard and the
safety of the children in the neighborhood near E1 Quito park on
Paseo Presada. We feel that these hazards are mainly caused by the
following events. .
1 The baseball league attracts a lot of people and cars are
parked on both sides of the street, blocking vision from the
residents' driveway. The noise level is extremely high due to
the screaming and shouting of the players and their audience.
All this disturbs the peace in the neighborhood, sometimes
until 9 o'clock in the evening. Frequently, the ball comes
into the yards of residents across the street which is
extremely dangerous. It seems that the location of the
baseball diamond is very inappropriate and it is designed with
total disregard to the residents living across the street. We
would greatl~• appreciate some respect for the privacy of the
residents. We recommend relocating the baseball diamond or
removing it from this park if another suitable location is not
available, to preserve the peace and safety of the
neighborhood.
2 Volleyball game on Monday afternoons. There is a volleyball
game every Monday. We feel that the participants are. not even
Saratoga residents. Although, our suggestion is not to
discourage nonresident use at a public park, we strongly urge
that the peace and quiet of the .neighborhood not be
sacrificed. The. park is too noisy and messy and most
residents avoid using the park on Mondays because of all the
nuisance caused by the volleyball players. These people park
their cars in front of our driveways and walkways leading to
our doors. They also play loud music in their cars. When
requested to move their cars or stop the music they claim they
do not understand English.
3 Even though the park is only supposed to remain open until
sunset, there are people in the park long after the sunset.
At nights there have been several juvenile arrests for
drinking alcohol. We have found broken glass from these
bottles, late in the morning, the next day, after such
drinking sessions. We recommend alcohol be banned from this
park, like it has been at other parks and specific hours be
posted at the pa=k.

4 People block our driveways with their.cars all the time. We
-- have to walk all over our landscape because our walkways are
blocked. Our sprinkler systems get damaged by the wheels of
these cars. We recommend that parking on one side of Paseo
Presada be changed~to permit parking to facilitate parking
only for the residents and their guests. If permit parking is
not readily achievable, parking should be restricted to one
side of the street. This has also been recommended by the
sheriff's department on numerous occasions when they have
responded to our 911 calls. ~ '"'-
5 The sheriff's department has confirmed issuing a lot of
speeding tickets on this street. We would like to bring to
your attention that there is also a day care and a preschool
on this street. The safety of children should be of utmost
importance on this street.
6 The latest trend has been the people breaking into our
backyards and stealing things including lawn mowers, bikes or
. just looking for valuables.
We hope that these issues will be resolved very soon to restore the
peace and safety in the neighborhood and once again the residents
will have the great quality of life, the city of Saratoga is known
to offer.

Dear Council Members:
Please be advised of the problems re. the safety of the residents
adjacent to El Quito Park:
1) Theft - On Monday, March 27, 1995, I returned from work to find
my home had been entered. Several screens were removed and
damaged in the attempt to break in. Because they did not have
access into the main part of the house, which is alarmed, nothing of
value was taken. However, the feeling of violation which i
remember from the burglaries of 1974, is no less strong. As a result I
must now padlock all access to my property, which is cumbersome,
and could be dangerous in case of an emergency.
Moreover, my neighbor's property was recently entered with a
resulting costly loss of property.
• 2) Parking - Except for the rainy months; the park is constantly used
for sports leagues. This means we virtually become prisoners, as the
participants or their parents park in our driveways for hours at a
time.
I spent quite a sum putting in a circular drive about 14 years ago
because I felt it was dangerous to back my car onto Paseo Presada.
The traffic and speed today greatly exceed that of 1981. Yet,
because people park in my driveway exits, I am lucky if I can
perform this ~ treacherous manuever in order to keep appointments.
Re. Noise, Trash and Vandalism:
1) Coaches and teams arrive to practice soccer or baseball as early as
7:30 A.M. on weekend mornings, with much gusto, hollering, car-
. door-slamming, and even horn-blowing. More than once, i have
been awakened and crossed the street in a robe to request that the
adults have some consideration and control of the team behavior.
The response has not always been what I would expect of coaches
from Saratoga.
Partying with alcohol after dark became so incessant that I have
• resorted to ear plugs to get rest. I hardly think that is a solution for
my neighbor when his toddler is awakened.

2) I must continuously pick up orange skins, drink cups, beer
bottles, and other trash from my property. _ ~~
3) I have timed my landscape lights on the Paseo Pueblo corner to
illuminate where it is dim in street lighting in order to discourage
parking and partying. In retaliation, vandals broke the landscape
lights.
In conclusion, my neighbors and I resent the abuse of our
neighborhood. We request relief from the constant parking problems
which prevent us from having the use of our property. We would
like more frequent sheriff patrols, especially after sunset, during
commute hours, and when sport teams are being picked up.

SUBJECT: Major Assignments for the Commission

As requested, the Commission at its January 17, 1995 meeting
reviewed your memo requesting the Commission to develop a list of
major assignments that they would like to be involved with and work
on over this next year.
A) Park Master Plan Update (Kevin Moran/Azule Development)
This project will include review of the recreational needs analysis
and involvement in the Kevin Moran/Azule Park development process.
The Commission express that they feel it is not necessary to
completely update the Master Plan but agreed that alternatives to
meet any future needs of the community for additional recreational
facilities be included into the plan.
On completion of the analysis, the Commission would like to review
the document and make recommendations to City Council.
B) Trails Development
1) San Juan Bautista de Anza Trail
This trail proposed along the Southern Pacific Right-of-
way (SPRR), the Commission is very excited and supporting
of this project and will be attending the upcoming public
meeting to be held in Cupertino. They have requested
Secretary Rizzo to develop a letter of support to the
National Park Service.
2) Carnelian Glen Court Trail
'The status of this project rest on the City acquiring a
70 foot long by l0 foot easement across private property.
This is necessary to complete this trail segment and
connect it to another dedicated trail segment which
connects two portions of Douglass Lane. The property
owner has been contacted and presented with the City's
request in writting and staff has met with one of the
property owners on site to review the City's proposal.
To date the City has not received a response from the
property owner.

To continue to review this concern and assist council
with a recommendation and/or development of a dog run in
the park system.

On behalf of my husband (Tim Casey), our son Skyler and myself,
I would like to thank you and the Saratoga Parks and Recreation
Commission for listening to our issues and helping us and others find
solutions that accommodate us all, as they relate to matters
surrounding Wildwoood Park.
It was a big step for the City to post additional warning signs in
Wildwood Park to discourage the excessive drinking and loitering.
Yes, we can see, hear and feel the difference, and we are VERY
appreciative.
My family and I will continue to become involved in issues and
• activities in and around Saratoga. This is our home and we feel as if
we must support the community environment around us. So, until the
next community issue set forth before our community leaders...
